The department always massively overspends its budget and the turnover of staff is high. Yet the firm is so profitable that management do not have to answer for their mistakes. The department I work for is top heavy with managers, most of whom have little in the way of project-management skills or people-management skills. As a product never was released on time, much of their day was taken up in devising ways of pretending that it had been – such as giving poor-quality pre-releases to “privileged” customers.

First, an enormous and quite unnecessary amount of time is spent in setting objectives, conducting appraisals and filling in endless bits of paper. Second, it rewards people who are pushy and ambitious, rather than those who do their work quietly and efficiently Third, in times of hardship it is hugely demoralising. My last firm, despite talking about “quality” all the time, and sending all staff on quality courses, was always more than ready to sacrifice quality to speed of delivery – despite being slaves to BS5750, the British standard that is supposed to ensure that companies follow the correct procedures in their work.The private sector rewards good performance.Performance-related pay sounds great, but as an idea it’s intellectually redundant There are at least three things wrong with it. It would be intolerable.The private sector cares about quality.

Last year, she went so far as to call culture and the arts “fundamental human rights”. Their conclusion is that either they failed to express their arguments convincingly enough or their warnings were simply flouted. Nicholas Hytner – the highly successful director of the National Theatre – says the funding freeze may reflect “carelessness” rather than treachery. They are a time when ministers tend to swing between flashy vote-catching initiatives and playing safe. The Government’s new funding settlement for the arts would seem, nonetheless, to be evidence of particular timidity.
As we report today, leading figures in the arts world are up in arms over a likely freeze in their funding for the coming financial year. After three years in which arts budgets have increased, sometimes handsomely, they fear a return to what they describe as the “stop-go” funding they experienced under the Conservatives. This, they justifiably complain, makes any sort of longer-term planning impossible.There can be no question that a freeze on funding – which is what they are facing, without even an increase for inflation – would be counterproductive and undo at least some of the good that has accrued from past increases.

An inability to plan tends to increase costs, as everything has to be calculated for the short term – or postponed indefinitely. It also discourages originality and risk-taking, characteristics for which the arts in Britain have gained such a name in recent years.Some of the arts leaders who have gone public say they feel especially aggrieved – “betrayed” is their word – because they believe they made precisely this case at a Downing Street meeting late last year. The months before a general election are never a time for seriously innovative policy-making. And why, perhaps, Peter Mandelson – EU trade commissioner and spinmeister extraordinaire – used his Brussels pulpit over the weekend to attack Mr Bush’s negative attitude towards the European Union.Except that Mr Mandelson may protest too much. From start to finish, the US President’s European itinerary betrays an exercise in walking on diplomatic eggshells.

His two-day stay in Brussels, though, may reflect something else. Successive US presidents have been sceptical about the European project, seeing only weakness and confusion in departments, such as the economy and defence, where America respects chiefly strength.That Mr Bush is not only paying his customary visit to Nato, but also taking a short course in the ways of the EU should be a source of satisfaction in Brussels. The US may not abandon its efforts to sow discord between old Europe and new, but at least Mr Bush seems to recognise that the EU is an institution whose acquaintance is worth making.. This is why we have recently heard rather loud condemnatory noises from British officials about regrettable US attitudes towards Kyoto. Mr Bush and President Putin will meet each other in Slovakia: “new Europe” for Mr Bush; a Slavonic country that has never picked quarrels with Moscow for Mr Putin.
And, of course, he will not be coming anywhere near Britain.

There is no political snub here: more a favour, in fact, born of the mutual recognition in Washington and London that a Bush visit would be too much of a liability for Mr Blair before an election The current priority in British-US relations is distance. But there will be an event that would until recently have warranted the name superpower mini-summit. Almost more significant than where President Bush is going on his European journey this week is where he is not going. He is not going, for instance, to France to meet President Chirac M. Chirac must bestir himself from the Elys?and go to dine with Mr Bush in Brussels.
