It includes senior figures in the military, who question whether this is the best way to spend a tight military budget.A senior defence department source told The Independent that there was “a serious debate” going on “at all levels” over the long-term role of the armed forces and whether a nuclear deterrent was still needed. The Chancellor, Gordon Brown, is believed to have privately queried the huge cost.An indication of the sums involved was revealed last week when the Defence Secretary, John Reid, released updated figures showing that Britain’s nuclear bomb factory at Aldermaston has been given a £2bn budget for the next three years. The cost of running the Atomic Weapons Establishment has averaged £300m a year, at current prices, since 2000. Rebel Labour MPs will meet tomorrow to coordinate their fight against his plans, which seem set to provoke one of the biggest shows of opposition to Mr Blair from inside his own party since the start of the Iraq war.
Opposition to an updated version of Trident goes far beyond MPs who object to nuclear weapons on principle. It must judge Mr Cameron on how he might lead the party in the future, rather than on what he did in private a long time ago.”. * DAVID CAMERON
Two weeks of intense publicity have give him the look of a front-runner, but rumours of youthful experimenting with drugs and newspaper revelations about his friend and campaign manager George Osborne may undermine his standing among the 300,000 Conservative Party members in the country, even if a sufficient number of Tory MPs overlook the matter to get him into the final two.
Another big question is whether, at the age of 39 and after only five years as an MP, he has the necessary experience to lead the party.. * The former Tory leader William Hague said Mr Cameron’s past should not hold his future to ransom. In the News of the World, he said: “If everyone who’d ever taken drugs was denied a top post, some pretty big gaps would open up in the higher ranks of most professions.”
* The Independent on Sunday argued that it was in the interest of progressive politics that Mr Cameron held his nerve. An editorial said: “It is an important test of the Tory party’s ability to keep pace with social change that it should hold firm in the face of an assault by the traditionalist press.
Tony Blair is facing a political backlash over his decision to order a new generation of nuclear weapons to replace the ageing Trident fleet at a cost of billions of pounds. Sir Jeremy Greenstock, who was Britain’s ambassador to the United Nations before the conflict and the UK’s highest official in the post-war Coalition Provisional Authority, said he was still negotiating with the Foreign Office over the contents of his memoir, The Costs of War.. An insider account of the Iraq war by one of Britain’s most senior diplomats has been watered down by the Foreign Office to such an extent it is uncertain if it will ever be published. The UK was “sold a pup” in 1984 when Margaret Thatcher negotiated the rebate, the Deputy Prime Minister argued in comments which underline Britain’s desire for a settlement on EU financing by the end of the year.. Britain’s €5bn (£3.4bn) EU rebate could be scrapped in return for reform of farm spending, John Prescott said, in a move that paves the way for a possible budget compromise. In this case, however, expect an increase in your premiums.”If you live in a flood-risk area, don’t close your eyes and hope for the best – prepare a ‘flood plan’,” says David Pitt of More Th>n.And if the worst happens, follow these guidelines:* Turn off gas, electricity and water supplies and move possessions upstairs.* When you and your household are safe, call your insurer’s 24-hour helpline.* Make a photographic or video record of the damage.* Keep receipts from any emergency repair work undertaken.. This is often a fairer way of categorising homes, and may lead to reduced premiums for those previously considered to be in vulnerable areas.Once an insurer has provided a policy, most will continue that cover even if you later find that you are at risk from flooding.
For example, cover might be provided if temporary flood defences were to be installed. Most homeowners will be protected by the “industry statement of principles”. Under these rules, insurers must provide cover to homes at risk of flooding no more than once in 75 years, or those in areas where improved defences are planned for no later than 2007.The insurers Norwich Union and More Th>n have, along with the EA, sophisticated technology that can assess the risk of flooding to individual properties, not just to a postcode group. In these cases, homeowners must try to agree a compromise with insurers. You can check your own home’s flood risk at www.environment-agency. gov.uk/floodline or by calling 0845 988 1188.Adequate building and contents cover is an absolute must. But those who live in or next to flood-risk areas will face higher premiums; others in areas prone to flooding could find it difficult to get cover at all.”In high-risk areas without adequate flood defences and where none are planned, insurers cannot guarantee cover,” says Malcolm Tarling of the Association of British Insurers.
Severe weather wreaked havoc again last week after a month’s rain fell in just a few hours and flooded hundreds of homes in the UK. South-west Scotland, north-west England and parts of Wales were hardest hit, and people were forced to flee their homes.
Those families who now face months of mopping up and repair work have had an all too stark reminder of the threat of flooding in the UK. But too many continue to ignore this risk. Two million, in fact.Figures from the Environment Agency (EA), which last week launched an awareness campaign, show that five million properties in England and Wales lie in flood-risk areas. Yet the EA found that two-fifths of these homeowners were unaware of the threat, and more than two- thirds unlikely to protect themselves.Despite the well-publicised devastation caused by flooding in Boscastle, Cornwall, in the summer of 2004, and earlier this year in Carlisle, people still think “it’ll never happen to me”, warns the EA.But with an increase in both the severity and frequency of extreme weather conditions widely predicted in the coming years, this is a risk you can’t ignore. “The building society took account of the fact I work overtime, and offered us a good deal,” he says.. People with high salaries, but high outgoings too, may well get a bigger loan using multiples. But remember, calculations of maximum loans made on lenders’ websites are just a rough guide.

Eat your heart out, Pickering.l The capture of a record-breaking 53lb 15oz carp sent angling publications into a frenzy, and one paid a rumoured pounds 1,000 for the captor’s story – probably the first example of chequebook journalism in angling. But just to show that God goes fishing, last week the same fish was caught again, weighing 55lb 6oz. The latest captor, Alex White, is said to be miffed that his new record attracted only a pounds 250 bid. A couple of years ago, I fished in Maine with the owner of a huge outdoor complex and his bass partner, who mended trucks Addicts? I’ll say. This $5 tome contains nearly 500 pages, and Bass Pro shops are huge.
Their Missouri branch has a 150,000 sq ft showroom, while the Atlanta store includes a 40ft aquarium so anglers can observe bass feeding habits. Bass are amusing enough, but like triple X-rated movies and cheap wine, they are not something a gentleman spends a lot of time and money on.”I, however, consider largemouths right up there with trout on the scale of respectability and have even been known to quote Russell Chatham [don't ask me] to the effect that, if a bass and trout of equal size were tied tail to tail, the bass would tow that trout clear up to Healdsburg.” This is an American way of saying that bass are stronger. There are six species, but basically anglers are after smallmouth and largemouth bass (somewhat misnamed because even a 3lb smallmouth could engulf your fist without scraping the skin). The bass fan club can best be gauged from an annual catalogue issued by Bass Pro Shops. A fish every 100 seconds might seem a great many to catch in five hours, but Pickering is perhaps the most adept angler in Britain at catching large numbers quickly He once caught 14 fish, admittedly tiny ones, in a minute. In the US, however, top-line fishers would have greeted such arm-aching exertions with amusement. After all, they compete for purses of $50,000 or more and can win with just one fish, as long as it’s the biggest.
Such rewards have generated a professional circuit and each year, one event offers a staggering $1m top prize. You might suppose that salmon or perhaps trout would be their quarry But no. More than half of America’s 56m fishers put freshwater or black bass at the top of the pile. So what’s the appeal? Even ardent trouters admit that bass are something special. Acclaimed author and trout addict John Gierach, in his latest book, Sex, Death and Fly-Fishing, writes: “Given the choice, the fly-fisher with any breeding whatsoever always chooses the spotted, streamlined fish. And as for the cricket …Elsewhere, it is a different story.
The Tour de France manages to be both a national festival and ruthlessly competitive event, while the Melbourne Cup horse race in Australia, or the baseball World Series in America remain uncompromised by worries about social or sartorial codes and are much more enjoyable as sporting fixtures for that reason. The summer season of English sport, however, remains dogged by imperial nostalgia, snobbery, frantic role-playing, posturing and, yes, persistent failure. It seemed entirely apt, then, that while our rugby players were capitulating to France and our cricketers were crumbling to the West Indies, John “warm beer” Major was running the white underpants of surrender up the mast.Another vein of nostalgia was opened up this week when Havant District Council announced that it was considering a ban on “street football” in order to prevent general rowdiness and damage to gardens. The notion was soon put around that such a ban, if applied nationwide, would seal off the well-spring of our youthful footballing talent.Such traditionalists as Tommy Docherty and Bob Wilson were encouraged to reminisce at how their own skills were honed on bomb-sites and street corners, dodging Hovis delivery bikes and whippets, and kicking the withered shell of a tennis ball against a garage door. After the Denmark event, a spokesman for Imperial Tobacco said, with gritted teeth: “Embassy is thrilled to pay out the biggest prize in angling.” Undoubtedly it took the precaution of insuring against the unlikely event of anyone breaking the record.
Pickering’s haul comprised 170 bream, four roach and four perch. Earlier this year, it forked out pounds 147,000 for Stephen Hendry’s maximum 147 televised break at the world snooker championship.

Last week they were discussing it with relish, along with other revolutionary-spirited incidents such the campaign of mass non-payment of the poll tax by soldiers which seriously depleted Wiltshire County Council’s coffers.
The revelation that military top brass are living like millionaires, with lavish furnishings, huge domestic staff bills and even ‘his’ and ‘hers’ garages, has done much to reinforce a belief widespread among the wives that they are viewed as second-class citizens by the Army.’I'm living in a sub-standard house which is due for demolition next year,’ explained Joanna, a corporal’s wife at Bulford Camp. The scramble to arms, the story goes, happened so quickly that arrangements to divert pay back home were temporarily overlooked. The wives were left penniless and could not afford to feed their children. So one night they raided the Naafi, helped themselves to all the food they needed, then, for good measure, burned the place down. The wives and even the children on Bulford Camp recite this satisfying local legend whenever they feel resentment at their lot.

He’s a real charmer, all right.”When he arrived in England on Christmas Eve, the war in Kosovo had not yet begun, so Elton, who at that stage spoke scarcely a word of English, was not regarded as a bona fide refugee. He should have been classified as an economic migrant and sent smartly home But in Yorkshire they admire pluck above all other things. To them, this skinny lad who had travelled through five countries and covered over 1,000 miles, using only his courage and wits to survive, deserved his place in the sun. And many rules were bent by a friendly police force and a group of social workers who took him under their wing.Months later, when the full horror of the war began to unfold, and tens of thousands of ethnic Albanians started streaming across the borders into Macedonia and Albania, his status was quietly changed to asylum-seeker. And no one doubts that, for as long as he wants to, he will be able to stay in Britain Today he goes to college and his English is superb. He shares an old terraced house with several other Kosovo refugees.”People were always wonderful to me,” he said “Policemen, social workers, council officials Everybody.
I cannot tell you how grateful I feel to this country and its people. But when I told them of my plans to be a boxer they just laughed I guess they thought I was crazy. But one guy did take me seriously and brought me a book about the career of Prince Naseem Hamed They said he was a Yorkshire lad who had made good He didn’t look Yorkshire to me. But I was fascinated by his style of boxing and his great self-confidence.”Then I noticed the name of the place where he had been taught to fight as a child, a boys’ club in Sheffield.
I decided that if it was good enough for Prince Naseem then it was good enough for me. I took a bus to Sheffield and just knocked on the door.”I expected them to tell me to clear off, but they just opened the door and told me to come in. I looked around and saw all those kids banging away at punchbags, skipping to the music and sparring in the ring It felt as if I had arrived at the place where I belonged. (“I’m always on the lookout for my own Muhammed Ali, who will make me millions and set me up for life.”) But he doesn’t really care if his kids are hopeless fighters “I take them all,” he said. “If they come in here and do what they’re told, they can stay.
Some coral reefs have been killed by the sudden warming of the Indian Ocean four years ago. The culprit is thought to be the climatic changes associated with El Nino rather than the longer-term trend of global warming. Nevertheless, the white, dead coral is a troubling reminder of the way a couple of degrees change in the ocean temperature can destroy whole eco-systems. Since many tourists go to the Maldives to experience the abundance of its coral reefs, this is an economic threat as well as a physical one. There was yet another example of the vulnerability of the Maldives last month, with the bombings at Colombo airport in Sri Lanka.
There is no political or ethnic connection between the two countries and they are hundreds of miles apart. But many of the flights to the Maldives are routed through Colombo, thereby leading to the inevitable cancellations and the practical problem of getting people in and out. Many people from East Asia are having to fly up to the Middle East and connect across from there, going some 2,000 miles out of their way.The central point here, surely, is that a world dominated by big countries and even bigger trading blocs, finds it hard to pay attention to the wishes and needs of niche nations.Sometimes the problem is sheer carelessness: some EU regulation designed for domestic purposes excludes a developing country from exporting an important crop. Sometimes the problem is corporate insensitivity: a company in trouble at home looks around the world when trying to cut costs. Thus, Irish workers lose their jobs because of a fall in demand for computers in America.
And sometimes a country suffers through geographical bad luck: being in a part of the world that for various reasons is not part of a big trading bloc. A well-run nation in Latin America, like Costa Rica, fights against a regional headwind, because of the travails of nations on either side. A stable Gulf hub, like Bahrain, finds itself damaged by conflicts elsewhere in the Middle East that have nothing to do with it.As a result “globalisation”, the very force that can help such nations earn a good living in a highly competitive world, gets a bad name. Multinational corporations, which spread managerial and technical expertise, are reviled when they make cutbacks far from home. And small countries on the fringe of a big trading bloc, such as the eastern and central European applicants to the EU, feel they have to accept unpalatable restrictions on their way of life because of the economic cost of exclusion from the club.So what is to be done? There is, of course, no magic wand. Not all small states feel oppressed by the world of leviathans: some are adept at exploiting the clumsiness of their neighbours and create a very good living as sub-contractors to them.

He was keen to buy handicrafts (Bangladeshi jute angels among others) at fair prices from producers, regardless of their religious beliefs.
But this is nothing on the scale of the violence we would see if the agreement foundered. So while the Prime Minister has said the Government will be even tougher in the campaign against terrorists who reject the agreement, we have to realise that terrorism will not be eliminated altogether.
But even as the Government gets tough with the Real IRA and others, we should be clear that a “Yes” vote will also mean that the release of convicted terrorists will be speeded up. When the Government temporarily released the Balcombe Street gang and the Milltown cemetery murderer to attend triumphalist rallies it made a serious error Instinctive revulsion was widely felt It placed the settlement in the balance. But there will be more shows like that and they, too, will have to be endured, no matter how stomach-churning they may be. The fact that the Prime Minister has assured us that prisoners will be released only “on licence” and that “if there is any reoffending then they will come back inside” is a small palliative. Vote “Yes” but know that it entails some offence to victims and to natural justice. The one thing that those who do vote “Yes” today have a legitimate right to expect is not to see the face of Gerry Adams or Martin McGuiness on their television screens above a caption reading “Minister in the Northern Ireland Government”. Mr Adams, Mr McGuiness and their allies in the IRA have not renounced violence.
If they had done so then the size of the “Yes” vote today would be in far less doubt. The Prime Minister has recognised this fear and explicitly promised that nobody who is engaged in terrorism can take their place in the government of Northern Ireland and that, if the organisations to which they are attached are engaged in violence or threatening violence they cannot take their place in the assembly itself. There must be no toleration of Sinn Fein passing themselves off as legitimate democrats whilst the IRA continues to believe that the Good Friday agreement is no more than a “significant development”. As long as Mr Blair does not appease them, the best way to test Sinn Fein is to vote “Yes” and force them to renounce violence.Despite the doubts, worries and fears that voters legitimately feel, to vote “No” would be by far the more certain way back to the abyss..
THE TIMING was suitably dramatic. Just as the Secretary of State for Culture, Chris Smith, was launching his book Creative Britain in a bash at the Tate Gallery on Thursday night, so the entire drama panel of the Arts Council made a crisis out of a drama and resigned en masse.
The new Council under Smith’s own appointee, the businessman Gerry Robinson, was alleged to be far from creative – run by businessmen and cost-cutters. “I am distressed,” said the panel’s chairwoman, Thelma Holt, the West End producer. “I’m Labour and I’ve worked for Labour but I did better under Virginia Bottomley.”As the news broke, Smith was chatting to her fellow authors Hanif Kureishi and Salman Rushdie, who also know a bit about how external events can overshadow your best literary efforts. In Smith’s case, though, he has brought the bad reviews upon himself.

Few authors possess a grain of Clare George’s intelligence, even fewer manage to splice a regularly amusing, often moving narrative with ideas of the range exhibited here. His investigative reporting is lethally painstaking (see how he pieces together the biography of an American missile which somehow came into Israeli hands, was fired at an ambulance and killed an innocent Lebanese family). But the sense of inescapable doom which builds up in this book is misleading. Television industry insiders in America are quietly acknowledging this weekend that a trend long predicted but never quite proven may at last be coming true: the appetite of the viewing public for reality television shows has finally been sated Especially tired, perhaps, is the celebrity-reality format. A few weeks into the all-important autumn season, a new pattern seems to emerging where old-style dramas, including a new series on ABC television about the first woman in the Oval Office, called Commander-in-Chief starring Geena Davis, are displacing the reality programmes in the race for ratings.
“The decline of reality is official now,” Warren Littlefield, the former president of NBC Entertainment tells Broadcasting and Cable magazine in tomorrow’s issue. Others just like a brawl, as anyone will be aware who heard the staggeringly awful debate about the Iraq war between Christopher Hitchens and the Respect MP George Galloway.
I don’t know if this is why they are taken more seriously than intellectuals here, but I suspect Pinter’s short fuse and acute sensitivity to criticism are in some measure the result of enduring years of sniping from the right-wing press. The problem is that such defensiveness fuels a pugilistic atmosphere, to the point where intellectuals sometimes undermine the causes dearest to them. It may not be an accident that both come from a part of the world where writers risk imprisonment, the fate facing Pamuk if he is found guilty of “denigrating Turkish identity” at a trial in Istanbul on 16 December. Over the next few days, I’ve no doubt that Pinter will be mocked as much as he is congratulated, in a way that wouldn’t have happened to the other rumoured candidates for the prize. In Turkey, my friend Orhan Pamuk writes controversial political novels but inspires a degree of popular affection hard to imagine being bestowed on a novelist here; once, walking in Istanbul with him late at night, I was astonished when Pamuk was approached by a reader who engaged him in lively debate about his latest novel.
The Lebanese poet Adonis (Ali Ahmad Sa’id, who was born in Syria but moved to Lebanon in 1956) is no stranger to politics either, writing elegiacally about the Israeli invasion of his adopted country and making powerful interventions in recent debates about secularism and the veil. But while his behaviour is extreme, I think it says something about the status of the engag?ntellectual in this country, where literary success and political commitment sit uncomfortably together. As an introduction to British intellectual life it must have been awesome; in fact I know it was because the guest of honour, a brilliant American crime writer, mentioned it when we met for lunch in London only last month
There are dozens of such stories about Pinter. Pinter, who was awarded the Nobel Prize for Literature last week, took umbrage at a remark from one of the guests about nuclear weapons, launching into an angry speech which ended only when someone diverted his attention by asking the Test score.
He reminded me of a literary dinner we attended some years ago, which was enlivened (if that is the right word) by a spectacular outburst from the playwright Harold Pinter. One evening last week, at a debate in west London on the state of the media, I ran into a publisher I hadn’t seen for ages. The build-them-up-knock-them-down cycle has turnedfaster than ever before.
More from John Rentoul. The press hounding of David Cameron over whether he has used class A drugs has been sudden, vicious and overwhelming. After the high, the low: the paranoia and self-doubt. The party felt energetic, young and talkative, convinced that it could carry all before it.
The Conservative Party has a drugs problem. For a moment it was flooded with feelings of euphoria, confidence and well-being. More from Robert Fisk. And all the while, my book was coming to haunt me.How does war affect you, they kept asking, and I put on the stiff upper lip and said I had grown used to it; which is a lie, as I eventually admitted at City University in London, because dead children and dead women were beginning to sadden me more than they used to when I saw them.I told the journalism students there that when I saw families walking happily in London or Paris, I wondered whether I had not missed out on life, that perhaps comparative safety and security with nothing more than the mortgage to worry about was preferable to the existence I had chosen for myself. Ouch.I kept quoting the Israeli journalist Amira Hass – that our job was to “monitor the centres of power” – to which a lady, a member of a Jewish society I addressed a week ago, sagely remarked that the media, too, was a “centre of power”. At Westminster School, a boy asked me for a solution to the Middle East – the wisest question of all, to which, of course, I had no answer – while in Canberra, I was pointedly asked what journalism is for.
“What would you ask him if you saw him now?” I was asked in Glasgow on Friday “I’d ask him ‘Why?’” I replied. So many of them, including an Iraqi soldier who died during the Iran-Iraq war. Close to his decomposing corpse I lay crouched under shellfire, noting the wedding ring on his blackened finger, still bright with love for a woman who did not realise that she was a widow.Because I’ve met Osama bin Laden, it seemed that every Australian or British or Lebanese student these past two weeks wanted to know what he’s like (answer: naive and dangerous with a ferocious faith and self-conviction), and I fear I’ll never shake this man from my side. The BBC’s Philip Dodd stared at me over the Night Waves microphone this week and pronounced GWFC to be “an elegy to the dead” and “a walk through graveyards” and suggested that I reminded him of a Victorian liberal with a passion for empire.Yes, the dead are there. Indeed, it was a dear friend of mine who realised my state of depression one afternoon and insisted that I walk by the sea and drink a pint of Guinness and think of other things I’ve felt the same these past few days. I endure what must be weightlessness. My book, a 1,366-page tome called The Great War for Civilisation (henceforth GWFC), is about the pain, injustice and genocide of the Middle East It was a distressing book to write. From the time I first met him in New York in 1970, I never heard him say anything that was ordinary. “And in came the Ghanaian Ambassador looking like an unmade double bed” – recounting a minor diplomatic incident there. All the time I worked for him in Tokyo, and after, his language, like his life, was entirely original. Interpreting the unexpected phrases into Japanese was a challenge for his private secretary, the more so since he understood enough to know when I had got it wrong. The Japanese found him surprising too. Some regarded him with a puzzled respect; but many loved him for it At his dinner table you never knew who you would meet. A dinner for businessmen might include an experimental novelist or a jazz musician. The Queen, when she came to Japan, was introduced to Sumo wrestlers as well as tea masters and captains of industry.
On tour, Fred took as much delight in talking to the cooks and the gardeners as he did to mayors and governors. The gardeners especially. A deep love of nature was something he shared with the Japanese. I never found a plant or flower that he was unable to identify. At the ambassador’s summer residence at Chuzenji, he cleared the paths for walking. Japanese visitors, invited for what they thought was a short stroll after lunch, would find themselves on a two-and-a-half- hour hike in the surrounding hills.Within the Foreign Office, Fred Warner was admired as an outstanding figure. Close to, I learnt to appreciate qualities beyond the knowledge, intellect and political feel he brought to the job He was endlessly curious and unfailingly courteous.
For a man who himself always had something interesting to say, he was an astonishingly good listener. As ambassador, what he did above all was to put Japan on the map in Britain. He opened many doors, but Britain in those days was not always able to exploit the opportunities. His personal friendship with the head of the giant trading company Mitsui, for example, played a part in the latter’s decision to import British Leyland cars. With the old-fashioned courtesy went an old-fashioned sense of honour. He turned down the job as Permanent Representative in Brussels in 1975 partly because of the difficulty of reconciling his personal commitment to Europe and the increasingly ambiguous attitude of the government of the day.Frederick Archibald Warner, diplomat: born 2 May 1918; Second Secretary, Foreign Service 1946-50, First Secretary, Moscow 1950-51, Foreign Office 1951-56; Charge d’Affaires, Rangoon 1956-58, Athens 1958-60, Head of South- East Asia Department, Foreign Office 1960-64, Ambassador to Laos 1965- 67, Minister, Nato 1968, Under-Secretary of State, Foreign and Commonwealth Office 1969, Ambassador and Deputy Permanent Representative to UN 1969- 72, Ambassador to Japan 1972-75; CMG 1963, KCMG 1972; GCVO 1975; Member (Conservative) of European Parliament for Somerset 1979-84; Chairman, Overseas Committee, CBI 1985-88; married 1971 Simone de Ferranti (nee Nangle; two sons, and one stepdaughter); died 30 September 1995..
Charles Hutton could trace his artistic inheritance directly back to the founders of the Arts and Crafts movement a century ago, William Morris, W.R Lethaby and C.R Ashbee. He was Chief Assistant from 1929 to 1936 to Charles Holden, who had himself been Chief Assistant to Ashbee from 1897 to 1899. That their names were so similar was coincidental; more important was their common membership of and devotion to the ideals of the Art Workers Guild, where both Holden’s and Hutton’s portraits can be seen, and where all of the above were at some time Master
Hutton was elected to the guild in 1951. He became Master in 1968 and also served as Treasurer, Trustee and Secretary, even continuing till 1988 as Honorary Architect. This was the centre of his artistic being, and his work reflected the guild ideals, straight from William Morris, of honesty, solidity and good design.
Hutton was born in Scotland, and he always upheld those Scottish qualities of honest endeavour, hospitality, and a liking for mixing with those of fellow mind, whether friends, fellow artists, or workmen on site. His father was an engineer, working mainly as a boiler inspector in the mills, and the family lived first in Sheffield, later in Glasgow, where Charles attended Bellahouston Academy, and then in Bolton, also Holden’s home- town, where Hutton first worked as Junior Assistant to R.H. Crook. He won a scholarship to the Liverpool School of Architecture, and while a student there won the competition for a First World War memorial at Rawmarsh, in Yorkshire, in 1926, graduating in 1928.
Later he taught at Liverpool, from 1936 to 1939, and also at the Architectural Association, in London.Hutton’s first job after university was in Paris in the office of C.H. Mewes, son of Charles Mewes who designed the Ritz Hotels, so his first direct influences were Beaux-Arts; but his most memorable job in France was to start the work for a house for the mistress of the perfume magnate Francois Coty. He had already returned to England before the project was completed by another, but this first visit to the South of France was the precursor of many in later life, and he retained a fondness for that country, preserved through many skilful pastels.Hutton joined Holden’s office in 1929, during the period when Holden was working with Frank Pick to revolutionise the image of London Transport. Hutton was directly involved with the design of several stations for the Underground, including Osterley and Arnos Grove. It was Holden’s practice to sketch an idea for each station which was then worked up by the assistant. In 1931 Holden was appointed architect to London University, involving the destruction of parts of Bloomsbury to build the Senate House. This building was detailed by Charles Hutton, who also drew perspectives of what was to be London’s tallest building. He was thus introduced to the preservation debate, the loss of Georgian Bloomsbury being the modern architect’s opportunity.

I used to feel a bit of a dragon sitting outside the old office barring people from speaking to Allan but now his desk is about six feet away from mine and people can see if he’s in a meeting or on the phone. It wasn’t long before he had the office walls knocked down to make the building completely open plan and the environment less formal and more friendly. People like myself who had worked for the company a number of years thought we might find it too noisy but, on the contrary, it’s great. He immediately asked to be called by his Christian name and it’s “jackets off” in the office now. When I was asked to work for him I was a bit apprehensive but we soon hit it off, especially as I heard that he was a fan of Paul McCartney. The only circum- stances in which this is a reasonable explanation is if you are already at the top of your pay scale – which, for most people, is unlikely. The bottom line is that there is always room for rewarding employees for their hard work.”. Finally, don’t accept the common excuse that the company is restricted by salary structures. If you are met with this response, there are three essential steps to follow, she says.”First, under no circumstances should you say: `Why?’ Rather, say: `What is it that you would need to see to give me the pay rise?’ Second, get this in writing so that in three or six months’ time, when you can prove you’ve met these demands, it will be harder for him or her to say no again. For instance, you may want to discuss paid travel expenses, a company car, the opportunity to work flexi-time, extra holiday allowance or private medical insurance cover. Mind you, while it’s good to compromise, “be sure that you never take no as an answer”, cautions Allcock.
“Be realistic,” warns Susie Heddon, an independent careers adviser. “The best way to achieve this is to research the market to assess what sort of financial packages your peers receive elsewhere. This may be difficult, but it can be done with the help of recruitment consultants. With facts and figures to hand, you’ll have an answer when your request is met with `What on earth makes you think we should pay that much’?” It is also important to bear in mind that there are alternatives to cash, she adds. After all, it will be in your interests not to ask for an immediate answer. Your boss may want to think about it, and with the proof of your improvements in black and white, you’re likely to get the best deal he or she can offer.”Timing is essential. Whatever you do, don’t catch the boss in a bad mood or when busy. Additionally, make an appointment so that he or she knows you are serious and that you can discuss the matter in private, without interruption.
One of the biggest problems for the secretary after a pay rise is judging how much money to ask for. Increasingly, for instance, secretaries pay to update their IT skills to make themselves more employable and these will inevitably have benefited your employer.”Run through these points in a positive manner and leave this information with your boss. “Point to some achievements or initiatives, or even just your ability to perform. Your boss needs to know that he is paying for something worth having.”Allcock suggests keeping all those little thank-you notes from grateful clients and colleagues as well as making a list of successful projects that you have been involved in and the skills that you have acquired. “Once you’ve worked out what you bring to the job that is deserving of reward, you have to sell it,” he says. “The second biggest mistake people make is being manipulative,” continues Williams. “A great many employees – particularly secretaries – who are after a higher salary go for job interviews at other companies.
