“Perhaps he was right about this work, and we are wrong!”Pressing the Beethoven button elicits a longer speech: about why the composer first declined the invitation to compose one single variation on a crummy theme, why he then found himself writing dozens, and why he hit a block with the final few. Pollini stresses that the composer described this amazing work as “transformations” rather than variations; his description of the way Beethoven transcended his self-imposed constraints – staying in the banal C major – is a dense little lecture. It is, he says, “one of the greatest works of piano literature, one of the most difficult to understand, and to make understood. It’s something you have to live with, a slow process.”One of the most striking things about Pollini’s recording is the way the architecture shines through, but for this he disclaims responsibility. “My attention is almost entirely focused on the expressive character of each piece, not on the global whole. When I learn a new piece, I try to work as quickly as possible at first; I have to know how it sounds, before I can begin to work on what it means.”This monastic seriousness typifies everything he does.
His recently released record of the Chopin Ballades may initially seem to short-change the poetry of these works, but each is a marvellously wrought, and intensely dramatic, whole. “No other composer has ever attained Chopin’s sound-world,” he says. He violently disagrees with the purists who religiously play him on an 1830 Pleyel. “It’s a mistake to think that composers were always in harmony with the possibilities of the instruments at their disposal. Just as Beethoven’s imagination went far beyond the possibilities of the pianos – and the orchestral instruments – he had, so did Chopin’s.
He wrote for a better piano than existed then – or that even exists now.” As far as pianos are concerned, Pollini does not believe we’ve reached the end of history. “There is no reason why the piano should not go on evolving.”The self-effacing Pollini has always been a bit of a mystery, ever since his abrupt withdrawal from public life after winning the Warsaw Chopin Competition at 18. The pressure had been too much, and he needed time to build a different sort of career, slowly and deliberately following his own instincts.This meant studying with that fastidious perfectionist (and notorious for cancelling concerts) Arturo Benedetto Michelangeli, and joining Claudio Abbado in taking music into Italian factories. He now divides his time equally between the music of the past, the present, and the hypothetical future.Over at New York’s Carnegie Hall, he’s currently supervising a two-year series of 20 concerts in which the world’s top maestros and virtuosi are covering two millennia of composition. Concerts of ancient Greek monody are planned, and a Monteverdi bash in which Pollini will play the harpsichord. The job of the audience, he declares, is “to absorb, to make their own, the music that reflects the world around them. Our task is to pay homage to the major composers of our day, and to encourage future ones.” He’s not sure his eclectic mix – from Gesualdo to Nono – would go down so well in London, where audiences like to compartmentalise things, with the “early” and “contemporary” camps keeping themselves to themselves.Flu prevented him from performing one of the most rebarbative works in the contemporary canon earlier this year: Stockhausen’s Klavierstück X, with its pedalled chords that hang like parallel wires in the sky, and fistfuls of note-clusters that explode among fields of savage glissandi, and for which Pollini wears gloves to protect his hands from laceration.
“With Boulez, Stockhausen is one of the two great masters of the late 20th century,” insists this unrepentant modernist. He doesn’t object in principle to “new tonalists” like John Adams: he just doesn’t rate what they do. Moreover, he’s planning to record Klavierstück X for his label Deutsche Grammophon, “if I am still with them at that time”.If. His contract stipulates that none of his slower-selling records be dropped from the catalogue, but he’s mistrustful of what the cash-strapped classical labels, with their desperate merging and down-sizing, may do next. “Contemporary repertoire is just a side-issue in their catalogue,” he says. “If their current attitudes continue, chamber music will be at risk also, because it’s not as popular as sonatas and symphonies. Soon all we may be left with are a few overworked symphonies.”When I mention a proclamation made by the boss of Sony that “core repertoire” recordings are dead, and that crossover stunts are where it’s at, we get as close to an explosion as Pollini’s reserved manner will allow “Awful We must protest.
It was called Report on Inequalities in Health Related to Social Class. There was no press conference and only a limited number of copies were ever printed. Most people came to know the report through the abridged version by Peter Townsend and Nick Davidson originally published by Pelican and re-printed by Penguin in 1992 under the title Inequalities in Health. Securing the future of the NHS is only a part of the task of protecting the nation’s health.. However, the strategy was fatally undermined in the view of many experts by its failure to acknowledge the impact of poverty.
Re-targeting the strategy on the social class-based health divide could, if pursued with sufficient vigour, make the Tory NHS reforms seem like a minor management review.Adoption of such a strategy would have a further virtue. It would raise a vital question about the NHS – whether all it does is worth doing. The focus on numbers of patients treated, beds occupied and operations performed which has dominated debate about health for the past 18 years could give way to a more mature consideration of the benefits treatment brings. The effect would be to displace the NHS from its central role in health care to become one organisation among many – including government departments, local authorities, schools, employers – with a role to play in improving health.The process was begun by the Tory government’s Health of the Nation strategy, launched in 1992, which set 27 health targets to be achieved between 1994 and 2005. Shifting the focus from the process – the treatments that doctors provide – to the outcomes – the number of lives saved or improved – would remind us that the main influences on health lie outside the ambit of medicine and include housing, employment and poverty. Sir Donald is known to believe that by focusing on certain “points of intervention”, such as in pregnancy and infancy, measures could be taken to alleviate the health disadvantages that the poor suffer.Reviving the Black report is an idea that holds strong appeal for Frank Dobson and Tessa Jowell, who both represent deprived inner London constituencies. Their commitment is shared by the current chief medical officer, Sir Kenneth Calman, who took a calculated political risk by addressing a conference on poverty and ill health weeks before the election in which he highlighted the problem of student poverty.A serious examination of health inequalities and the measures needed to reduce them could alter the way we think about health.
He has submitted draft terms for a review and is awaiting the go-ahead.Publication of an updated Black report would be an apt way for the Labour government to mark the NHS’s 50th anniversary which falls in July next year – if such a deadline could be met. Ms Jowell, following an initiative by Chris Smith, Labour’s health secretary until the election, when he was moved to the heritage department, has now asked Sir Donald Acheson, former government chief medical officer, if he would update the Black report. While death rates among social class V have remained unchanged over the past 70 years, among those in social class I they have halved. The poor have always died younger than the rich but the gap is widening.Her appointment as public health minister raised hopes that the new government would look beyond the NHS to improve the nation’s health. In Mr Dobson we have a serious, old Labour commitment to tackling injustice and in Ms Jowell, one of Tony Blair’s golden wunderkind, a reflection of the new spirit of the socially conscious times.Ms Jowell, 49, the daughter of a doctor, is fond of citing the statistic which shows that a child born today into social class I (professionals) will on average live seven years longer than one born into social class V (manual workers). At the Royal College of Nursing’s annual conference in Harrogate last month, Frank Dobson floated the idea of a new soundbite for the next election – “vote Labour, live longer” – and won a standing ovation from 1,500 nurses despite his grim warning on pay.
Reducing inequalities, promoting social justice and restoring fairness has been a recurring theme in health ministers’ speeches. The total cost of its proposals was put at pounds 2bn at 1979 prices (equivalent to pounds 5.4bn today) with no clear evidence that they would succeed in reducing the health divide.The Tory government which inherited the report quietly buried it – there was no press conference and only 260 cyclostyled copies were ever printed – but it is unlikely even a Labour government would have found the means to implement it.New Labour, however, believes there may be a new way of approaching it. A review of the Black report would have implications across government departments – and it is their agreement to its precise terms that is still awaited.The original report – a well-thumbed copy of which was produced by Frank Dobson on his first weekend in the health department – made wide-ranging recommendations on how to reduce inequalities in health. Among them was a costly proposal – one of many – to tackle child poverty with a sharp increase in child benefit.
His report made clear that measures affecting schools, transport, housing, employment and poverty all affect health. Commissioned by the last Labour government, Sir Douglas Black, the eminent physician who later became president of the Royal College of Physicians, recognised that health could not be compartmentalised. They have chosen to re-visit the 1980 Black report on inequalities in health and set about reducing the health divide between the poor and the rich.Such an enterprise, if it led to action, could do more than improve the lot of the poor. Frank Dobson and his team may not succeed in changing much in the NHS – and may end up not wanting to when the results of studies they have launched come in – which means that they need to look to the arena of public health for a fresh approach.

I’d be suspicious that it would change the nature of what we do.”They are already planning their next vehicle, a sitcom based on the Cox and Evans characters from The Smell of Reeves and Mortimer. It will no doubt have the same sense of inspired surrealism that has characterised all their work and led critics to dub them “the post-modern Morecambe and Wise”. They remain gloriously unpredictable, following the aroma of originality rather than the stench of pre-set formulae. “If we tried to analyse our comedy, we might stop being any good at it,” Reeves reckons. Mortimer also contends that derivative material “has flooded the advertising world.
Ever since Republicans seized control of Congress last November, a presidential veto has seemed inevitable. But, despite urgings from his supporters to draw a line against his opponents and re-assert his role in national policy-making, Mr Clinton has passed over every opportunity. The most recent was a broadcasting tax bill that contained a $30m (pounds 18m) loophole for the media magnate, Rupert Murdoch
As a result, Mr Clinton is the first president since the little remembered Millard Fillmore, in office between 1850 and 1853, never to have used the veto. The others relished the chance to flex their constitutional muscle, even when their own party controlled Congress.Democrats ruled Capitol Hill throughout the Depression and the Second World War. But that did not stop Mr Clinton’s political idol, Franklin Roosevelt, from vetoing 635 bills, roughly one a week throughout 12 years in office. By the same point in their terms, Jimmy Carter and George Bush had vetoed 19 and 21 bills.The Clinton record is a perfect zero, a performance only reinforcing the conventional Washington wisdom that the President is a soft touch who is scared of confrontation.That reputation may soon be given the lie.
Mr Clinton has warned that he will veto Republican bills that would roll back anti-gun legislation and make cuts in various education, housing and other programmes approved by the previous Democratic Congress.This week, mooted changes in welfare came under the veto threat. Now, foreign policy has joined the list.The legislation, contained in separate but similar bills before the House and Senate, would slash US foreign aid, merge or abolish foreign-policy agencies, and impose important changes in policy towards Russia, China, Cuba and North Korea.In a blistering attack this week, Mr Clinton described the proposals as a “frontal assault” on presidential authority, and as the “most isolationist” legislation produced by Congress in half a century.The House Bill, virtually certain of passage, is due to be voted on today, while the Senate measure, shepherded by Jesse Helms, is scheduled to come to the floor in June. In its present form, said the President, “I will veto it.”But he may yet not live up to his word. The “line-item veto” – the power that would allow a President to block parts of a bill which he otherwise favoured – is not yet law. Until it is, Republicans can be expected to sweeten the bills that Mr Clinton dislikes with provisions he can hardly turn down..
President Bill Clinton laughingly brushed off the scare as “just another day at the White House”. But for the jittery Secret Service whose job it is to protect him, the previously obscure Leland William Modjeski has become the latest symbol of how the President’s home is anything but invulnerable. Yesterday a full-scale investigation was under way into how the 37-year- old former pizza delivery driver, carrying a revolver, managed to scale a 10ft fence and enter the private grounds of the White House on Tuesday night, dashing to within 40 yards of the building where the President and his family live before being shot and captured. According to Secret Service spokesmen, a security guard spotted Mr Modjeski almost immediately after he had entered the compound and told him to stop. Mr Modjeski refused and scuffled with the guard, who either felt or saw the gun and shouted “weapon” to his colleagues. A second guard rushed to the scene and fired a single bullet which apparently hit both Mr Modjeski and the guard struggling to overpower him.
The intruder and the guard, both wounded in the arm, were said to be in a stable condition yesterday.
“I advised the university to ban a book of historical stories because it described Golda Meir as a great leader,” he says. “She led her country in an aggressive war and killed my people here. I have no regrets.”
But Dr Shamas, senior lecturer in applied linguistics, is no government hack. Indeed, he is not a Baathist but a member of the Syrian Social Nationalist Party (SSNP) whose nationalist – as opposed to pan-Arab – ambitions stretch to a Greater Syria that would include Cyprus as well as Lebanon, Palestine and modern-day Israel. Like many SSNP adherents, he is a Christian.
His 6,000 students have no prohibitions on their reading: King Lear, Hamlet, Twelfth Night and Macbeth are on the English department’s syllabus this year, even though the latter might suggest the inevitable downfall of more than one Middle East potentate. Dr Shamas reports the arrival of the first computer in the English department and the appointment of the first departmental secretary with a masters degree in educational studies.Because of lack of funds – and the lack of signed copyright agreements with Syria – foreign books are photocopied and bound in the university library And academic life is freer than before.
“In 1971, people who applied to be teaching assistants had to be members of the [ruling] Baath party or had to have especially high marks in their subject. It’s not in the regulations that you now have to be a Baathist.”Dr Shamas is no moderate when it comes to Israel. The SSNP supported Syrian military intervention in Lebanon in 1976, regarding the operation as a form of resistance to Israel. A publishing company owned by President Assad’s minister of defence, Mustapha Tlass, printed The Rise of Nations, the most important work by the SSNP’s Christian founder, Antoine Saad.”Israel was implanted here as a colonial extension,” Dr Shamas says “The Americans haven’t changed an inch from their position.
And Israel will not stop its aggression unless it is faced with reasonable power. We don’t believe in the existence of Israel at all.” Which is not exactly the policy of the Baath, whose leadership has been – at least until the Likud election victory in Israel – deeply involved in the “peace process”.Yet it’s not difficult to see why folk like Dr Shamas feel free to speak their minds on subjects over which most Syrians would guard their tongues. Born into a farmer’s family at Kafrun, a mixed village of Christians and Alawites – the community from which the president comes – Dr Shamas agrees that the question of a succession to Hafez el-Assad is a matter that concerns all his countrymen.”Every rational citizen in this country should be cautious and a little bit afraid of the consequences of the president passing away one day,” he says. “Personally, I hope that the son [Bashar] takes over.” President Assad’s favourite son Basil died in a car accident in 1994.Syria’s enemies talk of chaos when President Assad dies, suggesting – some might say encouraging – the idea of a conflict between Alawites and the majority Sunni community Dr Shamas ridicules the idea. “President Assad is a very unique man, a very bright man, the only one who was prepared to stand against the regional leadership of the Baath party in the 1960s [which led to Assad's bloodless coup or 'corrective movement' in 1970].”I’m more optimistic than apprehensive.
