While the leading lady’s voice-over narration was straight out of the Mae West school of double entendres, Ryan didn’t utter a single line, even when playing a nonsensical game of tennis in a scene reminiscent of Jacques Tati’s Monsieur Hulot’s Holiday.

I wonder if this major-league clout explains the rather play-safe nature of Allen’s latest offering. For one thing, it transports him way back to the time of those “early, funny” pictures he once affected to despise; Small Time Crooks has more in common with the slapstick comedy of his debut Take The Money and Run (1969) than with the pungent domestic dramas of Husbands and Wives and Deconstructing Harry. For another, he casts himself in a more ingratiating role – as a one-time convict and full-time criminal bungler – than his trademark intellectual malcontents and whiners.
Was it a deliberate move on his part to steer clear of anything that might possibly offend his new distributors?He doesn’t seem to have exercised the same consideration towards his fans. The first sight we get of Allen in this movie he’s wearing a regrettable pair of denim shorts, and later will spring even nastier sartorial horrors on us (Check the tuxedo with gold-trimmed lapels). He plays Ray Winkler, an ex-con who’s always devising get-rich-quick schemes which his manicurist wife, Frenchy (Tracey Ullman), wearily dismisses. “I’m going up on the roof,” he says sulkily after their latest argument. “Don’t jump,” she replies, “you’re too valuable as a dishwasher.” Eventually Ray persuades her to front a cookie store while he and his nefarious companions – Michael Rapaport, Tony Darrow and Jon Lovitz – toil away in the basement digging a tunnel into the bank along the street. As Ray boasts, he was known as “the Brain” in prison, and is put out when Darrow quietly informs him, “Ray, they were being sarcastic.” What with bursting a water main and reading their map upside down, the bank job is added to the list of Ray’s miserable failures.Frenchy’s baking, on the other hand, is a hit.
Her cookies are soon selling like, well, hot cakes, and in next to no time she and Ray are operating a nationwide franchise. Their new-found wealth buys them a fancy uptown apartment, which Frenchy transforms into a nouveau riche temple of gold and leopardskin. But she isn’t content merely to take the money and run – “We got no class,” she laments to Ray, and applies to an English toff, David (Hugh Grant) for a crash course in cultural development. The spirit of Judy Holliday and Born Yesterday is at work here, and Allen slips some light comedy through the gap between aspiration and actuality. While Frenchy is eagerly scrambling up the social ladder, Ray hasn’t taken to their “hoity-toity” lifestyle one bit.
She wants to eat pheasant and snails, he wants a cheeseburger. As a Strauss waltz booms away, he winces: “Can we change the music? I feel like I should be wearing a wig.” He prefers the old life of poker, take-out Chinese and late-night screenings of White Heat, and he finds an unlikely companion for it in Frenchy’s toweringly dim cousin (an inspired Elaine May).The film crackles in this middle section, even if there’s a whiff of condescension in Allen’s take on his arriviste couple. Sometimes it’s very funny, as when David points out Henry James’s former residence “Who?” asks Ray “The band leader, stupid,” snaps Frenchy In other ways, it feels mightily false. Allen never convinces as a blue-collar New Jersey crook, and the kvetching tone he uses with his wife leads him into some bizarre locutions: “I’m gonna slam your head off,” he warns Frenchy, who happily ignores him. Ullman is more comfortable in her part, though she too is rather betrayed by a galumphing (and unconvincing) display of vulgarity when she takes a call on her cellphone amid the hush of a Venetian chapel.It’s odd, because Allen is usually such an acute observer of boorishness: I still smile to think of Sean Penn’s wonderful turn in Sweet and Lowdown as the bumptious jazz guitarist – a classic Portrait of the Artist as a Rat. Penn’s performance was funny, but it was also moving, because the script allowed him to suggest a whole lifetime of neglect and self-loathing. Here, even allowing for the lighter tone, we get no sense of Frenchy and Ray having an inner life, or even a life previous to the story.Even the old standbys of slapstick look shaky.
In a later sequence of the film Ray turns up at an old-money soirée intending to steal a necklace from an upstairs safe. His efforts to ascend the staircase unnoticed are foiled three times, and each time it’s a little bit more laboured than the last. Farce needs to fly by to be effective; this practically hobbles. It also suffers from perhaps the weakest ending to any Woody Allen movie I’ve seen, a hurried bit of business that suggests either he ran out of time or else lost interest and wanted to wrap it up fast.So it’s a disappointment, but that’s no reason to despair.
