It must have been a culture shock to Darren Jackson, who just 19 months ago was playing in the Stade de France against Brazil in the opening game of the World Cup finals. The Scotland player had signed on loan from Hearts on Friday, evidence of Livingston’s fiscal power but Jackson was given a rude welcome to the First Division when he was scythed down by Kevin Christie after just six minutes, a feud that would characterise a first half brimming with brutality. The one antidote to all of this was McAllister. The elfin Falkirk winger has lost little of the industry or trickery that made him a favourite at Stamford Bridge. Sadly, Hutchison is no Kerry Dixon when it comes to finishing. The Falkirk striker wasted four good chances given to him by McAllister, the best a volley which dipped just over. The underlying malice, though, eventually claimed a victim. Livingston forward Alex Burns was sent off after 33 minutes for a moment of sheer folly, lashing out at Davie Nicholls after the Falkirk defender had kicked him.Falkirk, however, seemed unable to profit from the numerical advantage and were kept out by the alert goalkeeping of Neil Alexander. But Alexander was powerless to prevent Hutchison scoring 12 minutes from the end, when McAllister’s perfect free-kick allowed his striker to glance an unstoppable header into then roof of the net..

The Hand of God moves in mysterious ways, but pulling on a dark-blue jersey to play for Dundee Football Club might just be the most bizarre of the lot.
“The City of Discovery” is how the Scottish Tourist Board bills Dundee, named after the ship on which Captain James Scott sailed to the Antarctic. Yet despite the relic moored by the Tay, Dundee’s best-known exports are the Beano and Dandy, whose comics have rolled off DC Thompson’s production line for generations of grateful children.Yet even the editors at Roy of the Rovers might have turned their noses up at the idea of football’s most infamous drug-taker making a 90-minute comeback for a team in the Scottish Premier League he had never heard of until three months ago, though “Diego of Dundee” has a nice alliterative ring to it, just like “Billy’s Boots”, “Hotshot Hamish” and, of course, Roy Race.Around the world, those who could not tell the difference between Dundee cake and Dundee United had tracked down the number for Dens Park on Wednesday as the phone rang off the hook with inquiries about Maradona’s appear-ance in a “glamour friendly” for Dundee against Napoli, the team he led to Italian titles in 1987 and 1990.Jim Connor, the club’s commercial manager, is pretty sure that the world’s media will be able to pinpoint the small speck of land off the North Sea by the time the Argentine legend, now 40, lands sometime in March to play his one and only game for the club. “The response since we announced that Diego Maradona would be coming has been unbelievable,” said Connor, who has spent the last two days in Madrid meeting agents who specialise in South American football, and who can set up television deals which Dundee hope will rake them in a fortune.”On Wednesday, we got a taste of what is to come as far as demand to see him is concerned and as to what it will be like when he arrives here. We are sure we could sell out Dens Park twice over, and there would be no question that the demand for tickets will come from much further afield than Dundee.”There were calls at the ground from all over the world, from people who would like to see him play.

We know it is going to happen, though the final complexities of the deal have still to be ironed out.”Dens Park’s 12,000 seats will not be enough to satisfy those who want to see Maradona in the corpulent flesh. The man honoured recently by Fifa as the Player of the Century remains an iconic figure, despite the battle with drugs which has bloated his body beyond recognition. Indeed, that twist merely heightens television’s voyeuristic interest in his Dundee one-nighter. “It is fair to say that tentative discussions have already taken place with television companies around the world,” said Connor. Certainly, word circled the globe quickly enough about about Diego’s comeback. No sooner had rumours surfaced – thanks to Dundee’s ill-advised Georgian midfielder Giorgi Nemsadze – that Maradona was to receive a reputed £250,000 fee for his night on Tayside than the former Napoli idol was presented with a £16m bill for unpaid tax upon his return to Italy on Thursday after eight years’ absence.Yet the question persists, why Dundee? The answer is simply Claudio Caniggia, the former golden boy of Argentine football, who was a team-mate of Maradona’s in the side which reached the 1990 World Cup Final before beating him to a drugs ban for taking cocaine while at AS Roma in 1994.The pair were team-mates in Buenos Aires a few seasons ago, at Boca Juniors, celebrating every goal with a kiss.

It boasts a nationally renowned art department and is anticipating a favourable Ofsted report this week.Chamberlaine will start the next school year with 13 fewer teachers and a conviction that a flu epidemic would bring the school to its knees. Faced with a budget shortfall of pounds 280,000, a 10 per cent cut, the governors have not made allowance for cover if teachers fall ill.The budget reduction is only partly a result of Warwickshire’s overall cut of pounds 6m in education spending. Failure to fund the teachers’ pay settlements for two years and demographic factors have made a bad situation worse. Mr Scott views Warwickshire’s projected cuts of another pounds 10m next year and pounds 17m the year after with disbelief. He takes some comfort from the fact that 12 of his 13 staff losses have been achieved relatively painlessly through voluntary means Only one teacher possibly faces compulsory redundancy.

But there is no comfort, he says, in the fact that next year 61 teachers will have to shoulder the burden currently borne by 75. The pupil-teacher ratio will worsen from 16:1 to 19:1.”The biggest impact will be on class sizes. We will be packing 30 hefty 16-year-olds into rooms designed for 25. Practical classes, which the unions argue ought not to have more than 20 pupils for safety reasons, will inevitably become larger. Opportunities for practical work and hands- on computer experience will be diminished. The art department is planning to put students in the corridor to allow them adequate space to work.”At the same time, allowances for books and equipment have been savagely reduced, the library will no longer be supervised and the caretaking staff will be allowed only pounds 15,000 for maintenance and basic supplies.”What grieves me most is that schools are losing highly valued older teachers who offer experience and stability.

Pupils and the profession will suffer for this for years to come,” Mr Scott says.. Universities must equip more undergraduates with vocational skills central to economic growth, the Government’s review of higher education has found. The traditional view of university as a halfway house between home and adulthood for privileged 18-year-olds no longer holds sway. A major theme in more than a hundred submissions from institutions, unions and industry was the need to educate a new generation of workers to fill the skills gap, says Tim Boswell, the higher education minister. “In a world notorious for its academic divisions there has been much greater consensus than we expected on vocational skills and continuing learning.”
There is also a consensus that economic objectives can only be met if the sector expands Here lies Mr Boswell’s and the Government’s dilemma. If they opt for growth, where is the money to come from?”Expansion of the system has not gone too far,” says the minister.

“We have a lot to be proud of, but the issue is, how do you tune it to modern needs alongside the resources available? If you are going to have more of it, you are going to have to find ways of financing and resourcing it.”The first phase of the review, launched last November by Gillian Shephard, the Education Secretary, was to reassess the purpose of higher education and the implications of this for its future size and shape. The issue of how to pay for it is for phase two.Policy-makers will not be able to set realistic targets for student numbers into the next century without grasping the nettle of funding. So Mr Boswell finds himself unable to say how many students should be in higher education by 2010. “I don’t know – that is an honest answer, because the outcome is not independent of methods of student support or preferences.”One of the Government’s preferences might be to privatise students loans, inviting banks and other City investors to lend the money with interest, instead of the Treasury, which charges no interest. Mr Boswell says: “We have no immediate plans in that direction, but we are keeping our options open.”Under the current system, graduates earning pounds 14,500 (85 per cent of the national average) or more must pay back money borrowed within five years. Mr Boswell said the Government might be willing to review the repayment period. This is unlikely to be enough to please students, who say that annual grant cuts and five years of loans have already led to record debt and hardship.Since the Government announced its review, there has been a change in attitudes to funding.

Her endeavours to redraw the legal landscape for the building society movement appear, however, to be edging her towards that dubious accolade. Well-intentioned though these endeavours may be, they do unfortunately have the potential to hold back a pounds 20bn injection of feelgood factor that is due to hit the economy next year. That injection will come from the various handouts due to be passed from the four building societies that are headed down the conversion road to their members.
The problem is that said injection may not appear if Ms Knight’s plans to reform building society legislation are pursued with any vigour. The difficulty for the building societies shedding their mutual status and moving into the brave new world of the plc is not so much the contents of the new legislation but its timing. The Alliance & Leicester, Woolwich, Halifax and Northern Rock are all at various stages in seeking their members’ approval for conversion.

The very prospect of new legislation is enough to force a complete review of the mountains of paperwork that have to be vetted and approved to ensure they comply with the strict regulations governing the conversion process. The worry is that now Ms Knight has started the legislative ball rolling, albeit in a most tentative and unclear fashion, the converting societies will have to wait to see where it stops so that any changes can be incorporated in the documentation they send to members. The Alliance & Leicester is better placed than the others in that its documentation is already with members who are happily voting by post, no doubt in favour of receiving a handout Both the Woolwich and the Halifax are in a real pickle. Their documents are being prepared with a view to despatch early next year. They either press ahead regardless, ignore the prospect of new legislation and flout every rule in the regulatory book. Or they delay and incorporate in their documentation the new legislation that with the best will in the world would only hit the statute book just before an election. That delay would push back the physical receipt of the handouts and – more importantly – defer the feelgood moment when members receive confirmation that some booty is on the way. The anticipation of new wealth is as effective a fillip as the cash itself.Timing is the key issue but there are also questions about the substance of the mooted legislation.

In particular, there is concern about the proposal that would deprive newly converted building societies of their five year protection from takeover if they themselves acquired another financial institution. This does not protect the remaining mutual building societies from takeovers by other financial institutions, makes no allowance for an agreed deal and puts converting societies at a profound strategic disadvantage. The proposed legislation is therefore not only badly timed but also defective. There is a way out of this problem for Ms Knight She has set three criteria for passage of a Bill. There must be industry consensus, cross-parliamentary support and time in the legislative calendar. She may secure the last two but the first clearly does not exist. There is no industry consensus. On that basis, she can say with a clear conscience that she did her best to secure that consensus but that it was not forthcoming. She can blame the building societies for the Bill being dropped and at a stroke remove the risk that she might stand accused of losing an election.Power playTHE CHEERING mob which urged CalEnergy to make a hostile bid for Northern Electric has suddenly gone quiet.

Contested takeovers are great fun and extremely lucrative for advisers but they are not necessarily the most effective means of securing a particular end. CalEnergy, having watched Dominion Resources smoothly secure the backing of the East Midlands board for its bid last week, must now be wondering if it might have been better served by adopting a less confrontational stance. What Dominion and East Midlands demonstrated so eloquently is that there is indeed a price to be paid for agreement but it is one that can be channelled into the hands of shareholders rather than advisers. Credit here must go to both sets of managements, which had the foresight to recognise the importance of putting the shareholders’ interests above all others.Had Dominion followed CalEnergy’s template it would have brusquely made an initial 610p hostile offer and after much rhetoric upped it to 650p a share, a level that East Midlands would have struggled to oppose. In the process the combined takeover costs could conceivably have risen to pounds 40m.

That equates to 20p per East Midlands share.By seeking and securing agreement that 20p did not slip into the hands of advisers of both camps but went straight to East Midlands shareholders. The total cost of the bid is unchanged but investors are 20p a share better off.In return, Dominion not only secures its objective more efficiently but also buys an important ally in the battle to keep the bid out of the hands of the Monopolies and Mergers Commission. Word is that Dominion and East Midlands have already become extremely good friends. That is important, given that referral of one or both of the current power bids on the table remains a distinct possibility. There is little doubt that Dominion, aided and abetted by East Midlands, has a better chance of being given the all clear than CalEnergy, which is up against a very grumpy Northern board. It is hardly surprising then that CalEnergy is now extremely keen to talk again with Northern.

Nor does it have the rows of torpedo-like tuna at Tokyo’s Tsukuji market, the surreal turtle butchery of Singapore’s wet market, or the pet rhesus monkey who sits on a sofa watching television and eating beef satay at Bangkok’s Au Tor Kor spice market. It’s really just a nice old big shed, threaded by a brightly lit central oesophagus lined with carcasses. Some of these hang out the back, and some walk around out the front wearing white coats. By 6am, there is a line of vans ringing the entire market, motors humming like lowing cattle, headlights warm against the rump of the one in front. Did you know, by the way, that it’s dark at 6am? I’m not sure I did. It’s a new, different kind of dark, a colder kind that nips at your heels like a cattle dog.Luckily the Cock Tavern, downstairs under the poultry section, opens at 6am to feed the various sub-species around the area who have been up all night.

They come in shifts, or at least at the end of their shifts, from the meat market in overalls and hard hats, from Bart’s hospital in buttoned-up overcoats, and from the local nick in thick serge jackets with the collars turned up. At one stage, I have The Bill to my left, Casualty to my right, and an episode of EastEnders directly ahead. The girls behind the bar know most of the workers by name, living proof that this is no Ye Olde English Pubbe, but an honest working local boozer.I don’t really need to paint a picture of the place – you know it already: the long wooden bar, the snug corner of 1970s splendour, the two open dining-rooms of vinyl chairs and checked table cloths, the Beatles music, the old market signs and framed photos of bomb damage during the Blitz. And in the kitchen, the steadfast breakfast cook who has been dishing up eggs, bacon, sausages and beans for 35 years. You know the menu, too. Tea is 40p, coffee is 55p, toast is 25p and set breakfasts run from the Cowboy Breakfast of double bacon and beans at £1.90 to the full-on Cock breakfast at £6.25.

I order the Smithfield breakfast for £5.10, a real plate-coverer. The bacon (from Smith’s stall upstairs) is a treat, thick-cut and salty, and the egg is cleanly set, with a just-runny yolk. Kidneys are cooked with surprising delicacy, and black pudding is suitably lush and fruity. A banger is blah – bready and anonymous tasting – the baked beans are baked beans, and the thin buttered toast is something that nobody has thought very much about. My wife, who thinks an English Breakfast is something that comes in a cup and saucer, strikes gold with an egg and bacon sarnie (£1.50).

The same great bacon, without a drop of grease, lies sandwiched between freshly buttered soft, white, thick crusty bread along with a gently cooked egg that oozes apologetically, without dripping beyond its borders. This is food that is so plain and simple, it is almost sophisticated. It’s about half an hour too early for me to go for a pint of Young’s Bitter, so tea it is, a big pot that bulges with about three too many tea-bags.It’s all so wonderfully ordinary; the perfect panacea to a soul troubled by Cuban foie gras on beancurd crisps frizzled with tamarillo and sea urchin jus served by people with expensive hair. But for how long? The Smithfield/Clerkenwell area is being reinvented on an almost daily basis, as the City boys and girls move their DVDs and gym equipment into urban lofts and bond over raw tuna at Yo!Sushi and foie gras at Club Gascon. They don’t so much live as lifestyle here, contributing to the economy but not the community. They’d rather do breakfast ironically at John Torode’s smart new Smiths of Smithfield across the road, and watch their property values rise with every new corner Prêt à Manger. I go back to The Cock for lunch, but lacklustre roast pork and a dry roast beef sandwich convince me it’s a breakfast place. There are other fry-ups in Smithfield, and probably even better ones, but the Cock hits the spot, because it’s filled with people who have been working all night rather than playing.

Johannesburg, South Africa, is a long, long way from London, United Kingdom, yet for a few minutes inside St Briavel’s and Tutshill Courts in Peckham, the infamous estate where Damilola Taylor met his violent death this past week, one could easily have been in one of Soweto’s filthy, urine-reeking, crime-infested flats.
As I walk up the dark, dank stairs of the condemned St Briavel’s Court, first up to Hordle Promenade, where a lone shop is closed and some smallish doors leading to some flats are shut, and later up to the floor where little Damilola lived with his family, just a few minutes after 6pm on Friday evening, similar structures back home come to mind. I think of those unsightly, high-rise blocks of flats in Soweto, the giant township reserved for Africans under apartheid’s Group Areas Act south of Johannesburg, as well as the slightly-better coloured townships of Eldorado Park, south of Johannesburg, and Mitchells Plain and Bonteheuwel in Cape Town.South Africa’s small, four-roomed township houses bear no comparison to the Peckham estate, which must no doubt have been nicer during its time, but it is the serious state of disrepair of structures like St Briavel’s Court and Tutshill Court, both of which I was told are on the verge of being pulled down and the families moved, which calls to mind these comparisons with the blocks of flats in my country’s townships, designed as dumping grounds for black people living in “white South Africa”.Just as in some of the blocks of flats in the townships back home, there is an unmistakable smell of urine in the stairs at St Briavel’s and Tutshill Courts, lights do not work and there is dirt lying around. Fear is in the air: first, I stop a white boy, aged about eight, to ask him a question, and he hurriedly walks away, muttering something inaudible; then I approach a passing black man in his mid-40s, and he, too, refuses to answer questions about Damilola’s death.Interestingly, it is the women who are willing to be interviewed. Ms Duleena Addae (33), a Ghanaian now in the UK for seven years, lives in a neighbouring block of flats close to where Damilola lived. She has three children, two boys aged 12 and nine respectively and a six-year-old girl. Her nine-year-old son and her daughter used to go to Oliver Goldsmith Primary, the same school where Damilola was reportedly bullied, and she says she had to take him out of that school because of the bullying.

She says first she complained to the teachers, who referred her to the headmaster, and “he didn’t say anything”. “If a mother complains [about bullying], they have to do something. It’s very sad, and it can happen to anyone’s child.”You can’t move around late at night here, because they can snatch your bag This place is full of robbers. The people who do this come from outside the area, because we don’t know them,” she says.According to Ms Addae, most residents on the estate are Africans, mainly from Ghana and Nigeria, with a sprinkling of Jamaicans. Police are everywhere in Peckham this evening, and all around there are boards calling on those who may have witnessed the killing to come forward with information.

Pirate radio stations are booming and playing an elaborate game of cat-and-mouse with the authorities trying to put them off the air.
Pirates are repeatedly returning to the airwaves only days after being fined, according to the Radiocommunications Agency, with seven illegal stations in London alone being raided more than 30 times. And so desperate are pirate DJs to avoid detection that they will base their studio several miles away from their transmitter, which will be positioned on the top of a high rise building. The number of raids on illegal broadcasters has virtually doubled in the past 10 years, from 127 in 1991 to 222 last year. There are now an estimated 400 pirates operating in the London area alone, with stations also setting up in Birmingham and Bristol.A new factor in the the pirate boom are dance clubs sponsoring the stations’ illegal airtime to promote themselves.

An RA spokesman said yesterday: “There are anecdotal reports that these stations are tied to inner-city music clubs.” Hard evidence is, however, difficult to collect.Andy Roberts, programme director of Kiss FM, which started out as a pirate radio station, said illegal stations earn considerable respect from record companies and are seen as the training ground for DJs. “Pirate radio goes hand in hand with the club scene,” he added.”There is also a respect from the mainstream, including from record companies. The pirates are well organised now and have commercial breaks to sell space to the clubs. It’s good to have them – they only get on my nerves when they broadcast over my signal.”"Eastman” is a DJ for a pirate station, which has been broadcasting from a secret location in Hackney, London, for more than nine years. Raided numerous times, the DJ once shared a house with another pirate with one broadcasting from the kitchen and the other from the front room.”It is mainly the promoters for a particular night at a club who will pay to advertise on the pirate stations,” he explained.”It’s more the underground clubs which advertise. They can pay £50 for an advert for a whole weekend compared with £80 for one play on a legitimate station.

When you get raided this money helps to pay to set up again.”"Eastman” said that he would like to be a legal broadcaster but blames the BBC for “monopolising the airwaves”. “It can cost up to £3m to set up legally – normal people are not going to get that sort of money,” he said. “At the end of the day we want to be legal but the stations which are legal are so boring and stuck to play lists. Pirate radio is not a bunch of kids doing drugs and smashing up properties. It’s about giving people choice.”It costs just a couple of thousand pounds to set up an illegal station including buying compact discs, decks, transmitters, amps and mixers. The transmitters can be bought over the internet but criminals are also stealing them to order from legitimate radio stations.Apart from the fact they do not pay licence fees, pirates are unpopular with the radio regulators because their broadcasts disrupt mainstream stations such as Radio 3, Classic FM and Radio 4.There is also growing concern about their interference with emergency services and air traffic control.
