Decoding the genes which control human physical growth is an exciting story but

Decoding the genes which control human physical growth is an exciting story, but it is like the adventures of the early European explorers as they discovered “new worlds”. They drew new maps and found out what shape the world was, and they came back with tales of strange plants, creatures and human cultures. But they had no idea how their discoveries might be exploited.
Thus it is with this voyage of discovery into the inner secrets of human cell biology. The competing teams of scientists have drawn a map of the whole thing, but with quite a lot of parts marked terra incognita still, and it will be up to their successors, and to the equivalent of traders, missionaries and settlers to make sense of the discoveries. What we do know already, however, is that the popular fears of genetic determinism, of cloning and of the creation of “designed” human beings, have been confounded by the complexity of the picture uncovered so far.

The unexpectedly small number of human genes – about 30,000 instead of 100,000 – should have an important effect.Today’s findings suggest that not all genes operate in the simple deterministic way first modelled by Gregor Mendel in 1863 – the idea of dominant and recessive traits for things such as hair and eye colour. Human development is controlled by more complicated interactions between genes, between genes and chemical “switches” which turn them on and off, and between genes and the environment. The idea that there is a gene “for” this or that, whether it be homosexuality, aging, criminality or intelligence is far too simple. That should be an important corrective, both to those scientists tempted to over-claim the significance of their work (or, more fairly, to those journalists reporting their findings) and to those anti-scientists who want to stop the adventure of discovery and get off. Those who accuse scientists of “playing god” should realise that the more scientists find out, the more they know that they do not know. Just as the early explorers discovered that there were whole continents between them and the Indies, and just as nuclear physicists keep finding smaller and more fundamental constituents of the atom, now that biologists have “decoded the secrets of life” they find it consists of further layers of riddles wrapped in enigmas. As Sir John Sulston, the former director of the Wellcome Trust’s genome research, said, understanding the information unveiled today “requires tens of thousands, hundreds of thousands, of good minds looking at it in an unfettered way”.That was a none-too-subtle dig at the American private-sector rivals to Wellcome’s state-sponsored research. But it is undoubtedly the case that the profit-driven competition has speeded up the whole process. Competitiveness is healthy, but so too is collaboration, and fortunately both motives are deeply embedded in the modern scientific culture.

If Craig Venter’s ambitions to make money from the enterprise did threaten open scientific enquiry, they have been thwarted, partly by the response of political leaders. The joint initiative of President Clinton and Tony Blair in June last year unambiguously asserted the public interest in both countries and beyond in the findings of genetic science. But the greater guarantee of scientific openness is the sheer complexity of the way genes work: tiny parts of knowledge might be captured, briefly, and exploited for profit, but understanding enough to achieve breakthroughs in treating diseases requires a great collaborative effort across the world. The platform for that advance has now been constructed.. It is not hard to picture the scene. During the election campaign, Tony Blair will enact the same pantomime of weary exasperation on display at last week’s Anglo-French summit when confronted with tiresome questions about Peter Mandelson.

People talk about genes as “blueprints” for grown-up organisms. But if they were blueprints, we wouldn’t need to go to all this trouble to discover them. With a blueprint, you always know which bit of the plan corresponds to which bit of the building. Genes, as Richard Dawkins first pointed out, are more like recipes. If you change them, you change the outcome, but not in predictable ways.

What is more, the ingredients in a recipe can be combined in different ways for different results. Without the cooking instructions, you know only half of what you need. The point of all this is to point out what all the researchers know: that genes themselves are no more interesting than Hittite vocabulary. What is interesting and difficult is how they are used by the cells around them to make the proteins that everything else is made of. Complete understanding of that is some way off, even with the worm; discovering that we have only 30,000 genes just means that they must interact in even more fiendishly complex ways. But, luckily for medicine, we don’t need to understand something completely in order to understand enough to fix it.acb dial.pipex . But then the public poured in, 355,175 over three months, until Seeing Salvation at the National Gallery became the most visited exhibition in Britain last year, and the fourth most popular in the world. This little fact, published in The Art Newspaper’s annual survey of exhibition visitor figures, may not surprise Mark Jones, the new director of the Victoria and Albert Museum. It will probably, however, come as a shock to Chris Smith and the Department of Culture, Media and Sport (DCMS), where there is one, simplistic idea of how the museums should be run They must be accessible and inclusive. By these criteria, Seeing Salvation would never have happened. Now all the collections in our museums must be appealing to everyone and comprehensible by everyone – or else! And the threat is a very real one. The funding agreements between the Culture Department and the national museums now include very precise targets that they are expected to meet this year, and if they fail the Government may feel justified in freezing or cutting their budgets. Thus the Victoria and Albert Museum is expected to attract 12 per cent of its visitors from the ethnic minorities and 16 per cent from C2, D and E socially-excluded groups. It must get 1.5 million website visits, loan 250 items to UK venues and 45 to foreign ones.

As the erstwhile enfant terrible of the ENO, David Alden famously split the house by turning Tchaikovsky’s `Mazeppa’ into a chainsaw massacre. “All I Wanna Do” is impressively resurrected as southern boogie and Crow rides home triumphantly with the country gospel of “I Shall Believe”, a brief snatch of The Who and a promising tight new rocker, “It Don’t Hurt”.A change would do her better.. Crow gives her band a sideways glance but has the grace to put some fire into what remains of her performance. An element of football’s enduring appeal for its followers will always be its changeability – this could be our year; ah, well, there’s always next time. Probably no fixture illustrates better how fortunes can turn around, for better and worse from one season to the next than tonight’s Champions’ League match between Juventus and Manchester United in the Stadio delle Alpi in Turin.
At the beginning of last season, United were thoroughly outclassed by Juventus, fortunate indeed to be only a goal down after a torrid first half. With enigmatic timing and the uncanny presence of Stepford fans, this surge forward – undertaken rather as an appeal, it seems, than in support of their heroine – finally kickstarts the evening. In a trickle at first and soon in their hundreds, those sitting at the back of the National Indoor Arena politely sweep past the protesting stewards and make their way into the stalls.

As if to make it unequivocal, Crow’s 1996 album shed the vestiges of its predecessor’s crispness and indulged Crow’s eye for frazzled low-lifers.It comes as no surprise then that the languorous on stage tonight seems to be living the “Eat sleep lie die record label” life she once declared was too high a price to pay for stardom. Sluggishly alternating between guitar, keyboards, mouth organ and accordion, Crow thoroughly bemuses an enthusiastic audience by ploughing through her second album on auto. It’s hard to tell who’s being more encouraging though, the thirtysomething men who’ve come to bathe in Crow’s laid back charms or the nieces they’ve brought as a handy pretext. Then, halfway through “Everyday is a Winding Road”, Sheryl’s well-behaved Birmingham fans do something quite extraordinary. By far Crow’s most upbeat track, in fact, “All I Wanna Do” lightened its melancholic lyric with irresistible guitar hooks, in the process drawing ears from “What Can I Do For You’s” portrait of music executive sleazeballs and the plaintive stoicism of “We Do What We Can” and its dead end jazz player. This is, of course, a rock-and-roll truism as is her antagonism towards the music press: early media probing busied itself with the bitter fallout of the first album’s complex joint writing credits and her alleged fling with Eric Clapton last year. It was, nevertheless, startlingly frank of Crow to admit in recent publicity to being lonelier now than she’s ever been.

Compare that then with her recent frantic mugging: , Tommy Hilfiger girl; , National Lottery Show celeb; , James Bond diva. Quite what audience she feels she’s reaching by associating herself with WASP preppies Mr Blobby and Shirley Bassey is anyone’s guess. If there is reason behind Crow’s gruelling but muddleheaded networking schedule, “Factory Girl”, the song which the Crow and her band take first to the stage every night provides dim illumination. The Rolling Stones’ paean to toiling, downtrodden women both illustrates the canonical rock tastes of a songwriter imbued with the PR free ideals of the sixties and Crow’s avowed belief in the “head down” work ethic.Following her move to LA from the backwaters of Missouri in the eighties, Crow’s years as a backing singer to the likes of Rod Stewart, Don Henley and Michael Jackson provided Tuesday Night Music Club with its bleak vision, particular its derision of the music industry. Since her first hit, the breezy guitar chugger “All I Wanna Do” went supernova back in early 1995, never more than now has Crow seemed to want the relative anonymity of the Tuesday Night Music Club, the communal jamming sessions that gave her first album its folksy name. The covers of her eight million selling debut and its eponymously titled follow-up (four million and counting) tell their own story: from the honest-to-goodness typography and all-American girl that adorns Tuesday Night Music Club to the kidnap note lettering and sepia introvert that sits uncomfortably on .Over that time Crow’s personal happiness seems to have been in inverse proportion to her career success.

In the world of 90s showbiz, where personalities expand to fill the media space available, seems to have a slow puncture. As theological dialogue, it’s kindergarten stuff, but given the lumpen doggedness of most of the show, it does beg one nagging question: “Does anyone believe in ?”Pop music, like nature, abhors a vacuum. 3,500 Brummies return the greeting with their best Grand Ole Opry House cheer, spurring the 35-year-old ex-teacher, , into – no, not music – some Q&A.”Does anyone here believe in angels?” she wonders abstractedly, before enquiring after our faith in UFOs and Elvis Presley. Their horses populate the top Flat training centres, and a large- scale cut-back would trigger a major crisis in the industry, not least of which would be extensive unemployment..

By June this year Vodafone had grabbed 32 per cent of the digital mobile market with 26 per cent for Orange and Cellnet trailing on 22 per cent. Analysts have pointed to risks for both Cellnet and Mercury One- 2-One, which has 20 per cent of the digital market, if they fall behind the two front-runners in the digital revolution.A spokesman for Cellnet was unavailable for comment yesterday.. The Government has said all analogue phone customers should move to digital by 2005. It’s patently untrue to say it is bad for service providers’ business. In fact, it’s quite the reverse, because customers could switch networks without changing their service provider.”The letter, from Richard Davis, Cellnet’s head of channel sales, encloses a copy of the company’s response to the Oftel consultation paper. In the document Cellnet argues customers are not interested in keeping their mobile number when changing network: “Customers in general do not perceive their mobile numbers to be of particular value.” It concludes: “The benefits of mobile portability would not outweigh the cost of implementation.”Cellnet has 41 per cent of the total mobile phone market but has slipped behind Vodafone and Orange in the fast expanding digital business. Paul Franklin, Orange’s director of regulatory affairs, said: “Cellnet is using whatever tactics it can to delay number portability.

service providers introducing number portability will need to introduce new business processes as well as modifying billing and administration systems to enable a customer to move networks while taking their number with them.”It concludes with criticism of Oftel: “Given the impact on [service providers'] business the introduction of number portability will have, we believe Oftel should have asked service providers for their views.”Yesterday Orange attacked the claims made in the letter. The regulator hopes to finalise plans and give a specific time-scale by the end of this year. Supporters of the concept see the lack of number portability as a crucial obstacle to the development of competition.Cellnet’s letter, dated 18 June, says number portability is “being pushed by Orange”. It suggests it will be bad for service providers’ businesses. It continues: “Oftel does not appear to have requested comments from service providers, even though the implications of number portability will have consequences for both your customers and your systems … The extent of the lobbying effort was revealed in a letter Cellnet has sent to service providers, the retailers which buy wholesale air time from mobile networks and sell it to the public. Orange, the digital mobile company, is preparing a formal complaint to the industry regulator, Oftel, about what it claims are Cellnet’s deliberate delaying tactics.
The introduction of number portability for fixed phone lines is already under way and Oftel is consulting with the industry on how to bring in mobile number portability.

Today’s edition of Roof, Shelter’s housing magazine, predicts that the housing market is poised for a boom that could need to be dampened, although probably not before the election.”Whoever wins the election may well face a housing market working its old inflationary magic,” it says.Mr Barty agrees: “If the market continues to recover with the same momentum the Government will have to act at some time next year.” Figures from both Halifax and Nationwide building societies last week confirmed that house prices are climbing at an average annualised rate of 5-10 per cent.. Cellnet, the mobile telephone network jointly owned by BT and Securicor, has launched a behind-the-scenes campaign to try to prevent the introduction of mobile number portability, where customers can change networks but keep their existing number. It confirms that the biggest and fastest reaction occurs in construction and sectors linked to the housing market. The research found that a fall of just over 1 percentage point in interest rates would lead to a rise in manufacturing output of nearly 2 per cent after just over two years, with a bigger reaction in construction and related industries. There is clear evidence that these parts of the economy are responding to the four reductions in interest rates since December. “Sustaining low inflation will require cautious policies,” he says.Marian Bell at the Royal Bank of Scotland said yesterday: “There is no reason for the Bank of England to have changed its view since May.” Although the short-term prospects for inflation are very favourable, the upturn in manufacturing, strong retail sales and sterling’s decline from its level two months ago would all concern the Bank’s economists, she said.An article to be published in the Bank’s Quarterly Bulletin on Wednesday assesses how quickly changes in interest rates affect different sectors of the economy.

“The Chancellor believes this is compatible with sustained low inflation – we do not,” writes economist James Barty.Barclays Bank’s chief economist, Alan Davies, predicts that base rates will have to climb from their current 5.75 per cent level to 7.5 per cent next year. We could be seeing fireworks by January.”His new report compares the state of the economy with the same point in the Maudling, Barber and Lawson booms. Although the economy has had less stimulus from interest rate cuts in the 1990s, the Government’s fiscal policy has been much looser. A clutch of new forecasts published today predict that the economy is picking up fast enough to put upward pressure on inflation and interest rates.According to David Mackie, UK economist at the investment bank JP Morgan, “We are in for the sort of mini-boom which is likely to make the Governor very, very nervous about the inflation target.

Moyer suggested toughening that.”Implement a system where if you do it, you’re taking a chance,” he said. There is good team spirit in the squad and we all wish him well.”Nevertheless, the timing of Manu’s defection has caused bitterness, largely because before Christmas he had indicated his ongoing commitment to Calais. Orient made an approach two months ago, but nothing seemed to come of it and it was only one of several enquiries made about several players by bigger clubs such as Strasbourg, Cannes and even Norwich.”Ten days before Christmas Manu was in my dad’s office signing a new contract,” says Nico Thiriot, son of the general manager, Claude. “My dad look him eyes to eyes, ask him if everything was all right. He promised he was going to stay with the club till the end of the season, like Cedric Schille and Mickey Gerard.”These are highly demanded players, but they gave their word that they were going to stay – their promise. It’s a bit unfair when you know that you can steal a player from anamateur club just by putting a big carrot under his nose, and to act this way when you are less than two weeks away from a cup tie against the top club in France, it’s like everyone feels stitched up – team-mates, club, Calaisiens, all the French fans who are rooting for Calais, and the five million people who are going to be watching the game on television and expecting another miracle.

Nothing illegal has been done, but Manu has broken a moral contract.”Can Calais do it again despite all the traumas? Though it is nominally a home tie for them, the game against Sedan will not be taking place on their own turf, the 80-year-old Stade Julien Denis, which only needs a crowd of 5,000 to burst its seams. An ideal substitute would have been the stadium at Lens, which they used for their triumphant semi-final last year, but Lens have a home game, so they are hitting the road for Amiens. In the bars and cafés last week, there was fighting talk from the locals “We need to show some heart and balls,” said one. “We don’t want to show we’re sunk at the bottom of the harbour. We are not Maradonas technically, but we are so passionate about what we are doing and we hope that will carry us through.”In fact, with 250 coachloads of locals heading down the motorway to Amiens on Saturday, it’s safe to say the whole of Calais will be there – except for Manu, of course.. It ended with a public handshake and a double kiss on the cheeks from the club president, Sergio Cragnotti, who called Sven Goran Eriksson “a true son of Lazio who will always be welcome here”. Government officials, however, insist that the Collinge test is receiving the highest priority.”In fact we have put quite a lot of money into two research teams, one at the Central Veterinary Laboratory, Weybridge and one at the Institute of Animal Health, Compton, who have both worked with Collinge to try to get his technique to work on sheep,” said the MAFF memo.Without a simple test that can distinguish BSE in sheep from scrapie, it will be virtually impossible to detect the disease if it is only present in a fraction of the national flock. As any sheep infected through feed would almost certainly have been slaughtered by now, the disease would only be present today if some form of transmission had occurred.”Professor John Collinge, another member of Seac and head of the prion disease group at Imperial College School of Medicine in London, is struggling to develop a much simpler test for BSE.He has complained that his faster and cheaper test is not receiving the support from the agricultural community and MAFF that it deserves. Absence of evidence if often confused with evidence of absence.”Yesterday, Government press officers kept to the wording of the official rebuttal: “There is no evidence to show that BSE has been transmitted to sheep through infected feed and, if so, whether it is still present in any commercial sheep flock. In May 1997, Seac extended the offal ban to include spinal cords, spleen and mechanically recovered sheep meat. These measures did not address the central problem of whether BSE has infected sheep in commercial flocks. When scientists injected pieces of sheep brain into laboratory mice they found it was identical to BSE. Scrapie is thought to be harmless to humans but BSE is known to cause new variant CJD.The fear is that, if BSE in cattle poses a threat to human health, then BSE in sheep – if it is present in the national flock – may pose an equal threat.

This was the historic rapprochement of Labour and the LibDems, a goal close to Tony Blair’s heart but to few others in the party. With both Paddy Ashdown and Peter Mandelson gone, this aspiration has apparently been finally killed off.The quiet demise of New Labour does not, however, mean a reversion to Old Labour – or any of the disparate ideas that we now identify with that phantasm. More traditionalist members of the Labour Party have been crowing at Mandelson’s fall – “ring out the New, bring in the Old”, as one put it last week – but going back is not an option. For one thing, Labour’s message is still in the hands of people who were once New Labourites: there is no reverse gear on their car. More importantly, the world has moved on: if a second-term government is going to fulfil its historical promise, the party must find a story fit for new times. It is in this context that the events of recent weeks should be seen: one of the least noticed but most significant consequences of Mandelson’s departure has been his removal from the inner core of those who will draw up the party’s manifesto. The question is whether a different kind of message – or “narrative” as Labour strategists call it – will emerge now that the arch-priest of New Labour has gone.Tony Blair’s speech last week began this process. Its dominant theme was equality of opportunity – not simply a “Darwinian” meritocracy, but one in which those with fewest advantages are helped by an active government, “investing in our people and in our public services to release the potential in all”.

Equality of opportunity is a notoriously slippery concept, capable of a weak, liberal interpretation, as well as a strong, social-democratic one, but this was as close to the latter as Blair has come. What the speech did not contain, however, is a theory of government to go with this new egalitarianism. For the almost complete failure of the New Labour project to establish an ideological identity – who, still, can explain the Third Way? – was ultimately due to its ambivalence towards the role of the state.New Labour wanted to improve public services; but it couldn’t bring itself to defend the value of taxation. It wanted to promote public-sector investment; but also to privatise air-traffic control and the Underground. It implemented the minimum wage; but resisted EU directives on working time and worker consultation for fear of “over-regulating” business. It redistributed income; but refused to talk about it in front of the Daily Mail. In the end, it was these fudges that fatally undermined the attempt to define a meaningful New Labour philosophy. As that project fades into history, the challenge is to reconstruct a coherent idea of what government is for There is still work to be done; but the outlines are clear.

A modern left-of-centre government should pursue the active management and regulation of the global economy. It should promote the quality of life by protecting social space, personal time and the natural environment. It should redistribute opportunity, including both income and assets. And it should provide tax-funded, user-focused and accountable public services for all. Will the manifesto achieve such ideological clarity? It is not there yet, but the noises emerging from both No 10 and the Treasury are encouraging. Facing an Opposition that does not believe in government at all, the opportunity in this election is for the party to articulate a genuinely coherent philosophy relevant to the conditions of the 21st century. “New Labour” is dead; long live new Labour? The author is general-secretary of the Fabian Society.

Critics have noted that Twin Peaks contains a mixture of several TV genres. The series’ fundamental lines of action combine the soap opera with the detective story. In soap opera, parallel stories spin out over many episodes, branching and crisscrossing.

This is the impression we are given of kids. The news from the cinemas, though, is reassuring. We often hear it said of today’s kids that they are, in all kinds of alarming ways, a new breed They are clued up and savvy and techno-aware Information is at their fingertips. The police came with ladders and took them away in pillowcases.Still, a changing world requires changing pictures. Pinocchio was, at the time of its release, the most expensive animated film ever made (it cost $2.6m). They really knew how to launch a family picture in those days. For the New York premiere, 11 dwarves were sent in Pinocchio costumes to prance around all day on top of the cinema’s marquee. According to Marc Eliot, in his recent biography of Walt Disney, alcohol was sent up to them at lunchtime and by three in the afternoon, all 11 dwarves were on the roof, drunk, naked, belching and playing cards.

But this in itself could attract those of a despairing frame of mind to claim that the distance between Pinocchio and Rocky the Power Ranger is descriptive of an awesome slump in standards and that, all in all, they don’t make them like they used to.In fact, in many respects, they make them exactly like they used to Kids’ films today are just flashy budget-blowers But so were kids’ films yesterday. They are probably better judged by how well they do their job, which is to perform brightly in the short-term. I’m not sure whether this summer’s children’s movies have that kind of staying power. How will Mighty Morphin Power Rangers: The Movie look after 28 years? How will it look after 28 days, for that matter, if after 28 minutes it looks as trashy as a used Coke can? And what about Free Willy 2 and Casper? How will Willy and Casper be shaping up, a quarter of a century from now?
This may be an unfair question to ask of films that don’t even pretend to have an eye on the future.

The film was Walt Disney’s Pinocchio, released originally in 1940 and still showing years later, not because of cautious booking policies on the part of the local Cameo, but because it was a classic, considered fit entertainment for the children of the children it was made for. “I’m signing up for the Can’t Sing Choir.”Virginia Ironside’s Dilemmas returns next week..
