Wholesale beer prices continued to rise at a fair old clip above the rate of inflation for years after the Beer Orders were imposed, and to the extent that they now don’t, it is probably only because of the decline in beer drinking habits and the competitive spur of cheap beer from the Continent. As for protecting consumer choice, the Beer Orders seem only to have hastened the demise of Britain’s once varied array of regional beers and encouraged their replacement with homogenised national brands.In formally abandoning most of the Beer Orders yesterday, Stephen Byers, the present DTI incumbent, was more generous about their benefits than he needed to be At the time, he says, they were both radical and necessary.
He’s even decided to keep two of them – the requirement to stock a “guest beer” and provisions governing the sale of pubs – even though the Office of Fair Trading recommends that they too are dispensed with. So much for Mr Byers’ much trumpeted promise to abide by the recommendations of the competition authorities.Still, Mr Byers is right to suggest that the Beer Orders are these days largely an irrelevance. Bass, once the biggest brewer, has divested itself of its breweries altogether and is in the last stages of getting rid of its pubs too The same goes for Whitbread. Only Scottish & Newcastle remains as a traditional, vertically integrated brewer of any size.The Beer Orders may have hastened this separation of retail from wholesale, but again, it is not clear the consumer has benefited to any significant degree.
It is hard to resist the conclusion that the power that once resided in the integrated brewers has merely been transferred to the big retail chains, which continue to charge exorbitant prices for beer and everything else they sell.Interestingly, there were plenty of people who predicted this even at the time all those years ago, including one of the MMC’s own number, the former trade unionist, Leif Mills. In a minority report to the main findings, Mr Mills concluded; “Warts and all, imperfections and all, the tied estate and the vertical structure that this supports, and the involvement of brewers in the free trade through loan ties, give the consumer reasonable value for money and reasonable choice. AN ELEPHANT, a penguin, a lynx, a dung-beetle – any one of these creatures might soon be yours, not just for Christmas, but for life. Even as you read this, some kindly friend or relation may be choosing you a gift whose requirements for specialist long-term care, catering and slopping out would make even the most dedicated pet-owner shudder. But whereas animal welfare organisations are once again beginning their seasonal campaign to discourage the thoughtless giving of kittens and puppies for Christmas, no one has a bad word to say about those who give tigers or giraffes to unprepared recipients. This is because being given one of these more exotic pets doesn’t mean being given responsibility for them. Instead, all you have to do is visit them once in a while – if you feel like it – at their home in London Zoo.
The London Zoo animal adoption scheme was set up in 1982 and has proved more successful than anyone dared to hope.
There have been approximately 60,000 adoptions in the past 12 years, subsidising the cost of the animals’ upkeep to the tune of more than £150,000 a year. This year, more than 5,000 people have taken out annual subscriptions ranging from £20 to £6,000 for the privilege of being absentee “owners” of various zoo animals.
