In 2005, SMG reported a 46 per cent rise in pre-tax profit to £20m with revenue 4 per cent ahead at £210m.Chris Masters, SMG’s chairman, thanked Mr Flanagan for an “outstanding contribution to the development of SMG in his 10 years as chief executive”. He survived a turbulent period in SMG’s history in the early part of this decade. During the dot boom, SMG went on a spending spree but massively overpaid for assets including Chris Evans’ Ginger Media, Heart of Midlothian Football Club in Edinburgh and the radio company SRH. The Government estimated they would have cost sellers about £650, although some industry experts claimed it would have been nearer £1,000.However, Yvette Cooper, the Planning and Housing minister, told the Commons yesterday the inclusion of HCRs – which would have accounted for most of the cost of a Hip – would no longer be mandatory. The move came after sustained pressure from mortgage companies, surveyors and estate agents who claim the industry would never have been ready for the planned implementation next June, and that Hips could endanger the stability of the UK housing market.
Hips were designed to speed up the house-buying process and to avoid duplication of surveys if a buyer pulled out of a purchase.They were to include all local and environmental searches, details of leases and planning permission applications, as well as a Home Condition Report (HCR), which would have comprised a basic structural survey and details of the property’s energy efficiency. The Government performed a massive volte-face on plans to introduce mandatory Home Information Packs (Hips) yesterday, backing down on proposals which would have forced sellers, rather than buyers, to pay for a survey. He’s a good operator with a fairly wide range of retail experience from a tough sub-sector but it would be a mistake to expect one man to turn everything around.”.

Each handsome seed was slim, curved and ridged in ochre yellow, but still they defied identification. Yet when I unscrewed the jar, the sweet and slightly aniseed aroma and then the woody, carroty taste revealed them as caraway. I once sowed a handful of caraway seeds in my herb garden which grew into pretty fern-leaved plants very like chervil; compared with the seeds the leaves had a muted caraway flavour but they went well with in a salad of young leaves. At the end of the summer the white flowers produced a crop of seeds which when dried replenished my kitchen supply.
Few people are indifferent to the flavour of caraway. But adored or loathed, it is an important spice in European cooking: German rye breads, Dutch cheeses and Austrian cakes would lose their true character without caraway seeds, and Hungarian food would be unthinkable without them – caraway is the essential spice in the national dish of paprika-rich gulyas (goulash).Now somewhat out of favour in British cooking, caraway seeds were once hugely popular: in Shakespeare’s time it was de rigueur to accompany baked pippins with a dish of the seeds; Elizabethan cooks also candied them to make digestive “comfits”.

Mix up well with a little milk, roll out very thin, prick, cut into shape, and bake in a quick oven.”The seeds can be used whole or ground to a fine powder – which is easily done with a pestle and mortar, or for speed with an electric coffee-mill, ideally one kept specially for grinding spices. To release the full flavour of the seeds, they should be heated in a lightly oiled pan over a high heat until they make a popping sound. Alternatively, caraway seeds are added early to the cooking liquid in a dish so that they soften in the heat.Winter dishes of braised vegetables such as cabbage, potatoes and onions are all flattered by the warm, musky flavour of caraway seeds.
The spice will also make an unorthodox but satisfying addition to colcannon – the Irish dish of mashed potato and boiled cabbage. And a rich, thick beetroot soup is all the better for a garnish of soured cream or plain yoghurt sprinkled with caraway seeds and chopped chives.For serving with grilled or boiled sausages – English, Dutch or German ones – I recommend a pan of diced dessert apple, cabbage and walnuts braised in cider and seasoned with caraway seeds.BRAISED APPLE, CABBAGE AND WALNUTSA well-tempered and sharply-sweet cabbage dish that reheats well. But Radio Democracy, the ironically named Hutu “Hate Station”, is still beaming its supremacist contagion into Burundi from across the border in Zaire.In this mountainous country of isolated rural communities with 80 per cent illiteracy, radio is a potent force for bringing people together – or for driving them still further apart. “We want to broadcast a message of peace and reconciliation, particularly to the young people”.Radio Umwizero, officially launched last weekend, aims to provide a beacon of hope in this deeply divided country, where extremists are all too ready to preach words of hatred and ethnic division. They call it Radio Umwizero which, in Kirundi, the language of Burundi, means Radio Hope.
For tonight, the station has recorded a special programme on Burundi’s cultural identity.”We never give air time to people who are going to spout politics,” explains Hubert Vieille, the French station head. At least 450 students have been jailed in the past two weeks.. But as he began to speak about “partnership” Mr Arafat was jeered by the crowd and some yelled “collaborator”, the most hated epithet in the Palestinian lexicon.It was a marked change from a scene only three months earlier, when Mr Arafat addressed an adoring crowd at the same site, days after the prison had been abandoned by Israeli soldiers redeploying from Ramallah. General Amram Mitzna, in charge of Israel’s northern command in 1982, says that in the first days of the war he remembers Gen Sharon saying he did not want the government provided with very detailed maps. He wanted them rather to be on “a scale so that the national leadership wouldn’t be able to see where the arrows were pointing”.A problem for Gen Sharon is that Menachem Begin, who died in 1992, was a national icon for Likud supporters, so he needs to show that he had good relations with him. For the same reason, he needs to pull his punches in criticising Benny Begin, who has inherited some of his father’s popularity.The best history of the invasion, Israel’s Lebanon War, by Zeev Schiff and Ehud Yaari, long ago concluded that Gen Sharon originally persuaded the cabinet to allow him to carry out a 48-hour, 40-km attack and that he then escalated it into an all-out war, using tactical developments on the ground as an excuse.They conclude: “Born of the ambition of one wilful, reckless man, Israel’s 1982 invasion of Lebanon was anchored in delusion, propelled by deceit and bound to end in calamity.”. West Bank university students protested outside the Palestinian authority prison in Ramallah yesterday, demanding the release of the hundreds of students and Hamas activists arrested in the past few weeks, while a mile down the road, Yasser Arafat was leading the first Palestinian Legislative Council meeting ever to be held in the West Bank.Speaking from an impromptu podium, the Palestinian President told the students he had come to them as soon as he heard of their gathering.
Its aims were to marginalise the PLO and end Syrian predominance in Lebanon. In both of these objectives it wholly failed.Likud, hoping to win some advantage out of the present government’s problems in Lebanon, does not want memories of the invasion revived.The scandal resurfaced because of Gen Sharon’s fondness for litigation, particularly against the press, which led him to sue the daily Haaretz for libel over an article, originally published in 1991, which said: “Menachem Begin knows very well that Sharon deceived him.”Other testimony in the case is also damaging to Gen Sharon. He quotes his father, whose political career was ended by the Lebanese war, as saying there was “no truth to the statements” made by Gen Sharonthat the cabinet had been informed about plans to go all the way to Beirut.Gen Sharon, who will hope for a senior cabinet post if Likud wins the election, called a press conference to rebut the accusations.He said: “For 14 years I have been hounded by this libel that I lied to Menachem Begin.” He says that the cabinet knew about his plans to send the army across a line 40km north of the Israeli border.There is more at stake here than an historical argument about what happened in Lebanon between 1982 and 1984 It was the least successful war fought by Israel. In the two years of fighting that followed, 600 Israelis and more than 11,500 people in Lebanon were killed, including 800 Palestinians massacred in the Sabra and Chatila refugee camps.The claim resurfaced this week – at a deeply inconvenient moment for Likud in the run-up to the general election on 29 May – when testimony by Benny Begin in a libel case brought by Gen Sharon was made public.

Did General Ariel Sharon lie to the Israeli prime minister about his plans 14 years ago to take the Israeli army all the way to Beirut? He denies it but the fact that it is made by the son of Menachem Begin, prime minister during Israel’s disastrous invasion of Lebanon in 1982, is reopening a feud in the right-wing Likud party, in which both men are leading figures.The dispute centres on the allegation by Benny Begin that Gen Sharon, then Israel’s defence minister, used permission for a limited incursion across the Lebanese border to launch a full-scale invasion. The collapse of the American- Israeli “peace process” is forcing Europeans to search for new policies in the region on the grounds that Europe will remain a neighbour of the Arabs long after the Oslo agreement is a dead letter.And if a new peace process must return to the principles of UN resolutions 242 and 338 – total Israeli withdrawal in return for the security of all states in the area – then France’s seat on the Security Council will give it a casting vote in the next attempt to end the Arab-Israeli conflict.. Nevertheless, today’s state visit has importance for both sides. The Hrawi-Hariri government has been isolated by the US travel ban – to be lifted if Lebanon will stop the Hizbollah attacking Israeli occupation soldiers – and France’s support for Lebanon is a symbol of the country’s continuing links with the West.Mr Chirac will address parliament, visit Mr Hariri and the Maronite Patriarch, Cardinal Sfeir, sign two financial assistance programmes, visit French UN troops in southern Lebanon and possibly express support for a French peacekeeping role here when – if – there is peace with Israel.In reality, it is the decreasing likelihood of such an accord that makes Mr Chirac’s visit all the more important. Less honourable missions have included that of a French ministerial bodyguard who turned out to have been smuggling weapons out of civil war Lebanon and the visit of Francois Leotard to General Aoun in 1989, a trip for which the newly-elected leader of the French centre-right UDF coalition was rewarded with a totally worthless Lebanese passport by the grateful general.Mr Chirac’s journey has been preceded by those of Philippe Seguin, the president of the French assembly, Herve de Charette, the Foreign Minister, and the former interior minister Charles Pasqua.

The risk of an imminent rise in interest rates receded yesterday after figures from Britain and America showed both economies weakening. But growth in Britain is still fast enough for the Bank of England to repeat its call for higher base rates. Another disagreement between the Bank’s Governor, Eddie George, and the Chancellor, Kenneth Clarke, is on the cards when they meet in two weeks’ time.
Revised figures for GDP in the first quarter showed that growth was weaker than first estimated.
It was the latest in a series of recent figures backing the Chancellor, who argued at his last meeting with Mr George that the economy was slowing enough without higher interest rates.”It is probably not enough to alter the advice the Governor will give, but if Mr Clarke was not persuaded last time he will not have changed his mind,” said David Miles, an economist at the investment bank Merrill Lynch.Separate figures on the US economy brought additional relief on the interest rate outlook. Last month saw the steepest fall in new orders for durable goods since December 1991, confirming the slowdown across the Atlantic and suggesting that US interest rates might not rise any further.Despite the benign international interest rate outlook, many economists reckon there will still have to be an increase in British rates later in the year ”The economy is still growing above trend. Most economists in the City said yesterday they expected the Governor to give the same advice as on 5 May, when it seems clear he called for a rise in base rates from the current level of 6.75 per cent.Steven Bell, chief economist at Morgan Grenfell, said: ”He will still say it would be prudent to raise rates, on balance.” Although most economic statistics published since the last meeting have gone Mr Clarke’s way, growth remains strong and the pound is still far weaker than at the start of this year.Few analysts expect Mr Clarke to opt for higher rates in June, even if the Governor’s advice is unchanged This was certainly the verdict of the markets. The gilts market soared yesterday and short sterling showed traders trimming their expectations of future base rates.A strong rally in US Treasury bonds after the release of the trans-Atlantic figures took gilts still higher.
