A blubbery man-mountain, the former golfing buddy of the President and law partner of the First Lady has been obliged to resign in disgrace from a top job at the Justice Department; he has spent 18 months in jail for fraud; and now he has been indicted on charges of tax evasion, risking an even longer prison term.
Had Mr Hubbell never met the Clintons he might have led a gentler life. Were it not for the belief of Kenneth Starr, the independent counsel investigating the President and his wife, that he is witholding evidence damaging to the First Couple, it is likely that the latest charges against him, his wife and two friends might never have been brought.In the view of Mr Hubbell and many Washington analysts Mr Starr would not have taken the trouble to bring the indictment had he not imagined he might use the threat of more time behind bars as leverage to draw out all he knows about the Clintons’ alleged involvement in financial scams during the time Mr Clinton was governor of Arkansas.”Obviously the office of the independent counsel thinks that by indicting my wife and friends I will lie about the President,” Mr Hubbell declared on Thursday night, his lower lip trembling. “The office of the independent counsel can indict my dog, they can indict my cat, but I’m not going to lie about the President or lie about the First Lady.”If Mr Starr were a politician he would have been run out of office by now. For the majority of Americans, befuddled as they are by the intricacies of Whitewater and other episodes of ancient Arkansas history that he is pursuing, Mr Starr looks as if he is trying to put a man in jail for no greater sin than his loyalty to the President.Yet remove Mr Hubbell from the political terrain, from the game of perceptions at which his friend Bill excels, and put him under the legal microscope and you will find he is indeed on shaky ground.Mr Starr and his team of prosecutors say that Mr Hubbell kept income of more than $1m from the tax authorities, and that much of that income was provided for seemingly next to no work from sources dubiously close to the President. The suggestion is that the President’s associates were paying him hush money.Proving it will be another thing, yet a pattern has emerged indicating, at the very least, that to get too close to the Clintons is poison, at times legal poison.Vince Foster, another former law partner of Mrs Clinton’s in Arkansas given a top job in the Clinton administration, committed suicide in 1993.

Countless other Clinton associates quit important Washington jobs under dark clouds of suspicion, amid suggestions of cronyism and generally unethical use of power.Yet for the moment the public is on Mr Clinton’s side, as hitherto they have been on all things. The suspense lies in whether Mr Starr has accumulated sufficient evidence against the President in the course of his investigations to turn the legal tide, and in turn the political tide, against him. No one but Mr Starr and his prosecuting team can even guess at the answer to that question. But if all he can come up with is half-baked allegations founded on insinuations, taped phone conversations and witnesses like the hapless Mr Hubbell, Mr Starr’s place in history will remain forever ignoble and Mr Clinton will keep smiling all the way through to the 21st century..

IT IS difficult to take in. From the corner of this tiny backyard in a lower middle class suburb of Harare, Zimbabwe’s entire parliamentary opposition is masterminded.
It is even harder to accept that the lone – and disproportionately powerful – opposition voice in the legislature belongs to the young woman, glamorous in dramatic African print, who is standing by the plastic garden table, no more than 5ft 4in even in her platform sandals.Everything about Margaret Dongo, a 38-year-old mother of three, is remarkable – particularly her unrelenting campaign, despite death threats and intimidation, to bring democracy to President Robert Mugabe’s one-party state. She is arguably the only revolutionary left in a parliament where the Zanu- PF party – which in 1980 finally wrested Zimbabwe from white colonial rule – holds 147 of the 150 seats.Ms Dongo was also once a Zanu MP. But unlike the rest, her reverence for the great commander who had delivered Zimbabwe did not blind her to his single-minded pursuit of power; neither could she stomach the cosy, corrupt patronage which later oozed from the President, eventually smothering principle and independence of mind.Ms Dongo has long been a thorn in the party’s side. Always critical, she was finally dismissed from Zanu in 1995.

Who had ever amounted to anything without the omnipotent party?But Ms Dongo contested her Sunningdale seat as an independent, despite a blackout by the government media. When she lost to the official Zanu candidate – Mr Mugabe put up her best friend against her – she went to court to have the election declared illegal, and won. In the re-election she took the seat; and became, if possible, an even bigger pain to the regime.
As a non-Zanu MP she does not even qualify for a salary.”In parliament they all hate her,” says John Makumbe, a political scientist at Harare University, and a Dongo fan, with obvious pride “But deep down they wish they had her courage. They phone her in the middle of the night to say ‘keep it up’. But to say so publicly would be political suicide.”Though the last six months of strikes and demonstrations have proved Zimbabweans are shaking off the complacency that helped Mr Mugabe gain a stranglehold, for the moment Dongo is still largely alone. Yesterday a full-scale investigation was under way into how the 37-year- old former pizza delivery driver, carrying a revolver, managed to scale a 10ft fence and enter the private grounds of the White House on Tuesday night, dashing to within 40 yards of the building where the President and his family live before being shot and captured. According to Secret Service spokesmen, a security guard spotted Mr Modjeski almost immediately after he had entered the compound and told him to stop. Mr Modjeski refused and scuffled with the guard, who either felt or saw the gun and shouted “weapon” to his colleagues. A second guard rushed to the scene and fired a single bullet which apparently hit both Mr Modjeski and the guard struggling to overpower him.
The intruder and the guard, both wounded in the arm, were said to be in a stable condition yesterday.

As I walk up the dark, dank stairs of the condemned St Briavel’s Court, first up to Hordle Promenade, where a lone shop is closed and some smallish doors leading to some flats are shut, and later up to the floor where little Damilola lived with his family, just a few minutes after 6pm on Friday evening, similar structures back home come to mind. I think of those unsightly, high-rise blocks of flats in Soweto, the giant township reserved for Africans under apartheid’s Group Areas Act south of Johannesburg, as well as the slightly-better coloured townships of Eldorado Park, south of Johannesburg, and Mitchells Plain and Bonteheuwel in Cape Town.South Africa’s small, four-roomed township houses bear no comparison to the Peckham estate, which must no doubt have been nicer during its time, but it is the serious state of disrepair of structures like St Briavel’s Court and Tutshill Court, both of which I was told are on the verge of being pulled down and the families moved, which calls to mind these comparisons with the blocks of flats in my country’s townships, designed as dumping grounds for black people living in “white South Africa”.Just as in some of the blocks of flats in the townships back home, there is an unmistakable smell of urine in the stairs at St Briavel’s and Tutshill Courts, lights do not work and there is dirt lying around. Fear is in the air: first, I stop a white boy, aged about eight, to ask him a question, and he hurriedly walks away, muttering something inaudible; then I approach a passing black man in his mid-40s, and he, too, refuses to answer questions about Damilola’s death.Interestingly, it is the women who are willing to be interviewed. Ms Duleena Addae (33), a Ghanaian now in the UK for seven years, lives in a neighbouring block of flats close to where Damilola lived. She has three children, two boys aged 12 and nine respectively and a six-year-old girl. Her nine-year-old son and her daughter used to go to Oliver Goldsmith Primary, the same school where Damilola was reportedly bullied, and she says she had to take him out of that school because of the bullying.

And so desperate are pirate DJs to avoid detection that they will base their studio several miles away from their transmitter, which will be positioned on the top of a high rise building.The number of raids on illegal broadcasters has virtually doubled in the past 10 years, from 127 in 1991 to 222 last year.There are now an estimated 400 pirates operating in the London area alone, with stations also setting up in Birmingham and Bristol.A new factor in the the pirate boom are dance clubs sponsoring the stations’ illegal airtime to promote themselves.

Soprano Amanda Roocroft attends our pleasure “on the other side”, but she, I fear, is not the most persuasive advocate of the song-finale Das himmlische leben (“Heavenly Life”). It’s not so much that the voice lacks purity (though it does), but more than the attitude it conveys is all wrong Way too proper; unsmiling St Ursula may have laughed; Roocroft does not Still, this is a fascinating, often revelatory, performance.
