America got a taste of Formula One’s political reality yesterday when an intended pre-event celebration of its return to the United States after nine years’ absence instead saw the FIA president, Max Mosley, trenchantly dismissing threats to tobacco advertising, and delivering a hefty swipe at Silverstone’s prospects of holding the British Grand Prix beyond the expiration of its contract next year.
Reacting to suggestions that the British Government was now proposing to withdraw its planned extension of tobacco advertising for F1, Mosely said: “I don’t think it can be of any significance.
There hasn’t been any tobacco advertising in the UK for 25 years. A law made in the UK can only apply in the UK, so it won’t have any impact whatsoever in F1.”Hitting his stride, Mosley also savaged Silverstone. “It certainly wouldn’t hurt if in the UK we had a facility to the same standard as the Indianapolis Motor Speedway,” he said. “It is intensely embarrassing when people visit the UK and talk of staging a grand prix and then say they are going up to Silverstone to have a look and we say don’t do that, and give them another list of places to go.”I hope in the future that we do have a circuit of world-class standard.
But there is very much a question over Silverstone as a GP venue. It’s probably the worst circuit in the world from the point of view of the public getting in and out. The facilities there are very second rate and obviously need to be improved. The biggest problem is having pictures going all over the world of people stuck in traffic jams. Some took six hours to get there and never even got in.”By contrast the facilities at Indianapolis cannot fail to impress, the fact that no drivers had been able to experience the new F1 track prior to the weekend adding extra spice. Some drove it in their hire cars on Thursday, the more energetic walked it.
But for Michael Schumacher the only way to learn The Brickyard’s F1 track prior to the first practice sessions was to cruise round on his moped, stopping at regular intervals to inspect the surface and the plastic kerbs.Several drivers had hitherto fallen back on the time-honoured method of the computer game. Jenson Button, who was only 15 years old when he first watched an Indianapolis 500 race on television, admits that electronic wizardry helped. “But I kept hitting the wall, which actually was the fast way around,” he said.Button liked the circuit on his first acquaintance on Thursday “It’s interesting With the banked last corner, it’s quite strange. And there will be a temptation to go straight on the oval at the end of the main straight.”Heinz-Harald Frentzen led the drivers out when the circuit opened officially at 11am yesterday, but it was Michael Schumacher who immediately set the pace. The initial challenge came from Mika Hakkinen until his gearbox developed a problem, and then former Indianapolis 500 winner Jacques Villeneuve before Rubens Barrichello found his form in the second Ferrari.David Coulthard lasted only two laps before his McLaren-Mercedes ground to a halt with an electrical problem, and Giancarlo Fisichella became the first casualty after sliding his Benetton into a tyre barrier. The Italian was unharmed.During the afternoon’s second session Coulthard made up for lost time with the fastest lap, just ahead of Hakkinen and the two Ferraris.Schumacher liked what he saw, but said: “The banking wasn’t as impressive as I had expected, while the infield is so flat that it is difficult to work out the right line.”Button, fourth fastest in the morning and eighth overall, found his initial favourable impressions confirmed “It’s a good circuit,” he enthused.

What sport, above all others, embodies the fire of the human spirit? What sport combines more grit, guts, and gregariousness than Odysseus or Ulysses ever knew? What sport propels men, women, and children beyond their hardened limits and into the world of excellence and legend? Most of you, I’m sure, have already guessed the answer. He will challenge the other parties to think about whether one way is to say explicitly where the money would go, as the Liberal Democrats did in the general election with their 1p income tax rise for education; and whether another would be referenda on tax-raising proposals for specific projects such as the Channel Tunnel link. The usual gripe against the Liberal Democrats is that they can afford the luxury of raising such questions, because they stand no chance of dirtying their hands with power. ‘But I was really forced to recover quickly because I had to go out and prove a point every time I stepped out on to the track.’He is still doing that. Some MPs said waverers had been warned they would never be made a minister and could even be deselected. Despite the concessions floated by Mr Darling, cabinet ministers insisted that Mr Blair would not abandon his push to modernise the welfare state. “There will always be a hard core of Labour MPs who will oppose any change; we will press on,” one said. However, the Labour rebels included Frank Field, the former welfare reform minister, who condemned Labour for adopting the “deeply corrupting” means tests brought in by the Tories, and Tom Clarke, Labour spokesman on the disabled before the election, who voted against the party for the first time in 16 years as an MP.Mr Darling said later the Government would look at “constructive amendments” by the Lords but insisted: “We are determined to press ahead with our programme of welfare reform. We are targeting resources on those people who need it most, such as the severely disabled.”Parliament, page 8. THE NEW Poet Laureate, Andrew Motion, who promised to make the post “more political”, did just that on his first day yesterday, blaming the Government for controversially leaking his appointment. “I think it must have been Downing Street,” he said, “though I can’t see what’s in it for them Truly, I didn’t leak it.
We had the announcement all set up for next week.”
Speaking from Sydney, where he is attending a festival, Mr Motion said: “I was worried that Downing Street might leak news of the appointment. When I was told I was Poet Laureate and asked not to say anything, I did say, `You can trust me, but can I trust you?’”Inquiries suggest that the original leak did come from Downing Street. Officials at Number 10 may have been over-enthusiastic to show that in choosing Mr Motion, Mr Blair was not wedded to the idea of a “people’s laureate”, an accusation of trendiness for its own sake that had angered the Prime Minister.Newspaper reports of the appointment seem to bear out the accusations of government involvement: nearly all were by lobby correspondents.Yesterday the shadow Culture minister, Peter Ainsworth, said: “The leak was deeply insulting to the royal palace. It could only have come from Number 10 or the Department for Culture, Media and Sport.
I think it is despicable.”Despite the leak, Mr Motion appears to be looking forward to discharging his new duties. He added that he will write a poem to celebrate the wedding this summer of Prince Edward and Sophie Rhys-Jones.. NEW STRAINS emerged within Nato yesterday over the air war in Yugoslavia as the alliance said it would consider an Italian plan for a pause in the bombing. At the same time Nato was embarrassed again when an alliance jet blasted a hospital in Belgrade, killing four people The Swedish ambassador’s residence was also damaged. The blunder followed earlier accidental strikes on the Chinese embassy, a railway train and a refugee column in Kosovo.
Italy’s call for a pause in the air war would constitute a change of strategy. But the proposal by Massimo D’Alema, the Prime Minister, was welcomed by Javier Solana, Nato’s secretary-general, who said it was “not in contradiction with the position we have taken”.Mr D’Alema also attacked calls for ground troops to go in as “a totally useless exercise”. Some took this as a coded swipe at Tony Blair, Nato’s most hawkish proponent of a land campaign in Kosovo.Britain and the US are expected to oppose fiercely any plan for a pause in the air war, fearing Slobodan Milosevic will use the breathing space to regroup his troops in Kosovo.Until now the alliance has insisted that a halt to bombing can only take place after Serbia has withdrawn its police and troops from the mostly Albanian province. The Italian premier outlined his plan in Brussels.
The air bombardment would stop once the draft text of a UN resolution was agreed. During a visit to Nato headquarters he argued that a bombing pause could begin “at the moment we have an agreement” for the draft UN resolution with Russia and China. The Italian plan was expected to dominate discussions last night in London between Mr Solana and Mr Blair and the Secretary of State for Defence, George Robertson. While Italy and Germany are pushing hard for a halt to the Balkan war, Britain and the US moved yesterday to paper over reported differences in the approach to Belgrade. As the Foreign Secretary, Robin Cook, travelled to Washington for a show of Anglo-American solidarity on the air war, President Bill Clinton insisted US resolve was not wavering. “We will continue our military campaign until the [five Nato] conditions are met. I believe the campaign is working,” he said.Mr Clinton said signs of dissent within Serbia are beginning to mount, and cited reports of desertions by hundreds of Serbian soldiers and protests in the central Serbian town of Krusevac. There were no further reports of anti-war protests in Serbia yesterday.
But in a disturbing sign that internal repression is deepening, the government of Montenegro – Serbia’s junior partner in the Yugoslav federation – said the army had sealed off the republic from the world, taking control of all border points and pouring in troops. The liberal government of Montenegro has long feared it will be overthrown by Mr Milosevic.. THE GOVERNMENT will try to reassure the public today that genetically modified food and crops are safe after a day of confusion over its own policy on the technology. Ministers will try to regain the initiative after The Independent’s report yesterday that the Chief Scientific Adviser had called for a four- year ban on the release of GM crops.
Their problems were compounded yesterday when the European Commission announced a freeze on licences for modified plants after research showing that GM pollen can kill Monarch butterflies.Jack Cunningham, the Minister for the Cabinet Office, is expected to announce a tougher regulatory framework when he presents the results of a review of GM policy. However, he will leave open the possibility of “limited” commercial release of crops well before the end of a four- year programme of farm trials. The Tories and the Liberal Democrats seized on comments by Sir Robert May, the Government’s most senior scientist, that ministers could not contemplate agreeing to the commercial release of some crops before 2003 at the earliest.

After going 13-3 the previous season, Dallas felt like they could be on their way to a Super Bowl last year. They paid 200 Egyptian pounds (pounds 35) for tiny jars of “Elixir of Life”, “Hell’s Stone” or “Nerve Charger”, herbal potions to give to their men. Whether it is rounding and firming a young woman’s breasts – “better than a Wonderbra”, says Haj Ahmad – or boosting the sexual desire of a lover, he will find the right wasfah in one of his tiny mahogany drawers. None of them has a label; knowledge of the contents is a secret passed from father to son.The women queuing in this medieval setting shielded their faces behind Gucci-style handbags, fashionable sunglasses, and silk scarves – more to conceal their identity than because of Islamic modesty. For the past 1,000 years, they have dispensed their potions here to seekers of beauty and romance.
“That blue pill is bad for the heart and the soul, but our wasfah [a herbal prescription favoured by quacks] has worked miracles for hundreds of years.”"There is a black market for Viagra in Egypt,” said Nabil Sharbawie, a fertility specialist, “but most Egyptians go to attarin quacks for herbal alternatives.” There has been a sudden rush to their shops in the narrow alleyways of Al-Guhria, the medieval quarter of east Cairo celebrated in the novels of Naguib Mahfouz, Egypt’s Nobel Prize winner for literature.Air-conditioning units are beginning to displace the slow ceiling fans batting the warm air, but in the attarins’ establishments there are few other concessions to modernity. “Behave yourself, Haj,” she said, playfully smacking the old man on his shoulder “I am only here to buy mughat for my sister- in-law. She has just had a baby.”The shop owner ordered his assistant to give her two ounces of the herb, but added: “Take a green jar for your husband, then praise Allah, and thank me.” This brought more giggles from the line of women; they all knew what Azzizah, just like them, was really after.Viagra has been banned from sale in Egypt by the health ministry, generating a dispute with pharmacists who claim to have lost pounds 50m-worth of sales to black-market importers and attarin (herbalists) such as Haj Ahmad “Thank Allah,” he said. “Who needs the American blue pill?” said Haj Ahmad with a wink, using the Egyptian slang for Viagra. Pointing to the hundreds of multi-coloured jars and bottles climbing in dark mahogany cabinets to the ceiling of his tiny shop, he went on slyly: “We have what blessed your mother and grandmother, making them roll in happiness for many nights.”
The woman blushed and frowned, before being infected by the giggles spreading down the queue. But for most expatriates in their audiences, it was a week with very little satisfaction.. HAJ Ahmad Batrawi sat puffing on his narghile (water pipe), grinning at Azzizah, a woman in her thirties who was queuing in front of his herb and spice store.
However hard they try, this goal looks more and more elusive. For Muscovites, one dream was fulfilled last week: the Rolling Stones finally played in their city. For many, these problems have been exacerbated by conflict with Russian partners. At the restaurants favoured by Western businessmen in Moscow, the talk last week was not just of financial losses. Most of the investment to date has been in the oil sector, where the oil majors have sought to position themselves in the world’s third largest oil producing nation For most, it has been a gamble that is yet to pay off. Doing business in Russia is about being part of the creation of a modern democratic capitalist system. People have bet their careers on the belief that Russia will succeed, and that they will be able to contribute to this as well as to benefit from it.Now, even the most stalwart optimists are having their faith tested.
The Palestinian leader must have known what the likely consequences of this were going to be.On the other hand, he did not have much choice. Mr Arafat’s ability to survive political disasters is due to the fact that he never moves far from the mainstream of Palestinian public opinion. Over the last year there were no suicide attacks for two reasons: Hamas was savagely repressed by Mr Arafat’s security men, and ordinary Palestinians were against more bombs After Har Homa this changed. Danny Rubenstein, an acute observer of Palestinian politics for the daily Haaretz, says: “It wasn’t Arafat who gave Hamas the green light, but the broad public in the West Bank and Gaza, which urged Hamas to take action.”This means that the Palestinian leader’s position is stronger than it looks. If anything goes wrong – and Gaza and the West Bank are currently sealed off by Israel, crippling their economies – then it will be because of policies that most Palestinians supported. Mr Arafat’s position is also sustained by a certain balance of power, though deeply unstable, between Israel and the Palestinians.
Israel clearly has military superiority, but after the start of the Intifada in 1987 it had difficulty in holding on to the occupied territories in the face of Palestinian resistance. Israeli desire to end this confrontation produced the Oslo accords.Once its troops had left most of Gaza and the main population centres of the West Bank in 1994-95, Israel had no choice but to rely on Mr Arafat for its security. The only alternative would be to reinvade the Palestinian enclaves. But this would mean a much wider war, with heavy Israeli casualties. There is no consensus for such a prolonged confrontation in Israel. Mr Netanyahu did not win the election last year by promising to tear up Oslo.
Instead his winning slogan was “peace with security”, and a pledge to voters that this could be achieved without substantial territorial concessions to the Palestinians. Many of Mr Netanyahu’s problems stem from his attempt to deliver on his electoral promises. He says that he will not accept a Palestinian state, but envisages something more on the lines of Andorra (this ignores the fact that Mr Arafat already has 40,000 men under arms). This Palestinian state of Andorra will be a peculiar place, capable of stopping everybody from Hamas suicide bombers to rioting schoolboys, but otherwise happy to exist within the boundaries of impoverished cantons, bisected by Israeli settlements and roads. The previous Israeli government realised that they could not have their cake and eat it Mr Arafat was never going to be their tame policeman Nor would he have lived very long if he had tried. Optimists in Jerusalem comfort themselves with the thought that Mr Netanyahu has no alternative to Oslo.
They are probably right, but there is little sign that he knows that. Instead he has stopped the peace process at a fatal half-way house so neither Israel nor the Palestinians fully control the West Bank. And as friction between the two increases, the way has inevitably opened for the return of the suicide bomber.. There was a glimpse yesterday of a different, older, grander, Conservatism. The bright young suits at Central Office admit freely to having echoed their predecessors of a generation ago with a souped-up version of the slogan which helped Harold Macmillan to a landslide in 1959 “Britain is booming. Don’t let Labour blow it,” is a conscious translation into Saatchi-ese of “Life’s better under the Conservatives.
Don’t let Labour ruin it.”
The 1997 slogan is not risk-free. It uses a dangerous word; research shows that some voters, invited to free associate about the word “boom” in the manner of TV game shows, automatically come up with “bust”. It requires the same electors who were told that the recession was caused by world factors beyond the control of the British government to believe that the recovery is entirely of that same government’s making. It starkly exposes the fact that the tax argument isn’t what it was in 1992: the Tories cannot promise to reduce the overall tax burden in the lifetime of the next Parliament any more than Labour can.

Reid said he was fine to play and Gundy told him that he had been moved to the back-up behind Robinson.Reid was astonished, especially after the successful 2006 season. He threw 24 touchdowns and only 11 interceptions. He added 500 rushing yards and ranked 16th in the national QB rating. He was even a semi-finalist for the Davey O’Brien Award.Despite his previous season’s achievements, he was benched after just two games.Gundy’s decision didn’t exactly give him the results he was looking for, as OSU was beaten 41-23 the next week against Troy.Writer Jenni Carlson wrote about how Reid wasn’t strong enough, and that he was being coddled by his mother. The article enraged Gundy. The coach refuted the article in amemorable tirade. Everybody thought that Gundy was a great coach and was defending his player.Reid, the very man he was trying to defend, knew the truth.”Honestly, the way I took it, I felt like it was all a front,” Reid says “That it was all a big show. It didn’t feel genuine.”Reid spiraled into depression.”He’d tell me, ‘Bro’, I cry myself to sleep almost every night,’ ” says fullback Jack Johnson. It didn’t help that after the Troy game, Robinson was playing like a man possessed, throwing for 23 touchdowns and rushing for 847 yards. It also seemed that Gundy was toying with Reid. In a game that Robinson suffered a minor injury and didn’t finish the game, Reid came in and went 6-9 with 72 yards. A good job, but he was put back on the bench the next week. The ultimate humiliation was against Nebraska.
With 35 seconds to go and the game well in hand, Reid was sent in to knee the ball, and only to knee the ball. OSU fans, that’s right, fans of the very team Reid was playing for, mocked him, yelling, “Hey Bobby Reid, we don’t need you now! Game over!” He knew he would never play at Oklahoma State again. He planned to sign up for the 2008 Draft, but received a call from Texas Southern Head Coach Johnnie Cole asking him to come play football for them. They were 0-11 and Reid had nowhere to go.Reid loved the idea and decided to transfer to TexasSouthern for his final year ofeligibility, and Cole loves the idea.”I’ve coached a lot of ‘em, including Tarvaris Jackson, and Reid’s special,” Cole says “I think he’s going to be a first-day guy in the 2009 draft. If he’d left this year, he’d have been just a guy, so I think his decision to come back made him a couple million He’s got his swagger back You should see that arm. The players are already following him.”The man that built himself in southern Texas finds himself just there. He was the next Vince Young, now we’ll finally get to see if he can live up to the hype. There will be no quarterback controversy here, and I pray that Reid gets back to the form that made him one of the top quarterbacks in the nation. ”You can try to knock me down, but I’m standing on my feet strong.”I’m Joe W. Quotes and information was taken from ESPN .. NEW YORK (Reuters Health) – Athletes with lingering post-injury hamstring stiffness may improve hamstring flexibility more through static leg extension and hold stretches, rather than leg stretch routines that involve gentle swinging. HealthHamstrings, positioned along the rear outer side of the thigh muscle, help flex and rotate the leg. Decreased hamstring flexibility may lead to hamstring strains during physical activity, note Professor Kieran O’Sullivan and colleagues at the University of Limerick in Ireland.Previous hamstring stretching studies have not specifically assessed people who’ve largely recovered from a hamstring injury but who continue to have stiffness and reduced flexibility. Dynamic stretching involved 3 sets of slow forward and back, knee extended leg swings.Aerobic warm-up alone and post warm-up static, but not dynamic, stretching significantly increased hamstring flexibility.
The combined warm-up and static routine was particularly effective at improving short-term flexibility among participants with residual stiffness from previous hamstring injury. However, “it is not a simple question of static equals good and dynamic equals bad,” O’Sullivan said, citing prior clear evidence of benefit from pre-participation dynamic stretching. He and colleagues, therefore, suggest continued investigations in larger injured and uninjured groups, to confirm the benefits conferred by each type of stretching.SOURCE: BMC Musculoskeletal Disorders, April 2009 Health. The Cincinnati Reds came into the night of the doubleheader against the New York Mets desperate for a win. They had the struggling Bronson Arroyo stepping up on the mound to face off against another struggling starter in Mike Pelfrey. Arroyo started off the game solidly, striking out the side in the first inning, and never let up until he was taken out of the game after the eighth inning. Arroyo tallied a total of nine strikeouts to go along with only two walks.
What we have managed to create is an unusual balance between relevant work experience and personal care and attention.”For many youngsters, the more academic parts of the National Curriculum are irrelevant, say experts. “Every one of the lads who has passed through Revitalise has found the vocational element of the course useful,” said project leader Trevor Blackman. “Who, on the face of it, is going to give work to kids with a history like that?” asked Michael Grier of Tate & Lyle, one of the biggest employers in the London borough of Newham. “Yet if you look a little deeper, you can see there are a range of behavioural, social and family factors contributing to the problem. As a local business, we want a thriving community around us and we feel we can contribute something towards achieving that.”Tate & Lyle lent its in-house photographer to the project in the start- up phase and, in a less direct way, its mentoring and literacy projects, mock interview training, help with filling in application forms, visits to its Beckton filtration plant and book donations to Newham schools are having a beneficial, long-term effect on educational standards in the borough.Mowlem, meanwhile, provided an instructor at its national training centre in Beckton to teach the boys bricklaying.
“The work I did at Revitalise was more relevant than a lot of the National Curriculum. It has helped me prepare for getting a job.”The parts played by Tate & Lyle, Mowlem the builders and the Docklands motorcycle project have been vital to the project’s success. Meanwhile, a liaison officer between school and programme helped to re-integrate Marc into full-time education and provided an essential sense of continuity.”I am doing better in class and enjoy the work,” said Marc, now back at school full-time. The project has multi-agency backing from local groups such as Newham Education Business Partnership and the London East Training and Enterprise Council. For a few hours each weekday, Marc learnt the rudiments of bricklaying, music and information technology, motorcycle maintenance and arts and crafts. More than 100,000 are temporarily excluded.
But, paradoxically, Marc was thrown a lifeline because of his exclusion.
While attending school on a part-time basis, he joined the Revitalise project, in which disaffected pupils – all but one of the 54 is male- get vocational training under the auspices of Newham’s youth and community service. It’s a story all too common in today’s inner- city comprehensives as police, educationalists, youth workers, employers and the Government’s social exclusion unit know only too well. The number of pupils permanently excluded from school for disruptive behaviour and repeated truancy has been rising steadily. Nationally there were 13,500 in 1996-97, up from 11,100 in 1994-95. Some 40 per cent of robberies are committed by 12- to 16-year-olds and 5 per cent are committed by children in school time.
In a desperate finish he held off My Best Valentine, who raced down the centre of the course and whose rider Ray Cochrane raised his whip in premature triumph as the horses flashed past the post. But you also have your pride, and you don’t like making a fool of yourself.”
Danetime overcame the traditionally unfavourable low draw in the six- furlong cavalry charge, the bias against those of his age-group, the disadvantage of having nothing to race against in the final furlong and lack of cut in the ground. But the former bookmaker, now a Monaco-based tax exile whose financial wizardry includes some fearless tilting against his old colleagues, said: “It’s not really the money that counts, it’s being right, vindicating your judgement Everyone has an ego and that can ruin you. Danetime started 5-1 favourite and Tabor admitted to landing a shade over pounds 200,000 in bets. Pride came after the fall this time.
Danetime, narrowly beaten in the Wokingham at Royal Ascot, recouped losses here yesterday in another of the season’s ferocious betting heats, the Stewards’ Cup. It was by only a neck that Pat Eddery forced the three-year-old home, but it was enough to allow the owner Michael Tabor to raise both his head and his bank balance. And, Athens be warned, Jonathan Edwards is heading for the Olympic Stadium in a dangerous mood “I feel like a caged lion waiting to get out,” he said Britain’s wounded world champion is ready to pounce.. Maybe I shouldn’t have been walking around holding the trophy above my head.”It would be no laughing matter if the vicar’s son with the choir boy’s face found himself trapped in the same situation again this Christmas. But I went on my own, in a tracksuit, two days after I’d won the BBC Sports Personality of the Year award Obviously I couldn’t have been any more visible…
You know, you can only write so many times that I look like 12 years old, that I’ve got a choirboy face and that I’m a vicar’s son.”The cherubic 31-year-old collapsed into a laughing fit. He did so again when he was reminded that he’d confessed to feeling not so much like his stereotyped image as “a monster with two heads” after venturing into Europe’s biggest shopping mall, the monstrous Gateshead Metro Centre, at the height of his fame.”The thing was I was stupid,” Edwards reflected “I had to get a Christmas present for my wife, Alison. Even if I’d jumped as well as I did in 1995 it wouldn’t have created the same interest. “It felt like people would pursue me to the ends of the earth last year, whereas this year I’m obviously not such a big story It was always going to be that way You’re not always going to be in the limelight.
Last Monday, when he fronted the launch of Gateshead’s Bupa Games, just the one man from London joined the local press corps to talk to him.”I much prefer it this way,” Edwards said. Japanese television and newspapermen from Italy, France and even the United States crowded into a Tyneside hotel to attend a press conference announcing his sponsorship deal with Puma in February last year. Last year I was hoping I was going to go and win the Olympics without really being convinced that I could, whereas this year I believe I can go to the World Championships and jump well and have a good chance of winning.”There is little doubt that Edwards is more at ease with the world, and with himself, than he was a year ago. I’ve got a healthy anticipation about it.”My focus has not so much been ‘I’m defending champion and everyone expects me to win’ as ‘Is my heel going to be alright?’ And that has just sort of eased the pressure valve a little bit. I just haven’t wanted to take any risks.”If it does hurt in Athens it won’t stop me I’ll have to be carried off on a stretcher But it’s not going to be like that I don’t think it’s going to be a big problem In fact, I think it might well work in my favour I’ll be fresh, very hungry and very motivated. It does still hurt a little but it hasn’t stopped me from doing my normal training If I’d had five weeks of inactivity it might be different But I haven’t I’ve just missed three or four competitions; that’s all And I know I can jump on it The problem happened in Munich, the week before Sheffield I still jumped there, and I jumped well.
The department is one of the first in the country to undergo the Government’s new assessment process, revised after complaints from universities that the old system was unfair. It will be graded on its teaching and quality of provision against its own written aims and objectives. The final report will be published and could – depending on the outcome – affect student recruitment. The assessors have gathered in a private room in a separate building on campus. They have all read the university’s self-assessment of its provision and based on this are concerned about the resourcing of the library and the role and support given to part-time staff.Professor Bill Plumbridge, the chief reporting assessor, briefs the team of three subject specialists from other universities, a Russian expert from the BBC and a trainee reporting assessor, Dr Andrew Dawson of St Andrews University.”The motto is: if it moves, talk to it, if it doesn’t move, count it,” says Mr Plumbridge, professor of materials at the Open University. There follows a frantic schedule, observing lectures, inspecting student essays, projects and exam papers, together with provision of information technology, language laboratories, library resources and the careers service. In-depth interviews are conducted with students, staff and senior university officials.
Meetings and report writing go on late into the night.Professor Plumbridge is a veteran of 15 assessment visits.”This is about peer review, which is crucially important,” he explains. “We are all from academia, so we do understand about difficult students and resourcing constraints. We are looking for good teaching practice that can be passed on, and areas where improvements can be made.”The four specialist assessors, one man and three women, are new to the process. They are sensitive to the point of insisting that neither they nor the institutions where they work can be named One of them says the assessors are under pressure, too. “We feel a great responsibility for the final report and its impact.”Their reluctance to be identified may also be due to the fact that teaching assessment in universities has been dogged by controversy since it was first launched two years ago.
Supporters insist that it has brought good teaching practice to the fore. However, many universities and their staff have bristled at the intrusion. They say both the money and academics’ time could be better spent.Under the old system, universities submitted self-assessments to the funding council, upon which a decision to visit was based. Under the new system every department is visited on a subject-by-subject basis. Previously, they were classed in three broad bands: unsatisfactory, satisfactory or excellent. Now they are given grades from one (the lowest) to four in six core areas: curriculum design, content and organisation; teaching, learning and assessment; student progression and achievement; student support and guidance; learning resources; and quality assurance and enhancement.
The changes are intended to make the critique more rigorous and specific.By the end of the second day, the assessors between them have sat through and given feedback on 20 lectures. They have been watching not just the teachers’ but also the students’ reactions. On the whole they are impressed, making only minor criticisms. The staff insist the experience of having a stranger in class was eased to an extent because the university already operates internal quality examinations across departments.Cynthia Marsh, senior lecturer in Russian Language and Literature, says: “I forgot my assessor was there When you are teaching, your concentration is enormous. There were points when I thought, oh my goodness, what is she thinking? But only momentarily. In a sense you realise the students are assessing you all the time.”The students give their department a glowing report, although they identify a weakness with the arrangements for the year abroad. It is a variable experience, depending on where students are sent, they say.
