The European Cup would create far better momentum for itself if the initial stages of the tournament are played on the trot.”Nicol admitted he was “greatly disappointed” that Caledonians were not still in the European reckoning “We only have ourselves to blame We played very poorly in losing the first four games. We can’t qualify now, but it’s important to continue the progress made in the win at Llanelli last weekend. That was an important hurdle for us to overcome.”With the Six Nations championship around the corner, Nicol said it was crucial that he regained full match-fitness to be in the frame for selection.”At the turn of the year, you always start thinking as a player of what is ahead,” he said. “I’ve only played two full games this season, so I need to get some game time under my belt.”Nicol, who captained Scotland before injury led to Budge Pountney taking over the leadership, continued: “Ian McGeechan, the coach, hasn’t spoken to me about the captaincy It’s not something I’m too concerned with.
First and foremost I need to be in the team – the captaincy is not something I’m searching for, although I would be delighted if I was handed that role again.”Newport’s Ian Gough has won the BT award for player of the month in Wales. The former Welsh national captains Ieuan Evans and Gwyn Jones selected Gough, whose uncompromising approach has made him a crowd favourite at Rodney Parade.”It is a good reward for sportsmanship and fair play and I am proud to be associated with it,” said Gough. “It is important to keep playing hard but without being dirty.”The Auckland Blues coach, Gordon Hunter, has cancer and will miss this year’s Super 12 competition, the New Zealand Rugby Union said yesterday.Hunter is on leave, and uncertainty over his health means that his assistant, Frank Oliver, will coach the side instead this year. The team manager, John Kirwan, will fill in as assistant coach, while the former All Black captain Sean Fitzpatrick will step in as manager.. Ben Cohen demolished Biarritz with a hat-trick of tries scored in seven devastating minutes midway through the second half of this entertaining European Cup match at Franklin’s Gardens to give the holders their first win in this season’s competition.
Saints’ triumph, which looked distinctly unlikely until Cohen’s powerful intervention, throws open Pool One and offers a lifeline to Leinster, who will travel to France a point ahead of Biarritz, with a place in the quarter-finals hanging on Saturday’s result at the Parc des Sports Aguiléra.Some teams exhilarate and infuriate in equal measure. Biarritz are one; especially on their travels and when they are apparently coasting towards victory. So, for that matter are Leinster, who squandered a24-9 half-time lead againstEdinburgh at Donnybrook on Friday evening only to be left, hanging on grimly at the end to draw 34-34.While they are some way short of being the finished article Biarritz should be a different proposition on their own turf, though if they fall away as badly in the second half against the Irishmen, as they did here their chances of making the knock-out stages of the tournament will evaporate.Biarritz’s coach, the former France winger, Patrice Lagisquet, has welded his team into an effective unit, particularly dangerous when they decided to put some width on the ball. Yet they were only dangerous in fits and starts against a Northampton side sorely depleted by injuries. One Saint whose return was greeted with a welcome cheer though was Nick Beal, making his first start since breaking a leg in May. It took him just three minutes to get on the score sheet with a try made for him by Luca Martin The Biarritz response was immediate and telling.
Frano Botica delivered a peach of a pass out of the tackle for Nicolas Couttet to cross. Botica converted and exchanged penalties with Alastair Hepher, before we saw Biarritz at their best.Philippe Bidabe initiated the move, drew what remained of the Saints cover on their right flank, for Philippe Bernat-Salles to race across from 30 metres for a scintillating try. Botica converted to take Biarritz to 17-8 and looking good to add more. But Steve Thompson, a hooker operating as an emergency blind-side flanker, pulled a try back for Saints, which Hepher converted to cut the lead to two points at the interval.Sebastien Bonetti’s try 10 minutes after the restart suggested that Biarritz were capable of drawing away, but Cohen took it upon himself to demolish those ambitions with his second-half thunder.Northampton: N Beal; L Martin (S Webster 80), A Bateman, M Allen (M Tucker 62), B Cohen; A Hepher, D Malone; G Pagel, S Brotherstone, M Stewart, A Newman, T Rodber (Capt), S Thompson, A Rennick, G Seely.Biarritz: S Bonetti; P Bernat-Salles (B Daguerrre 60), P Bidabe, N Couttet, S Legg; F Botica, S Bonnet (N Morlaes 60); E Menieu (M Fitzgerald 61), J-M Gonzales (Capt), D Avril, O Nauroy, J-P Versailles (O Roumat 49), S Betsen, M Liÿvremont (C Milhÿres 65 ), T LievremontReferee: N Whitehouse (Wales).. It would be for a court to decide what was “serious”.Alternatively, the commission proposed extending the range of activities where consent made actual bodily harm lawful. Currently, these include the rather vague “horseplay”, tattooing, ear-piercing and sport.. First, altering the law to allow people to consent to injuries which caused injury, but not serious injury. They co uld only be excused if they had been “transient or trifling”.The Law Commission recommended earlier this year that the law should be changed to allow sado-masochists to inflict certain forms of injury on each other for sexual pleasure.Since the case, consent to such practices has been no defence to charges of wounding or assault causing actual bodily harm. The Law Commission said the legislation as defined by the ruling was too strict; consent is now only a defence in a few special circumstances such as boxing, where blows are exchanged “for good reason”.The commission suggested two possible reforms. Lord Lane said: “The satisfying of sado-masochistic libido does not come within the category of good reason.” The fact that the injuries on ring members were not serious did not matter. He said: “Much has been said about individual liberty, but the courts must draw the line between what is acceptable in a civilised society and what is not.”Lord Lane rejected the men’s appeal in February 1992, disposing of the defence of consent by quoting an earlier Appeal Court judgement which had outlawed fights between adults who agreed to “step outside” to settle their differences because there was “nogood reason” for their assaults to be allowed.
The officers were initially convinced they had stumbled on `snuff movies’ and a ritual abuse ring, but after interviewing scores of men they discovered, to their amazement, that every participant was willing, and none had needed hospital treatment. When the case brought by the Scotland Yard Obscene Publications Squad reached the Old Bailey, Judge James Rant sentenced eight of the 15 sado-masochists to jail in December 1990 for offences under the 1861 Offences Against the Person Act. They stumbled across videotapes showing group sex, sex with animals, and men’s genitals and buttocks being cut with scalpels, branded with hot wires, nailed to boards, punctured with pins, stung with nettles and hit with rulers and spiked gloves. It has been argued by lawyers that whipping, scratching or even biting during sex may be illegal. All the convictions stemmed from a police raid in 1987 on an unconnected matter. The full challenge to the convictions, which were upheld by the House of Lords in March 1993, is expected to be heard later this year, after yesterday’s preliminary ruling by the Human Rights Commission.
Three members of the ring, Colin Laskey, 52, a former teacher, Roland Jaggard, 47, a former aerospace engineer, and Tony Brown, 58, a retired local government officer, have appealed to Europe on the grounds that the prosecution was a breach of their right to privacy.John Wadham, legal officer of the human rights pressure group Liberty, described the British courts’ rulings against the men as “very wide and worrying”, while the Government’s adviser on legislation, the Law Commission, has already recommended changing the law in the light of the case. Stephen Dorrell, Secretary of State for National Heritage, said yesterday that Channel 4 had not demonstrated “sufficient justification” for a change in the formula.. Lawyers in Strasbourg yesterday granted the right to appeal in the European Court of Human Rights to a ring of sado-masochistic homosexuals who were convicted for assault despite all involved having consented to the acts.

The school abandoned its rigid traditions and became a buzzing hive of progressive ideas; the area hummed with the sound of reggae and ska. Hackney Downs became strongly Afro-Caribbean and, at one time, boasted a black literature department Even this new state of affairs was not destined to last. The building was replaced, but the character of the school soon shifted again, with the growth of the area’s Afro-Caribbean community. Steven Berkoff, now actor, playwright and director, was a pupil in the early 1950s. (He has recalled the experience without enthusiasm: “I was perpetually caned …
the teachers were monstrous, all they did was shout and bully.”) The actor Michael Caine is another old boy, as were the lawyer Lord Goodman and Lord Peston, now a leading Labour peer.In 1963, a fire started by some stage lighting destroyed the school’s central Victorian building. The playwright Harold Pinter, who was inspired by a passionate English teacher, was there in the 1940s. He wrote to the Times in 1992 to rail against the “comprehensivisation” of the school, describing it as a former flagship of opportunity for talented children, many of whom were very poor: “We East European immigrant Jews in particular benefited from this aspect of the opportunity society,” he wrote. The London County Council took over the running of the school in 1906, and in 1944 its name was changed from “The Grocers’” to Hackney Downs The list of eminent old boys grew. He went on to become the knighted co-founder of the right-wing Centre for Policy Studies. Jewish refugees arrived in East London from Eastern Europe and the population of the school changed with them.Alfred Sherman, a pupil in the 1930s, was one such child.
By the turn of the century it was reputed to be one of London’s best secondary schools. This eminence remained unshaken throughout the first half of the twentieth century: the school continued to take in the bright sons of the wealthy and to turn out highly qualified young men But there were changes, even during those prosperous days. Forty-six architects competed and the result was a grand Gothic edifice enclosing a school with rigid discipline and a public school atmosphere. The railway had made the area easily commutable, and the guild members’ sons needed an education. Some experts say that sending in the big guns, as Gillian Shephard did yesterday, in the shape of a new education “hit squad” to run the school, could yet lead to rejuvenation and relative success. When the Worshipful Company of Grocers founded its school in Hackney in 1876, the area was a wealthy city dormitory populated by the merchant class.
But the story of this inner-city school, whose troubled recent history has finally led to direct action by ministers, is more than that. It is also the story of a rapidly changing area of London where teachers have strived to keep up with the pace and where the strain has begun to show.
Although there is a certain grim inevitability in the history of inner- city schools such as this, there could still be a happy ending. This is the story of Hackney Downs, where the young Harold Pinter once made the girls swoon as he played Romeo and where failure, disruption and uncertainty now top the bill. This is the story of a how a school rose to greatness and fell from it into perhaps irretrievable decline.

Scotland, Wales and Northern Ireland have their own schemes.Housing association and council tenants, and those on waiting lists, have priority for shared ownership but others on low incomes can apply Applications are assessed individually. Shared ownership can be arranged through local authorities or any non-profit- making housing company registered with the Housing Corporation, the body that funds shared ownership in England. “Shared ownership fills a niche, particularly in London and the South-east where house prices are high,” says Jenny Wilson, policy officer for the National Housing Federation, which represents housing associations. “Many people aren’t considered a priority by local authorities and don’t qualify for social housing, yet they don’t earn enough to buy a decent home,” she adds. There are 104,000 housing association-funded properties in England. How? No, I haven’t won the Lottery, I did it with the help of the shared ownership scheme run by the South London Family Housing Association (SLFHA).
Shared ownership is a halfway house between renting and owning and is suitable for people with a regular income who can’t afford to buy a home outright.
A year later I have my own two-bedroom house with garden, fitted kitchen and bathroom – in south-west London. A YEAR ago, I was devoting my spare time to flat hunting. But with only pounds 60,000 to spend on a property in south-west London I was getting nowhere, and after several months I gave up. They must be secured at the top – a rope passed through a window and tied to a table leg is better than nothing – and at the bottom with a stack of bricks or bag of sand.
Ladders on lawns are a particular hazard: once you start climbing one leg can easily sink in, throwing you sideways.Ladder accidents kill 50 people every year – don’t be one of them.q You can contact Jeff Howell at the Independent on Sunday or by e-mail: Jeff doctoronthehouse.demon.co.uk. Ladders are for providing access to “safe working platforms” – scaffolding or tower scaffolds – not for balancing on while you lean over to paint the windows.Clearly there are small jobs for which the hire of a tower could be inappropriate, but you should always treat ladders with the greatest respect. I’m well in favour of it; a large percentage of the population need protecting from themselves, and the rest of us need protecting from them.On the home maintenance front, many people do not realise that you are not supposed to work while standing on a ladder. UK residents have complete freedom to gas, electrocute and bludgeon themselves or others to death in the name of DIY.If anyone thinks I’m proposing a “nanny state” then let me hasten to say you’re dead right. As an experienced construction site worker I never walk under other people’s scaffolding, and I recommend you don’t either.Site work is now covered by the Health and Safety at Work Act, but of course this only applies to People At Work; as a general member of the public you are free to engage in whatever life-threatening activities you like.
So while campaigners for voluntary euthanasia for the terminally ill have found themselves thwarted at every legal turn, any able-bodied person still has the legal right to run up an unsecured ladder and plunge back down again.Another example of this legal inconsistency is that a plumber installing a gas boiler in your home must belong to the Council of Registered Gas Installers (Corgi), but there is nothing to stop you buying the same boiler yourself, putting it in, and accidentally gassing your family or the neighbours. Often this happens next to pavements or busy roads, and I am always surprised there are not more accidents. In recent years workers have been persuaded, by a combination of threats and education, to wear hard hats. Steel toe- capped boots are also making something of a comeback, though more through their adoption as a fashion item than any sudden outbreak of good sense, which remains in short supply.
Hence, while it is illegal to throw things from scaffolding, every day you can see untrained building workers tossing roof slates and bricks into skips or on to the ground from great heights. Most deaths and serious injuries result from falls – either falling off something, or something falling on your head. I don’t know where this figure stands in the overall scheme of things – such as deaths from preventable diseases in developing countries, for example – but it sounds like a lot of crutches and stitches to me
Building work is one of the most dangerous occupations.
Occupants mustn’t have their work spoilt by this stuff; you shouldn’t know it’s a low-energy building It should just feel like a pleasant place to work.”. EVERY week 3,500 British people need hospital treatment for DIY- related injuries, according to government statistics. And Akeler is also working with Security Capital, a US firm, to develop “green” buildings with short-term leases, an attractive proposition to occupants.Mr Silver is evangelistic in his zeal to promote a new era for property developers: he believes they need to develop a green “tool-kit”, and proposes a system of tax credits for those who conserve energy. “If I was doing Doxford again, I’d put a wind park in,” he says. His latest project is a building just off the M4, incorporating an even larger number of solar panels, capable of generating 300 kilowatts of power. “If, as seems the case, half the noxious greenhouse gases come from buildings, then as an industry it’s something we have to address as a matter of urgency. “You can extract heat from the ground in winter to preheat a building, and dump waste heat in summer,” explains Mr Silver. “The beauty of the ground is that the temperature is constant.”His other ideas include the use of massive sprinklers – necessary in case of fire, but mostly unused – to move and store heat, and the development of wind power.
He says: “About a quarter of them will rent a property in the first instance and use that as a strategy for getting to know the region, before buying a house in the right catchment area so their children can go to the best school.”This is a sensible idea, but adding an extra move increases the cost and stress of relocating from one place to another. You can maximise your chances of finding a place to move into right away by calling into any estate agent in your current area that is a member of the NAEA. The association runs the Homelink network, which matches your requirements up with a local agent in the area where you want to buy. John Pring, who is chairman of the Homelink project, says it takes some of the legwork out of househunting: “There’s a lot of research that buyers have to do. Through Homelink they can have house details sent and do some exploratory work.”Obviously the local agent and the office in your new area have something to gain from the process as they share commission on buying and selling, for example. The latest monthly report from the National Association of Estate Agents (NAEA) reveals that demand for property outstrips supply in 75 per cent of the offices surveyed. One strategy is to give up the search and rent first.
Paul Johnson, an estate agent in Stamford, Lincolnshire, has seen a marked increase in the number of people who are moving up from the South-east. The researchers found that 1,700 people are moving from town to country each week, with Greater London losing almost twice as many residents as the other major urban areas combined.
The Government is doing its best to stop the exodus. It’s trying to increase new housing developments in urban areas, while reducing the amount of rural land lost to developers. The recent march of shire-dwellers on London reflected concerns that the city is encroaching on rural areas, but the CPRE report concludes that the future is not too bleak if the right kind of incentives are provided to persuade people to stay in cities. These include better education, improved health care and public safety, and regeneration schemes. The irony is that the places most likely to lose residents are also those with the biggest number of incoming housebuyers, with Kingston-upon-Thames topping both lists.Despite this movement in both directions, the balance is skewed towards an outflow from city to countryside. Having made your decision to leave town, research is the key to making the right move.
John Pring, an estate agent with three offices in south Essex, says the biggest mistake newcomers make is not doing enough research before they leap into buying a new home. It takes time to get to know the new location: “It’s very difficult to take a broad view of the market in any area. Buyers need to talk to agents and develop a relationship with them. It’s very tempting to go to a new area, especially if you are under pressure, and snatch the first thing available.”Many people who want to move to the country struggle to find a property: buyers who live at a distance face stiff competition from locals for whatever is available.

America got a taste of Formula One’s political reality yesterday when an intended pre-event celebration of its return to the United States after nine years’ absence instead saw the FIA president, Max Mosley, trenchantly dismissing threats to tobacco advertising, and delivering a hefty swipe at Silverstone’s prospects of holding the British Grand Prix beyond the expiration of its contract next year.
Reacting to suggestions that the British Government was now proposing to withdraw its planned extension of tobacco advertising for F1, Mosely said: “I don’t think it can be of any significance.
There hasn’t been any tobacco advertising in the UK for 25 years. A law made in the UK can only apply in the UK, so it won’t have any impact whatsoever in F1.”Hitting his stride, Mosley also savaged Silverstone. “It certainly wouldn’t hurt if in the UK we had a facility to the same standard as the Indianapolis Motor Speedway,” he said. “It is intensely embarrassing when people visit the UK and talk of staging a grand prix and then say they are going up to Silverstone to have a look and we say don’t do that, and give them another list of places to go.”I hope in the future that we do have a circuit of world-class standard.
But there is very much a question over Silverstone as a GP venue. It’s probably the worst circuit in the world from the point of view of the public getting in and out. The facilities there are very second rate and obviously need to be improved. The biggest problem is having pictures going all over the world of people stuck in traffic jams. Some took six hours to get there and never even got in.”By contrast the facilities at Indianapolis cannot fail to impress, the fact that no drivers had been able to experience the new F1 track prior to the weekend adding extra spice. Some drove it in their hire cars on Thursday, the more energetic walked it.
But for Michael Schumacher the only way to learn The Brickyard’s F1 track prior to the first practice sessions was to cruise round on his moped, stopping at regular intervals to inspect the surface and the plastic kerbs.Several drivers had hitherto fallen back on the time-honoured method of the computer game. Jenson Button, who was only 15 years old when he first watched an Indianapolis 500 race on television, admits that electronic wizardry helped. “But I kept hitting the wall, which actually was the fast way around,” he said.Button liked the circuit on his first acquaintance on Thursday “It’s interesting With the banked last corner, it’s quite strange. And there will be a temptation to go straight on the oval at the end of the main straight.”Heinz-Harald Frentzen led the drivers out when the circuit opened officially at 11am yesterday, but it was Michael Schumacher who immediately set the pace. The initial challenge came from Mika Hakkinen until his gearbox developed a problem, and then former Indianapolis 500 winner Jacques Villeneuve before Rubens Barrichello found his form in the second Ferrari.David Coulthard lasted only two laps before his McLaren-Mercedes ground to a halt with an electrical problem, and Giancarlo Fisichella became the first casualty after sliding his Benetton into a tyre barrier. The Italian was unharmed.During the afternoon’s second session Coulthard made up for lost time with the fastest lap, just ahead of Hakkinen and the two Ferraris.Schumacher liked what he saw, but said: “The banking wasn’t as impressive as I had expected, while the infield is so flat that it is difficult to work out the right line.”Button, fourth fastest in the morning and eighth overall, found his initial favourable impressions confirmed “It’s a good circuit,” he enthused.

Jillian Harris chooses her man tonight, but not without a little drama.
A new collection of Roxy Music tracks – The Early Years – is about to be released. The past few months have seen Ferry touring the stately homes of England for a series of typically upmarket concerts. But when are we ever going to hear anything new?His last solo album of original songs, Mamouna, took five years, on and off, to make. Initially entitled Horoscope, an early version was rejected by Ferry’s label, Virgin Records, on the grounds that it was insufficiently commercial. Ferry was burdened both by writer’s block and by a working method in which he does not record songs that have already been composed on a piano or guitar, but builds them up, layer by layer, in the studio itself. This is a slow, expensive approach and it caused him such serious financial difficulties that he had to sell his New York apartment. All would have been well if Mamouna had been a hit.
Ferry did everything he could to ensure that it was, carrying out a full round of promotional interviews and playing concerts on both sides of the Atlantic But the effort was all to no avail. Entering the UK charts at No 11, Mamouna swiftly disappeared. In America, it reached no higher than No 94.Undaunted, Ferry tried again. He may have the image of being rock’s most foppish aristocrat, but he actually comes from an impoverished Geordie background. His father was a farm labourer and the his early years were spent in a tiny house with an outdoor privy and a tin bath hung on the wall. The urge to better himself has left him with a determination and a driving work ethic. Finally, in 1998, he was ready. According to record-industry sources, he took his new album to Virgin, and – once again – it was rejected.
When, last year, I contacted Ferry’s management company of the time, IE Music, it agreed that Ferry had been working on a new album of original material, but would not confirm or deny that it had been rejected by Virgin. Virgin Records UK, however, confirmed that Bryan Ferry was no longer contracted to it to produce new material. After more than 25 years of professional music-making, a man who had written enough brilliant songs to fill no less than five Greatest Hits compilations no longer had a British recording contract. To those of us who were once his besotted fans, the idea of Bryan Ferry failing was almost inconceivable. As the style guru Peter York recalls, the impact Ferry made in the early Seventies was overwhelming “I made regular pilgrimages to all the early Roxy shows.
Suddenly, all sorts of things one knew about but thought private – all that ironic sophistication, the sense of style, the clothes, the Warholisms – were all served up on a plate, and done terribly well. It was a rallying call.”Roxy Music sounded like nothing else on earth: Ferry crooned like a lovelorn gigolo; Phil Manzanera and Andy Mackay squeezed bizarre avant-garde noises from their guitars and saxophones, while Brian Eno added synthesised sound effects and extraordinary ideas. Their first single, “Virginia Plain”, was released in August 1972. But when, last year, Rover cars wanted to suggest that their 200 range was modern, youthful and groovy, they chose that 27-year-old record as their advertising soundtrack It still sounds new. And, of course, Ferry looked amazing. Blessed with matinée-idol glamour, he was the absolute contrast to all the beardy geezers in flapping loons and Afghan coats who dominated rock music in those days His hair was short He never wore flares. He posed on his solo record-covers in a simple blue T-shirt, or the perfect white tuxedo.
“If rural communities can demonstrate that village shops play a vital part in an area of social and economic deprivation, we would be willing to consider registration of the organisation promoting the package as a charity.”But the commission might insist that any money made by the enterprise is ploughed back into the village: “Any profits from the shop would have to go to other regeneration activities in the area, not to its owners.”The commission – a non-ministerial Whitehall department under the umbrella of the Home Office – seems to have taken its cue from Tony Blair’s intention to reduce “social exclusion”. That would be typical of a Prime Minister who, when it comes to standards in public life, seems to think that rules are for other people.”Lord Neill’s probing into the blind-trust affair is infuriating Downing Street and some Cabinet ministers. Lord Neill is regarded as being too much of a loose cannon and demands are being made for him to be replaced, or at least reined in.However, the Tories believe they have now exposed Labour’s vulnerable flank. He is said to have vetoed personally an internal report by Dr Drucker calling for the trusts to be abolished.Labour officials dismissed Dr Drucker, head of the highly successful fund-raisers Oxford Philanthropic, as “a seriously bitter man” but Mr Duncan said yesterday: “The viciousness with which Labour have denounced Dr Drucker suggests that they have something to hide.”For if Dr Drucker is right that Labour’s blind trusts were not really blind, it seems inconceivable that the Prime Minister did not know the names of those involved.
“First, as a Trustee of the Labour Leader’s Office Fund, she is in a position to shed further light on the suggestion by Dr Drucker that the blind trusts used by Cabinet ministers during their time in Opposition were not, in fact, blind.” Dr Drucker had implied that thetrusts’ beneficiaries had had “a degree of awareness as to the identity of the donors”, he says.”Secondly, Baroness Dean is able – without disclosing the identity of donors – to give evidence concerning the allegation that the trust was used to channel foreign donations to the Labour Party.”Thirdly, since Baroness Dean also holds office as one of the three members of the Honours Scrutiny Committee, she is well-placed to comment on the relationship – real or imagined – between donations to political parties and the conferring of honours.”Amid growing irritation in Labour’s ranks, the Neill Committee has called Lord Levy, Mr Blair’s senior fund-raiser, to give evidence on the operation of blind trusts. Constant criticism from that quarter would be more significant in the eyes of journalists and broadcasters than anything that could be said by William Hague or Paddy Ashdown.”. A TOUGH new inquiry is likely into New Labour’s lucrative “blind trusts” and their possible links with the honours system. Conservative leaders have asked Lord Neill’s Committee on Standards in Public Life to investigate the potentially embarrassing field of anonymous party funding, following allegations last week by Henry Drucker, the academic fund-raiser and former consultant to Labour.
Dr Drucker claimed that the trusts – which raised many thousands of pounds for top Labour ministers while they were in opposition, including Tony Blair, Gordon Brown, John Prescott and Margaret Beckett – were not genuinely “blind” and that politicians knew where the money was coming from. The Prime Minister has flatly denied all knowledge of the donors. Now the Tories have asked the Neill Committee to investigate the allegations and also to demand evidence from Baroness Dean of Poulton-le-Fylde, who is both a trustee of a political blind trust and a member of the Honours Scrutiny Committee.Alan Duncan MP, a top aide to William Hague and a vice-chairman of the Tory party, has written to Lord Neill arguing that the committee would “benefit considerably” from the evidence of Lady Dean, the former Brenda Dean, general secretary of the print union Sogat.”I believe she would be able to provide valuable information on three aspects of this issue,” Mr Duncan writes. One party official argues: “He will have to confront the fact that, if Ken Livingstone were to become mayor, it would be the biggest daily problem faced by Tony Blair and his government.
Her showing in last week’s poll – 47 per cent to Mr Livingstone’s 55 per cent – is very respectable.Other individuals may come forward with two Cabinet ministers, Chris Smith and Frank Dobson, mentioned (despite their denials). Here, there is an element of chicken and egg because no Cabinet minister will want to take on the former GLC leader in a ballot of all members knowing defeat is a likely outcome. Thus the elimination of Mr Livingstone may be the key to others coming forward. That puts the ball squarely back in Mr Blair’s court. This decision is one of Mr Blair’s most acute political dilemmas because Mr Livingstone could become a running sore as the next general election approaches. Downing Street is delaying the selection until next year, although it looks likely that the National Executive Committee will have the power to block “unsuitable” candidates.Whether or not this is necessary will depend on a viable alternative to Mr Livingstone emerging Hence the leadership’s contentment with Ms Jackson’s moves.
Labour, which has specialised in urging supporters to use local elections to punish previous Tory governments, is struggling to motivate its backers Local council by-elections have not been good. After all, why get into a difficult scrap to win the nomination if the Tory is destined to lose? The Tories ought to make gains because they are defending about 500 seats they won in 1994 – a bad year for them. Nevertheless, there is anxiety in Conservative Central Office based on the party’s low opinion poll rating. In London the task is harder still because activists have left in droves, discouraged by last year’s general election clear out.On the Labour side, the calculation is more complicated. The party hierarchy is divided between those who think that Mr Livingstone should be denied the official candidature through (yet to be constructed) party machinery, and those who believe this would provoke a backlash. Last week the peer withdrew from a televised debate at the last moment, prompting some excited but unfounded speculation that he might be poised to withdraw from the contest.Potential alternatives like Chris Patten, ex-governor of Hong Kong (who has said he has no intention of standing); Sebastian Coe, the runner and ex-Tory MP; and Steve Norris, the former minister, will be concerned to watch how the party bears up in the local elections.
That is why both party leaderships want alternatives to their front-runners, Mr Livingstone and Lord Archer. On the Conservative side Lord Archer remains the activists’ but not the public’s choice. In an NOP/Evening Standard poll, 55 per cent said they would “definitely” not vote for him, although Lord Archer is still more popular than his party. On Thursday, local election day, Londoners are expected to back the establishment of a mayor and a London authority in a referendum, freeing the parties to choose their candidates. He or she will be a powerful figure with a big personal mandate, access to the London-based media and powers over transport, the environment, tourism and inward investment. The meetings have certainly changed my life and probably saved it. Lord Archer of Weston-super-Mare, the Conservative novelist and millionaire, has been sending his unofficial manifesto to chairs of governors of London schools, and Labour has two declared candidates: Ken Livingstone, the front-runner, and the sports minister Tony Banks.
All this is for a post that does not yet exist. OFFICIALLY she has not even declared her interest, but when the transport minister Glenda Jackson campaigns in a London market today with soap stars from EastEnders, her bid to become the capital’s mayor will be all but under way
Others have been rather less coy.
