Councils will be penalised for above-average tax increases by not being fully reimbursed by the Department of Social Security for the extra cost in council tax benefit increases. The Government has increased its grant support to local authorities by 5.4 per cent and says it expects councils to limit their council tax rises to 4.5 per cent. Business rates, which are set by government and handed back to local authorities, will rise by 8.7 per cent – more than three times the rate of inflation. On the figures released last week the typical council tax for a band D home, valued at between pounds 68,001 and pounds 88,000 at 1991 prices, will rise by 4.5 per cent from pounds 748 to pounds 782. There are too many shops, getting to be too many complexes, too many pub chains expanding simultaneously. If you overexpand capacity it is not surprising that surveys show gloom, even after adjustment. The jam is spread more thinly, sales and profits fall, and depression takes a hold.
Add to that the continual surveys telling consumers that prices are too high and you must expect consumer resistance.It is getting to an Asian state of mindless overexpansion without a rational look at markets.Look at the population figures. In 2001 there will be 1.8 million fewer 20 to 29-year-olds than in 1991, a 20 per cent fall in 10 years. There is growth in the 30 to 59 bracket, but virtual stability in the numbers of OAPs.All these new service industries, shops, pubs, multiplexes, seem not only to target younger customers, but need a young and vibrant workforce, and both areas are declining.More alarming is the apparent indifference of the business community to population changes. Over the next 20 years the numbers of workers aged 20 to 44 declines, with an increase in older workers.
But the numbers of pensioners and the very elderly escalate rapidly. There is virtually no sign that business has begun to realise that over the next 20 years service industries needs to make major adjustments.All one can see is a set of developers who apparently operate with a herd-like mentality and are locked in the past.R E CRUMNorwich. It is perceived that those rules are the embodiment of consumer protection. It should be what is motivating our policy makers to approve the arrangement.”What has raised questions in many people’s minds about the argument that the alliance will promote competition is the demand by BA and American that their alliance is granted immunity from US anti-trust laws. I think there is an apprehension on their part that the protection they currently have will disappear with a new bi-lateral. It is the threat of competition which is motivating our rivals’ objection. That is in essence how the long-running bilateral deadlock between the US and Canada was broken.
Ayling prefers to believe the regulators will be persuaded by rational and reasonable arguments which suggest the alliance is in the best interests of the economy, the community, the customers, the staff and investors.”This is an opportunity to improve free trade which will not repeat itself,” Ayling says “The strength of feeling of our competitors shows .. that this is a very competitive proposal. Ayling points to the shipping industry as an example of how market leadership can be swiftly eroded at the hands of more nimble and alert competitors. The real competition we are facing is with the airlines who are vying for those customers,” he adds. It is not the barrier to competition that some would have you believe.”Both men believe the deal has to be seen in a European context. “Virgin Atlantic has managed to increase its number of slots significantly Every year BAA manages to make more slots available. Both he and Ayling subscribe to the concept of a free market in those slots, which would ensure efficient distribution, but Crandall is convinced the problem is not quite so insurmountable.”History will tell you that 45 new airlines have started Heathrow services in the last five years,” Crandall says.
