There are too many shops, getting to be too many complexes, too many pub chains expanding simultaneously. If you overexpand capacity it is not surprising that surveys show gloom, even after adjustment. The jam is spread more thinly, sales and profits fall, and depression takes a hold.
Add to that the continual surveys telling consumers that prices are too high and you must expect consumer resistance.It is getting to an Asian state of mindless overexpansion without a rational look at markets.Look at the population figures. In 2001 there will be 1.8 million fewer 20 to 29-year-olds than in 1991, a 20 per cent fall in 10 years. There is growth in the 30 to 59 bracket, but virtual stability in the numbers of OAPs.All these new service industries, shops, pubs, multiplexes, seem not only to target younger customers, but need a young and vibrant workforce, and both areas are declining.More alarming is the apparent indifference of the business community to population changes. Over the next 20 years the numbers of workers aged 20 to 44 declines, with an increase in older workers.

But the numbers of pensioners and the very elderly escalate rapidly. There is virtually no sign that business has begun to realise that over the next 20 years service industries needs to make major adjustments.All one can see is a set of developers who apparently operate with a herd-like mentality and are locked in the past.R E CRUMNorwich. Vukovar – A few years ago, the Serbs used threats and guns to drive Croats out of their homes, in the region surrounding Vukovar, in what was then eastern Croatia Now, the boot is on the other foot. Hundreds of Serb families living in houses once occupied by Croats have been receiving threatening telephone calls from the former owners.

“If Karadzic were to be snatched, my judgement is that we would put at risk, we might sacrifice, American, British, French lives,” he said. The Muslims agreed, but half an hour before the deadline the Croats refused to sign.In a separate development, the Secretary of State for Defence, Michael Portillo, indicated that Britain was opposed to any attempt by Nato to seize Radovan Karadzic, the Bosnian Serb leader and indicted war criminal. They also blame much of the crisis on Mr Tudjman, since he has encouraged the Bosnian Croats’ separatist ambitions.”We are outraged by the Croat behaviour,” a senior US official said. “What point is there in holding elections in September if one side knows that if they are disappointed with the results they can ignore the fact that the voting every took place?” The US was angry because it arranged a meeting in Washington last week between Mr Tudjman and President Bill Clinton, who urged Croatia to apply the necessary pressure on the Bosnian Croats.Croatia enjoyed US support in the latter stages of the wars in former Yugoslavia because the US regarded the Bosnian Serbs as the main problem, but US officials have warned the Croats that they will become “international pariahs” if they sabotage the Dayton settlement.During last weekend’s negotiations, the EU asked Muslim and Croat leaders to sign an agreement pledging co-operation with the EU administration of Mostar and attendance at the City Council.
