It is a mark of the Government’s jitteriness on issues of this sort that Geoff Hoon, the Defence Secretary, at first asserted that the pollution was no worse than “two bonfire nights”, only for the Department of Health to confirm that it was launching an urgent investigation into the effects of incinerating dead cattle. Michael Meacher, the Environment Secretary, later said there were risks associated with every means of disposing of the carcasses, and it was up to the people on the ground to determine which was the least undesirable method in each case. This won full marks for honesty, but the whole episode demonstrated that when it comes to obtaining and using scientific advice, joined-up government is still a long way off.From foot and mouth to depleted uranium, mad cows to genetically modified food, ministers and officials are more and more reliant on scientists to tell them what to do. Figures such as Jim Scudamore, the Chief Veterinary Officer since 1997, are suddenly on our television screens every day (before disappearing equally rapidly when the spin-doctors decided he was not on-message enough).

It is very insidious.”The culture clash between politicians demanding straight yes or no answers and scientists insisting that it is not that simple is age-old. But the BSE controversy convinced Sir Robert and many others that things had to change.

“We find no evidence other than he was on that bridge and he has leaned over, as children do, and lost his balance.” After the inquest Ian Dunn, still struggling to come to terms with Robin’s death, said that perhaps “Robin was looking for an experience and pushed it too far”.Robin’s death has traumatised those who witnessed it and stunned family, teachers and friends Robin was, by all accounts, both popular and intelligent. Headmaster Tom Clark, who rushed to Robin at the side of the A52, and had the unenviable task of breaking the news to Ian Dunn and his wife Susan that Robin had died, says that what happened was “beyond my comprehension”. Clark described Robin as “lively, popular and well above average intelligence.. a very straightforward kid who seemed mature”. He added: “As human beings, we try to make sense of it but we can’t.”There is no evidence that Robin, an avid science fiction fan who had just started trumpet lessons, was bullied at school or was in any way under pressure.After Robin died, Ian and Susan Dunn trawled through his belonging for clues. Ian Dunn said he was sure his son understood the concept of no more tomorrows Death was not a mystery to him, he said. He had already experienced his grandfather’s death and the death of pets.
When Dr Dunn’s patients passed on, it was openly discussed at home with Robin and his brother Andrew, 15, and sister Katie, 14.Ian and Susan racked their brains for missed signs of distress. “But there was nothing different about him when he went to school”, says Ian Robin seemed to be making plans for the future. On the morning of his death, he had even being discussing the colour he wanted his room painted. And he had had a busy week, “guffawing over Men in Black” on television, visiting the theatre and going swimming.
“We’ve looked at photographs and in most of them Robin is giggling,” said Dr Dunn miserably. Robin had no history of mental or physical illness.While his death is recorded as an accident, its circumstances focus attention on whether it is possible for a child to spontaneously and impulsively, without displaying warning signs, take his own life. While the incidence of suicide amongst the most susceptible group – young men aged between 18 and 24 – has rocketed over the last few decades, and the incidence of suicide among adolescents has also risen, suicide among young children is still very rare. But even among under 14s, the number of suicide bids appears to be rising.
According to Professor Keith Hawton of the Centre for Suicide Research in Oxford, girls largely account for the rise in non-fatal overdoses and non-fatal self injuries, out-numbering boys by at least six to one. In most cases, he believes, the children are sending a simple message, “I feel so bad I could die”.He says the average 12-year-old understands that suicide means the end. “People used to think the concept of death developed around puberty”, he says “Now we think it develops at eight, seven or even six”. But he agrees that the concept of personal mortality might not be as rounded at 12 as it is by adulthood.Robin’s parents and teachers saw no signs of depression in little boy.
But then, is depression really always a pre-requisite for suicide? Professor Hawton’s own painstaking screening of young people who have attempted suicide shows that, in most cases, there is an underlying depressive disorder. “I have looked at kids who have taken overdoses who thought about it for less than an hour before they did it”, says Hawton. “But it usually turns out that it has crossed their minds before – they are bombarded with it on TV”. Research shows that, when an episode of Casualty (the BBC hospital drama) has featured an overdose, an increase in suicide attempts has followed.But he concedes that causes are not always found “Some suicides do appear to have been impulsive”, he says.
Or, more disturbingly, might Japanese business culture be racist?When Nissan began the Japanese move into Britain in the 1980s, everyone noted the equality – how managers and workers shared the same canteen, even wore the same uniform.Although there have been criticisms, unions have frequently praised their new employers for good working conditions. The success in manufacturing was further confirmed yesterday when Toyota announced it expected production to increase significantly. Yet the City, by contrast, has seemed plagued by wrangles.The first notable case was Helen Bamber who won pounds 100,000 damages last year for sex discrimination by Fuji International, one of the world’s biggest banks. Its deputy managing director, the tribunal noted, seemed to expect women to stand aside to let him pass.So with the Commission of Racial Equality now taking on further cases and a spate of disputes in America, the way Japanese business works has taken on some urgency.Setsuo Kato, a Japanese journalist who has lived in Britain for 20 years, believes misunderstanding is at the root of the problem, with language principally to blame. When Japanese people encounter workplace difficulties, often their English is not sophisticated enough to tackle them.
“Japanese people should learn the language better, but British people working for Japanese have to sympathise because these are people working abroad,” he said.But there were cultural differences too. The Japanese regard the British as lacking the corporate loyalty they prize. The British suspect they are not employed by the Japanese on equal terms. Japan is a society based on hierarchy and formality and western traditions of debate are alien to it.Many in business believe there is more to it than that.
Stephanie Oyama, who runs the Japan Centre at Birmingham University and her own business consultancy, thinks Japanese firms must try harder. “You can’t assume that you can come to another culture and that people are going to be working in the same way. We don’t,” she said.”Many of them are here because they want a place in the European market. The best way to learn is through the British workforce and I don’t think they are doing that.”Bonnie Williams, who runs Waterbridge International, a management consultancy, said many Japanese firms had refused to accept they might need help, but the case of Ms Bamber changed their minds.”Our work has jumped dramatically over the last eight to 10 months because of the issue,” she said.
