It is a mark of the Government’s jitteriness on issues of this sort that Geoff Hoon, the Defence Secretary, at first asserted that the pollution was no worse than “two bonfire nights”, only for the Department of Health to confirm that it was launching an urgent investigation into the effects of incinerating dead cattle. Michael Meacher, the Environment Secretary, later said there were risks associated with every means of disposing of the carcasses, and it was up to the people on the ground to determine which was the least undesirable method in each case. This won full marks for honesty, but the whole episode demonstrated that when it comes to obtaining and using scientific advice, joined-up government is still a long way off.From foot and mouth to depleted uranium, mad cows to genetically modified food, ministers and officials are more and more reliant on scientists to tell them what to do. Figures such as Jim Scudamore, the Chief Veterinary Officer since 1997, are suddenly on our television screens every day (before disappearing equally rapidly when the spin-doctors decided he was not on-message enough).

David King, the new Chief Scientific Adviser (CSA), Hugh Pennington, who advised on E. coli, and Sir John Pattison, who chaired the BSE advisory committee, have all had their turn in the limelight. It is very insidious.”The culture clash between politicians demanding straight yes or no answers and scientists insisting that it is not that simple is age-old. But the BSE controversy convinced Sir Robert and many others that things had to change.

But at these levels the difference is not significant in terms of the size of GUS. People might be concerned if they paid more than $37.”Mr Thomas said the implications for the Argos deal were unclear.

GUS responded with its own writ claiming ABI had no right to interfere.Analysts said the complications were not ideal for GUS as the company is also embroiled in a pounds 1.6bn hostile bid for Argos.Ashley Thomas at SG Securities said: “GUS won’t want to look like it is getting into a bidding war. Sir Ernest Harrison, Racal’s chairman, has already twice pulled off the trick of releasing value from the company by demerging mobile operator Vodafone and security group Chubb.Persistent bid chatter and expectations of good first-quarter figures, due out next week, pushed Vodafone 9p higher to 602p.General Cable firmed 6p to 155.5p on suggestions that rival cable operator Telewest, 2p better at 94.5p, was about to table a pounds 600m bid for the company.
