His division has already built and tested prototype systems and he reckons that working versions could be incorporated into cars by 2000.”This could double the pedestrian detection range for the average driver, and quadruple it for older drivers,” he said. Research has found that drivers try to avoid night journeys as they get older, partly because natural eye deterioration causes problems watching the road, especially with oncoming headlights. In such circumstances, drivers are often unable to see properly because they are temporarily blinded.. Senior judges may be asked to declare whether they are members of a Masonic lodge in an effort to assess the prevalence of Freemasonry in the higher levels of the judiciary. The Lord Chancellor, Lord Mackay of Clashfern, told the House of Commons Home Affairs select committee he would consider asking the 150 most senior judges – the Law Lords, Court of Appeal and High Court judges – whether they were prepared to take part in the exercise.
In response to a letter from the committee, Lord Mackay told them: “I could invite the judiciary to say, if they wish to, whether or not they were Freemasons.” But he did not immediately undertake to carry out the statistics-gathering exercise, and made it clear that if he did, he would not insist upon a declaration.Lord Mackay told the committee, which is conducting a lengthy investigation into the influence of Freemasonry in the police and judiciary, that he saw no justification for an obligatory register, whether confidential or published. And there was no point to a voluntary register as a failure to declare membership would attract no sanction. But he agreed to consider polling the most senior judges after committee chairman Sir Ivan Lawrence told him it was impossible to gauge whether there was a problem with undue Masonic influence in the police and judiciary without knowing the numbers involved.Labour MP Chris Mullin said there was a suspicion that an “unhealthily large” proportion of the legal profession were Masons and “give each other a leg up when the time comes.”But Lord Mackay insisted he had no reason to think that the Freemasons did exert any improper influence over the judiciary. “I’m aware of no evidence of any substance to suggest that Freemasonry has an adverse influence, indeed any influence at all, in relation to the conduct of the judiciary,” he said.

He assured the committee that he himself was not a Freemason, nor ever had been.. Cars will soon come with infra-red night vision systems able to pick out people and objects that drivers otherwise might not see, following research by Jaguar. The new systems would use cameras sensitive to infrared radiation emitted from the front of the car. The enhanced image of the road and obstacles ahead, consisting of heat reflected from otherwise invisible objects, would then be projected in visible light onto the windscreen.
“Technically, we are really quite close to this,” said Paul Mulvanny, principal technical specialist at Jaguar Engineering in Whitley.

In such circumstances, drivers are often unable to see properly because they are temporarily blinded. The infrared system would compensate for this.US insurance industry figures suggest that driving at night is disproportionately dangerous: 55 per cent of serious accidents occur at night, with just 28 per cent of daytime traffic volumes. The biggest problem will be to get the cost low enough to make it economical to include as a standard fitting. The system requires special headlamps, an infrared camera, projector and specially-developed glass for the windscreen.”It’s a chicken-and-egg situation,” said Mr Mulvanny “If we could fit it for free, then everyone would want one. Our initial target is the sort of people who bought in-car navigation system.

Those initially cost about pounds 3,000, but the cost has come down considerably The same would apply here.”. One of England’s oldest adult education colleges, founded 150 years ago to provide a liberal education for working-class men, is being rocked by an internal dispute over claims that its governors are betraying its socialist roots and succumbing to the pressures of the marketplace. The Working Men’s College, in Camden, north London, which boasts John Ruskin, Dante Gabriel Rossetti and Charles Kingsley among its former staff, is the focus of a clash between a philanthropic educational tradition in which teachers once worked for free, and the harsh reality of modern further-education funding.
The battle to dictate the identity of the college in the next millennium has pitched a group of staff, claiming an ally in the ghost of the institution’s Christian Socialist founder Frederick Maurice, against the principal, Lord McIntosh of Haringey, Labour’s deputy spokesman in the House of Lords. The row centres on plans approved by the college corporation, a board of trustees and directors, for a fundamental shake-up of the way the institution is governed. The proposal is for the present system, in which the corporation oversees the college’s trust funds but delegates educational and policy matters to an elected council of staff and students, to be replaced with a single governing body. The rebels claim the move, which they hope to challenge in the courts, is undemocratic and out of keeping with the founder’s ideals since it would leave no more than one-third of seats on the new body for teachers and students. But Lord McIntosh and the college’s warden, Evelyn Murray, insist that a change is essential if the tradition of providing education for people with little access to other forms of study is to be continued.Malvern Hostick, art teacher, college council member and a critic of the reforms, fears they will destroy a key aim of the founder who saw students taking control of their studies.

They suffered a late blow when their England centre, Mike Tindall, was ruled unfit to face Castres following a training injury on Friday night. Shane Berne stepped into the centre to partner Kevin Maggs, but elsewhere in the side it was very much business as usual.Heavy rain from an hour before the game hardly helped Bath’s plans, although a nasty bout of gastric flu in the home camp meant Castres were without their former France captain Raphael Ibanez and their flanker, Jose Diaz.Despite the conditions, Bath decided that keeping the ball in hand was the best policy and three slick passing movements gave Mike Catt the chance eventually to probe the corner. The platform was immediate and when Dan Lyle came around the front to take a lineout two minutes later, Kevin Maggs drove, set up Ben Clarke and when it was recycled, Catt waltzed over for a try that Matt Perry failed to convert from in front of the posts.Half a dozen Castres drives earned Gregor Townsend a penalty after an offside and a glut of penalties took the pace out of the game thereafter.

But when Castres won clean line-out ball in the Bath 22, their pack drove on and Jeremy Davidson was taken over for a try that Townsend failed to improve. The French took control especially in the loose where Thierry Labrousse was the pick of a very good back row.Townsend’s second penalty on the half-hour – for offside – increased Castres’ lead and Bath were in need of inspiration to break the Castres stranglehold and once again it was provided by Catt. The England centre set off from just inside the Castres half, evaded four tacklers and somehow slid in for his second try. Perry again missed the conversion from close in and was made to pay for that when, at the other end, Townsend added another penalty after Martin Haag was adjudged to have overstepped the mark at a line-out.Bath’s response to that half-time deficit was to steal the ball within 30 seconds of the restart, take it right and then left where Maggs sent Tom Voyce in for a try at the corner that gave Bath the lead. Both sides tried to play rugby, but time and again either the conditions or the referee’s whistle got in the way – there were 39 penalties and four free-kicks. But Bath’s class told in the end and two more tries, from lock Haag and a 50 metre special from scrum-half Gareth Cooper, set the seal on a great victory.Castres: F Plisson; O Sarramea, E Artiguste, G Delmotte, P Garrigues; G Townsend, F Seguier (A Albuoy, 72); M Reggiardo, R Vigneaux (C Batut, 60), L Tsabadze (G Benazet, 54), F Laluque (S Chinarro, 66), J Davidson, G Taussac (J Diaz, 66), I Lassissi, T Labrousse (capt).Bath: M Perry; I Balshaw, K Maggs, S Berne, T Voyce; M Catt, G Cooper; S Emms (D Barnes, 59), M Regan (A Long, 79), J Mallett, M Haag (A Lloyd, 76), S Borthwick, G Thomas, B Clarke (capt), D Lyle.Referee: M De Santis (Italy)..

As a fan who puts his money where his mouth is, Nigel Wray is entitled to his say, and what he said after his beloved club did the unthinkable last weekend by losing to Rotherham suggests that even the quietly spoken philanthropist has had enough of give and take. In recent months Saracens have been giving and the opposition taking.
Wray demanded a harder edge, preferring to see a “Vinny Jones to the Harlem Globetrotters”. This would appear to represent a considerable change of heart for the man who brought Michael Lynagh, Philippe Sella and François Pienaar to a club that used to be the Rotherham of North London.”Nigel wants the pack to harden up and it’s fair comment,” Kyran Bracken, the Saracens captain, said.

The company, which supplies about 40 per cent of the UK’s domestic gas and electricity market, was unrepentant about the rise in earnings and shareholder returns, arguing that last week’s price increases – which, by coincidence, also came in at 22 per cent – were necessary to reverse heavy losses in its residential energy business.
But the consumer body Energywatch called on domestic customers to give British Gas a “bloody nose” by switching to rival suppliers and uSwitch, the price comparison service, accused Centrica of “placing shareholder value, not customer value, at the top of its agenda”.Sir Roy Gardner, Centrica’s chief executive, said had British Gas passed on the increase in wholesale gas prices in full, then domestic bills would have gone up by 31 per cent, not 22 per cent. Centrica, the owner of British Gas, fanned the flames of consumer anger yesterday by unveiling record annual profits of £1.5bn and a 22 per cent rise in the dividend payment just days after announcing the biggest increase in energy prices in history. Ms Tan reported that Laura Ashley had finished the year “strongly”, with positive like-for-like sales during the final quarter in home furnishings. And things also seem to be looking up at the streamlined fashion side of the business where new ranges have proved to be a success. As a result, profits for the year just gone are likely to come in slightly above current City forecasts. In response, the broker Seymour Pierce has raised its pre-tax profits forecast from £4.5m to £5.5m, although it pointed out that even after the upgrade Laura Ashley shares trade at more than 30 times forward earnings.Clearly, the business is going in the right direction but, as the old saying goes, one swallow does not a summer make For now, the shares are just a hold..

The group’s fuel bill has jumped by 25 per cent over the past year. To counter this threat to profits margins, Elementis plansto raise selling prices for chrome by 10 per cent this year. This time last year Elementis shares traded at about50p, and this column argued that they were worth holding on to.Yesterday, the stock rose 2.25p to 78.5p in response to the results, but investors would be wrong to cash in their chips just yet, especially given the prospects for further earnings upgrades. Hold on to Elementis for more gains.Laura AshleyCould a turnaround be finally on the way at Laura Ashley? Lillian Tan, the retailer’s latest chief executive, has been busy moving the group’s focus from fashion to home furnishing, and a trading update to the City yesterday seemed to indicate that the strategy is starting to pay off. This could well act as the next driver of profit upgrades at the group. One area of slight concern is the effect rising energy prices are having on the business. It subsequently parachuted its own management team intothe company and pushed through a restructuring which is starting to bear fruit. The reform process is ongoing and will focus on Elementis’s speciality chemicals division. An update on this is expected by the end of March and should see the company consolidate its portfolio and focus it on higher-margin products. For 2005, investors will have ended up getting 2.2p a share in dividends, with most analysts expecting progressive rises on this front over the coming years.

Elementis has also seen its pension fund deficit fall by £20m to £62m.The group has been on the up ever since the activist shareholder Hanover Investments took a 15 per cent stake late in 2004. Sell.ElementisThere was yet more good news for Elementis shareholders yesterday. The chrome and speciality chemicals maker reported a 77 per cent rise in annual operating profits to £20.3m and a 7 per cent rise in sales to £440m. But, at 710.5p, Hanson shares trade at about 14 times forward earnings For a cyclical business like Hanson that is too high.

Adam Ingram, Minister of State at the Northern Ireland Office, said the intention was to reduce extortion, intimidation and blackmail in the first year through concerted action. He said strategies would be put in place to disrupt the supply of drugs, seek to reduce losses to the Exchequer from smuggled and laundered fuel, and smuggled tobacco and alcohol, and to deter money laundering.Raymond White, Assistant Chief Constable of the Royal Ulster Constabulary, said the force was re-focusing its activities on the “criminal legacy of terrorism”.He warned: “We are a community over which the spectre of organised crime looms large. It has the potential tobecome endemic within certain areas of business.”The report says at least two organised crime groups are involved in smuggling cattle across the border in a trade which “may be worth millions of pounds per annum”. But this appears to be a relatively small part of gang activity.Gangs are mostly involved in drug-dealing, counterfeiting and forgery, robbery and money-laundering.. Tory leader William Hague said today that fighting foot-and-mouth must have priority over fighting elections.
He said Prime Minister should “get a grip” on the foot-and-mouth crisis by setting up a “crisis cabinet” to meet daily until the outbreak is under control.Mr Hague said Mr Blair should personally head the committee, which should be modelled on wartime emergency cabinets and include the heavy hitters in his Government.Speaking to the Conservative Local Government Conference in Coventry, he said: “We’ve supported the Government’s measures to halt the spread of the disease.”But we have watched with increasing exasperation and anger as the Government has continually underestimated the scale of the crisis, has failed to act with anything like the necessary speed or vigour and has consistently shown itself to be behind the game.”There is much more they could be doing and yet for some reason they refuse to do it.”Foreign Secretary Robin Cook dismissed Mr Hague’s call for a crisis cabinet.Speaking from Stockholm, where he was attending an EU summit, Mr Cook said: “That is mistaking meetings for action.”He added: “I can assure him that the Prime Minister and Agriculture Minister are in daily contact and are daily working on this issue.”I am not sure that it would actually be a very sensible way of injecting urgency in it to have key ministers attending a routine meeting every day.”. New laws are needed to tackle meat smuggling through Britain’s ports and airports, a representative of Port Health Authorities said today. New laws are needed to tackle meat smuggling through Britain’s ports and airports, a representative of Port Health Authorities said today.
Smuggling of meat – sometimes hidden within consignments of fruit and vegetables – is believed to have triggered the current outbreak of foot-and-mouth disease in this country.Mike Young, of the Association of PHAs, said an unknown amount of meat arrived in Britain illicitly, some in small amounts for gifts or personal use, but also in larger quantities for sale. But no agency has specific responsibility for checking for the meat, which could be carrying viruses from countries in which animal diseases are rife, he said.Mr Young told BBC Radio 4’s Today programme: “We really don’t know the full extent of the problem. We do know that it is found in sea and airports concealed in consignments of fruit and vegetables and in passenger baggage, but we suspect that what we find is only the tip of the iceberg.”Some agency ought to be responsible for carrying out the checks on passengers coming into the country from high-risk countries, whether that is the Ministry of Agriculture, Customs or the PHAs.”At the moment there are no checks carried out at all. There are not the legal powers to do it.”I don’t believe that Customs have the legal powers to search for illegal meat imports and I am not aware that anybody else has.”I’m sure that Customs could – whether or not they have the resources and manpower to do so at present, I don’t know, but I am sure they physically could do it.”If checks are to be carried out on passenger baggage looking for illegal meat, then resources will have to be put into it.”Port health officers say that up to 200 consignments of illicit meat products are intercepted each month, including finds of cow-hide, bush meat and dried lamb.* Europe’s leaders today called for a “safe and sustainable” food chain to restore consumer confidence in the wake of the foot-and-mouth crisis. At the end of their two-day summit in Stockholm they backed the slaughter-and-burn policy adopted by Britain and urged non-EU countries not to overreact to the outbreak by closing down all of Europe’s meat export markets..

Albanians in Macedonia buried two martyrs yesterday while Kosovo’s politicians urged Albanian guerrillas to end the violence that threatens to lead to civil war in Macedonia. Albanians in Macedonia buried two martyrs yesterday while Kosovo’s politicians urged Albanian guerrillas to end the violence that threatens to lead to civil war in Macedonia.
A statement calling on “extremist groups” in Macedonia to lay down their arms and return home was signed by the leading moderate Ibrahim Rugova, and, significantly, by the former leader of the Kosovo Liberation Army, Hashim Thaci, and Ramush Hardainaj, a senior KLA field commander. The Macedonian government accuses the rebel National Liberation Army (NLA) of being run from Kosovo.Ali Ahmeti, who has identified himself as a rebel leader in Macedonia, was a founder of the KLA, and is closely associated with Mr Haradinaj. The statement came as Macedonia claimed it had attacked suspected guerrilla positions inside Kosovo for the first time.A Defence Ministry spokesman, Georgi Trendafilov, said the army had pounded positions on Thursday because guerrillas were preparing a cross-border attack on Macedonian forces. The Kosovo statement was probably issued under intense pressure from the international community, which for weeks has been using the threat of stopping aid to try to get Kosovo to condemn the violence.Earlier, 300 Albanians gathered in Tetovo to pay their respects as Rasim and Ramadan Koraci, father and son, were buried in a single grave. As the coffins were carried slowly through the crowd, the sound of heavy machine-gun fire came from the direction of the checkpoint where the two men were shot by Macedonian police on Thursday. Every Albanian tells the same story: the men were innocent civilians killed by the police in cold blood.

One man said they were murdered in revenge for the deaths of two Macedonian policemen shot dead in Skopje, the capital, by suspected rebels. At the entrance to the cemetery, an old man spat in rage: “They should have had the flag.” He was angry that the black and red Albanian flag was not draped over the coffins. As usual, they were buried under green funeral cloths inscribed with Koranic verses. The Albanians claim the deaths of the Koracis are another example of Macedonian persecution.Macedonian forces have been indiscriminately shelling the hills near Tetovo occupied by the rebels. Just 10 miles from the capital, fires were reported as fighting continued around the village of Gracane. But, the fighting has remained limited, contradicting reports that a government offensive over Tetovo had started.* The Russian President, Vladimir Putin, has urged the West to deal with Albanian insurgents in Macedonia in the way Moscow acted in Chechnya, arguing that the use of force is the only way to prevent a destabilisation of the region.Speaking after a meeting with EU leaders, he described the ethnic Albanian guerrillas as “terrorists” and said that events in Macedonia were vindicating Moscow’s handling of the situation in Chechnya.. Germany’s Greens are bracing themselves for crushing defeats in two important regional elections tomorrow, while a far-right party hopes to capitalise on the sudden outbreak of patriotic fervour. Germany’s Greens are bracing themselves for crushing defeats in two important regional elections tomorrow, while a far-right party hopes to capitalise on the sudden outbreak of patriotic fervour.
According to the polls, the Greens have lost a third of their voters since the last elections in the southern Land of Baden-Württemberg five years ago. A similar trend is expected to be confirmed in Rhineland-Palatinate, home state of Helmut Kohl, and now governed by Kurt Beck, the popular Social Democrat. The seemingly inexorable decline of the Greens is a worry not only to their supporters.

The enterprising centrepiece was Berlioz’ theatrical setting of La mort de Cléopâtre where Olga Borodina was replaced by a rich-voiced and characteristically perceptive Michelle de Young. Mariss Jansons had originally been scheduled to conduct but in the event Manfred Honeck took over the reigns, keeping the Oslo Philharmonic on its toes and making maximum capital of some extraordinary orchestration. The final pages, where Cleopatra looks forward to becoming “once more worthy of Caesar”, are among the most remarkable in all of Berlioz.Honeck’s Beethoven Fifth was sleek and tautly controlled. Outer movement repeats were played while antiphonally placed strings helped refresh the impact of well-worn musical arguments. Ravel’s La valse blossomed into a marvellous performance, having suffered some marginally exaggerated rubato earlier on.

The ear-splitting dénouement brought the house down. And so the scheduled concert drew to a close, though its meagre playing time gave some clue as to what might still be in store. The odds that Peer Gynt would surface as an encore were pretty overwhelming and Honeck’s “Morning” lacked nothing in terms of warmth or atmosphere. Johann Strauss’s Voices of Spring had genuine panache though the schmaltz element was never overplayed, and the concert ended with a top-speed gallop through Thunder and Lightning. The Oslo Phil is in splendid shape and while Jansons’ presence was much missed, we couldn’t have wished for a finer substitute. There aren’t many conductors around who have such strong interpretative ideas or indeed the wherewithal to realise them so effectively in performance..

Poor old Robin Page. Not only has he just been booted off One Man and His Dog after seven years, but now the townie’s favourite yokel stands accused of not being quite the cuddly countryman we thought we knew and loved.
There’s been talk in the press of a political past, and an apparent sympathy for the separation of races in South Africa – prompting the journalist Francis Wheen to describe him in one national newspaper as “a tireless political demagogue who inveighs against gays, Muslims, Brussels and the Brixton carnival”.

Then there’s the scurrilous rumour that, far from being born and bred amongst rambling hawthorns and badger sets, the mutton-chopped colossus of countryside TV once lived in London and even worked in the East End.But perhaps most wounding of all is the charge that Page – a man whose height and personal grooming make him largely indistinguishable from the collies on his show – likes to go skiing. Ski-ing! Good God, what is the world coming to? Wheen claims that while Page “attributed his limp to ‘an old hedge-laying wound’, it was in fact a ski-ing injury”. Surely, our faith in the natural order of things will never be restored until we get to the bottom of this.Walking up the front garden towards Robin Page’s Cambridgeshire cottage, the first thing to strike you is the slobbery nose of his yobbish foxhound, Corset, somewhere around crutch level. Page himself, fresh from feeding his cattle, follows, besplattered with what looks suspiciously like liquid excrement.

Once inside, he offers you the choice of the “posh room”, or the study. The “posh room” seems to have earned its name from the fact that it is largely free from the indistinguishable clutter heaped on every available surface in the house, topped with a layer of dust. I wait in the study, the contents of which could do with being removed for landfill – a stuffed sparrowhawk, a mute songthrush, African necklaces, a vacuum cleaner (perhaps forgotten?), a box of newspaper cuttings labelled “Needs looking at”, a framed photo of himself posing with lion cubs – while Page changes into “something less smelly”.Page finally trots in, dressed in a holey pair of plimsoles which look as though they have come from the children’s department, jeans and a navy sweatshirt. He looks fantastically country bumpkinish to me, and I seriously doubt whether the Klosters set would allow him anywhere near a chairlift with hair like that – a matted black forelock and sideburns that are almost too rustic to be real. This is certainly Francis Wheen’s impression. “I think he plays up the yokel bit,” the writer had warned me. “He is a farmer, there’s no doubt about that, but he likes to give the impression of a rustic dragged from his plough reluctantly and doesn’t know anything about the media and politics, and probably wouldn’t know how to find London on a map.

But in fact he has been a fantastically prolific activist for years The miracle is that he manages to get any farming done He’s the media farmer You just can’t move for the man. And yet he maintains this pose of being this bloke with straw in his ears who seldom, if ever, leaves his fields.”How does Page answer his critics? Well, for a start, he says he has not read the latest allegations, in fact he never does read articles about him. “If it’s flattering, it’s not necessarily true, and if it’s unflattering, it’s almost certainly untrue,” says the 57-year-old, who lives in the cottage next to his family farm, and whose voice (to this townie’s ears) bears no countryside burr of which to speak. It is certainly true that he had a political past. In 1979, Page stood in the General Election as a Tory candidate for Bethnal Green, Tower Hamlets and Bow. It was a time, he now admits, “before I knew better”.”I thought that at that time it would have been interesting, and I suppose it looked slightly glamourous,” he says, rubbing his stubble with bitten nails. “But that experience completely removed any idea of glamour, honesty and integrity with which I once viewed politics. I remember seeing the Houses of Parliament for the first time and thinking: ‘Gosh, this is the seat of democracy.’ Now when I walk past I think: ‘What a house of charlatans and crooks.’”He declared at the time in his manifesto that he had worked in the East End, where he had family connections.

In fact, the “work” consisted of freelance journalistic assignments which occasionally took him to the East End, and which he flogged to any publications that would pay for them. He also lived as a beggar for a month in the capital while he was researching a book on the homeless. As far as the family connection goes, his grandfather, a Cambridgeshire butcher, supplied parts of the East End with meat and sausages. Page promised would-be voters that, should he be elected, he would decamp to the capital.

If Israel has left, why not Syria, too? And then there’s the words of the Taif agreement, that “the Syrian armed forces shall… help the legitimate Lebanese forces to extend the Lebanese state’s authority during a specified time period not exceeding two years…”It’s all there on paper. At the end of this period, the Syrian army and the Lebanese government “shall agree on the redeployment of Syrian forces in the Bekaa, at the entrance to the western Bekaa in Dahr el-Baidur, and down to the Hamana-Mdeirej-Ein Dara line…” That would put Syrian forces 12 miles east of Beirut as the MiG flies And the document was dated 1990. So what happened?Israel’s continued occupation provided one reason why Syria decided to stay. And it was, after all, a Christian Maronite president, Sulieman Franjieh, who first invited the Syrian army into Lebanon in 1976 when the Palestinians seemed ready to annihilate the Christians. A large number of Maronite allies of Syria – including every one of Lebanon’s subsequent presidents – went on demanding a Syrian presence.

Indeed, had they not done so, unkind hearts suggest they might not have been president. So why is every Maronite’s favourite newspaper, the French-language L’Orient Le Jour, now squandering three pages a day on the demand for Syrian withdrawal? Partly, of course, because the Israelis have left. And partly because they suspect that since President Hafez Assad’s death, his son Bachar may not have the stomach to keep his recalcitrant Lebanese allies in check. The problem is that Christian Maronite patriotism – burning fiercely when it demands the removal of Syrian troops – displayed all the courage of a lamb when Israel invaded Lebanon in 1982. Not a single Maronite spoke out against Israel’s killing of up to 17,000 civilians, nor the massacre of up to 2,000 Palestinian civilians in the Beirut camps the same year.

There is no record of a single Maronite joining the Lebanese resistance battle against Israel. But in the last few weeks, the Christians’ civil war antagonist, Walid Jumblatt, leader of Lebanon’s minority Druze community, joined the same campaign. Syrian-Lebanese relations would have to be restructured, he said. Why were the Syrians still in Lebanon? Mr Jumblatt, hitherto one of Syria’s most loyal allies, was curtly informed that he would no longer be a privileged guest in Damascus; he could queue up at the immigration desk on the border with every other Lebanese when he wanted to visit Syria.Mr Jumblatt, a baronial socialist and nihilist, retreated to his castle at Moukhtara in the Chouf mountains and cancelled all public appearances. He was, so it was said, mindful of the fate of his late father Kemal who, at the start of the civil war, offended Damascus and – quite by coincidence, of course – was assassinated shortly afterwards while reading a newspaper in the back of his car as he returned home to Moukhtara.Bachar Assad, who is proving to be a shrewder man than his critics thought, talked about an “open dialogue” with the Lebanese, but his ministers insisted that any questions of a Syrian redeployment would be discussed only with Lebanese officials – all of whom, of course, owe allegiance to DamascusBehind the Maronite calls for withdrawal are the banned Phalange militia party, once Israel’s principal allies in Lebanon. Syria suspects that the Israelis are all too happy to push for a redeployment that would move Syrian troops further from the Lebanese border. Syria’s strategic concern is simple: it never wants Israel to dominate Lebanon as a client kingdom as it did in 1982 when Israeli forces, occupying half the country, stood astride the main Beirut-Damascus highway.Unhappily for Cardinal Sfeir, the French newspaper Libération has just printed a September interview in which the old prelate complained that Lebanon “is neither independent nor sovereign” and “enjoys no liberty of expression”, a view he has apparently modified since Bachar Assad spoke of dialogue.

Mr Jumblatt, meanwhile, remains firmly entrenched behind his battlements and Phoenician sarcophagi at Moukhtara. And Sister Syria, it can safely be said, still loves Lebanon.. It would be for a court to decide what was “serious”.Alternatively, the commission proposed extending the range of activities where consent made actual bodily harm lawful. Currently, these include the rather vague “horseplay”, tattooing, ear-piercing and sport.. First, altering the law to allow people to consent to injuries which caused injury, but not serious injury. They co uld only be excused if they had been “transient or trifling”.The Law Commission recommended earlier this year that the law should be changed to allow sado-masochists to inflict certain forms of injury on each other for sexual pleasure.Since the case, consent to such practices has been no defence to charges of wounding or assault causing actual bodily harm. The Law Commission said the legislation as defined by the ruling was too strict; consent is now only a defence in a few special circumstances such as boxing, where blows are exchanged “for good reason”.The commission suggested two possible reforms. Lord Lane said: “The satisfying of sado-masochistic libido does not come within the category of good reason.” The fact that the injuries on ring members were not serious did not matter. He said: “Much has been said about individual liberty, but the courts must draw the line between what is acceptable in a civilised society and what is not.”Lord Lane rejected the men’s appeal in February 1992, disposing of the defence of consent by quoting an earlier Appeal Court judgement which had outlawed fights between adults who agreed to “step outside” to settle their differences because there was “nogood reason” for their assaults to be allowed.

The officers were initially convinced they had stumbled on `snuff movies’ and a ritual abuse ring, but after interviewing scores of men they discovered, to their amazement, that every participant was willing, and none had needed hospital treatment. When the case brought by the Scotland Yard Obscene Publications Squad reached the Old Bailey, Judge James Rant sentenced eight of the 15 sado-masochists to jail in December 1990 for offences under the 1861 Offences Against the Person Act. They stumbled across videotapes showing group sex, sex with animals, and men’s genitals and buttocks being cut with scalpels, branded with hot wires, nailed to boards, punctured with pins, stung with nettles and hit with rulers and spiked gloves. It has been argued by lawyers that whipping, scratching or even biting during sex may be illegal. All the convictions stemmed from a police raid in 1987 on an unconnected matter. The full challenge to the convictions, which were upheld by the House of Lords in March 1993, is expected to be heard later this year, after yesterday’s preliminary ruling by the Human Rights Commission.
Three members of the ring, Colin Laskey, 52, a former teacher, Roland Jaggard, 47, a former aerospace engineer, and Tony Brown, 58, a retired local government officer, have appealed to Europe on the grounds that the prosecution was a breach of their right to privacy.John Wadham, legal officer of the human rights pressure group Liberty, described the British courts’ rulings against the men as “very wide and worrying”, while the Government’s adviser on legislation, the Law Commission, has already recommended changing the law in the light of the case. Stephen Dorrell, Secretary of State for National Heritage, said yesterday that Channel 4 had not demonstrated “sufficient justification” for a change in the formula..
